Ministry of Commerce and Industry, in cooperation with Ministry of Education and Higher Education and Public Works Authority (Ashghal), announces request for EOI in PPP Qatari schools development (package 3).

Doha – Monday, February 22, 2021:

The Ministry of Commerce and Industry, in cooperation with the Ministry of Education and Higher Education and the Public Works Authority (Ashghal), has announced a request for submitting Expressions of Interest (EOI) in public-private partnership (PPP) development of Qatari schools (package 3), which consists of four secondary schools, five preparatory schools, four primary schools, and a school for students with special needs. This step is aimed at meeting the increasing demand in the education sector, coinciding with the population growth and the increasing number of students enrolled in schools, while achieving continuous improvement in the quality of education.

The project’s scope of work includes the design and construction of 14 schools, demolition works in evacuated schools, project financing, operation, and maintenance for a 25-year concession period, and asset transfer to Ashghal by that period’s end.

This comes within the framework of Qatar’s commitment to meet the increasing demand for public services, and its endeavor to find innovative ways to provide the required infrastructure, achieve the Qatar National Vision 2030, and enable the private sector to play a major role in achieving long-term goals and results, especially applying public-private partnership for developing infrastructure and providing services.

In this regard, the Ministry of Commerce and Industry, the Ministry of Education and Higher Education, and Ashghal invite interested parties to submit EOI in PPP development of Qatari schools (package 3), under a system of design, construction, financing, operation, maintenance, and then ownership transfer of 14 new schools.

 

As per the three entities, the purpose of the request for EOI is to invite competent Qatari and international companies and consortia, capable of delivering the project, to indicate their interest in it. The qualification request documents shall be issued after receiving EOI requests from the interested companies. Additionally, a meeting shall be held with the companies interested in the project during the qualification request period, to provide them with more information and respond to their questions.

 

EOI documents and submission:

The Ministry noted that interested parties can submit required documents and an EOI, through the Public Works Authority’s website: www.ashghal.gov.qa. Therein, the link (Tenders and Auctions – Pre-Qualification) is chosen from the home page to download the EOI form, which includes: 1) Anti-Corruption Declaration; 2) Confidentiality Declaration; 3) Expression of Interest Acknowledgment Form; 4) Information required from the interested parties.

All documents, in addition to a valid commercial register, must be sent electronically, no later than 09/03/2021, before 1 pm, Doha local time (+3: 00 GMT), to EOI@ashghal.gov.qa

It is worth noting that the PPP Qatari Schools Development Program includes the development of 47 schools for different stages, divided into four packages. The first package has been signed, the second has been announced, and the fourth package shall be revealed in the future.
