Qatar's role. Qatar has been a member of the WTO since 1996 and actively supports the multilateral trading system. The country is committed to trade liberalization, transparency, and aligning its policies with WTO principles, while engaging in negotiations and initiatives that enhance its global trade integration and economic diversification efforts.

The agreement marks an important step in advancing economic, trade, and investment relations between the State of Qatar and the Republic of Türkiye and reflects the shared commitment of both countries to further strengthen their strategic partnership. It provides a comprehensive framework to enhance trade exchange, facilitate the flow of goods and services, and encourage mutual investment in line with Qatar National Vision 2030.

TEPA includes provisions relating to trade in goods and tariff schedules covering most products currently traded between the two countries. It also includes rules of origin, defining the conditions under which goods may benefit from the agreement.
The agreement covers trade in services as part of its broader framework for enhancing bilateral economic cooperation. By addressing services alongside goods, TEPA supports broader market opportunities and facilitates deeper commercial engagement between the two countries.
TEPA includes electronic commerce among its covered areas, reflecting the importance of digital channels in modern trade relations and supporting a more contemporary framework for bilateral economic cooperation.
The agreement includes investment facilitation provisions intended to encourage mutual investments between Qatar and Türkiye. Official statements from both sides have described TEPA as a comprehensive framework that supports investment flows and strengthens the business environment between the two countries.
TEPA covers technical barriers to trade as well as sanitary and phytosanitary measures, supporting smoother market access and stronger regulatory cooperation in bilateral trade.
Qatar and Türkiye continue to build on TEPA through broader institutional cooperation mechanisms. In October 2025, both sides welcomed the agreement's entry into force and affirmed its role in deepening the strategic partnership, supporting regional economic integration, and strengthening trade and investment relations. They also expressed readiness to continue Joint Economic Commission meetings and to follow up on JETCO outcomes.

Official Qatari statements have emphasized the importance of business forums, mutual visits, and trade events as effective platforms for strengthening economic, trade, and investment cooperation between the business communities of the two countries. In this context, both sides highlighted the role of the Qatar–Türkiye Business Forum and Turkish trade delegations in advancing private sector engagement.
Qatar has also highlighted the presence of Qatari–Turkish joint companies operating in sectors including trade, contracting, and information technology, alongside wholly-owned Turkish companies operating in construction and industry in Qatar — reflecting the depth of commercial cooperation between the two countries.
