



His Excellency Sheikh Faisal bin Thani bin Faisal Al Thani, Minister of Commerce and Industry, chaired the second quarterly meeting to review the Ministry’s performance for 2026. The meeting was attended by His Excellency Dr. Ahmed bin Mohammed Al Sayed, Minister of State for Foreign Trade Affairs, Their Excellencies the Assistant Undersecretaries, and the directors of the Ministry’s departments.
During the meeting, participants reviewed the key results achieved by the Ministry’s sectors during the second quarter of 2026, performance indicators across its departments, and progress in implementing priority plans, projects, and initiatives. Particular attention was given to service development and digital transformation, enhancing the attractiveness of the business and investment environment, supporting the private sector, developing national industries and strengthening their competitiveness, supporting Qatari exports and national products, and protecting intellectual property rights and consumers.
The meeting also discussed the principal challenges and opportunities associated with implementing the approved plans and initiatives, as well as proposed solutions to improve implementation efficiency, service quality, and the customer experience, in support of the objectives of the Ministry’s Strategy and Qatar National Vision 2030.
Performance indicators for the Single Window platform during the second quarter of 2026 reflected the Ministry’s continued efforts to develop its service ecosystem and advance digital transformation. A total of 131,269 transactions were completed, representing an increase of 4% compared with the first quarter. Of these, 86% were completed electronically. Customer satisfaction with electronic submissions reached 93%, while satisfaction with submissions through government service centers reached 96%. The Ministry also developed 15 services, representing growth of 25% compared with the first quarter and contributing to streamlined procedures and improved service efficiency.
Within the Commercial Affairs Sector, the indicators showed continued business formation activity, with 6,745 new commercial registrations recorded, representing growth of 6.6% compared with the first quarter.
In the area of foreign investment attraction, 5,272 non-Qatari companies were established during the same period, representing growth of 60%. This reflects the attractiveness of Qatar’s business environment and the opportunities and facilities it provides to investors.
In the area of intellectual property rights protection, the Ministry continued its efforts to provide an environment that supports innovation and creativity. During the second quarter, 1,454 trademarks and 81 copyrights were registered, while 130 patents were granted. Copyright registrations increased by 88.4% compared with the first quarter.
The Industrial Affairs and Business Development Sector recorded cumulative investment in the industrial sector amounting to QAR 248.44 billion. During the second quarter, 11 new factories began production, bringing the total number of factories that commenced production since the beginning of 2026 to 28, with combined investments of QAR 253 million. These results support the expansion of Qatar’s industrial base and the diversification of productive activities.
Export indicators also showed that the percentage of exporting factories increased from 23% in the first quarter to 25% in the second quarter. Private-sector exports rose from QAR 0.8 billion to QAR 0.9 billion, representing growth of 12.5%. This reflects the continued development of export capabilities and the growing presence of Qatari products in international markets.
As part of efforts to support national products and strengthen their competitiveness, the number of national products increased by 8% during the second quarter of 2026 compared with the corresponding quarter of 2025. In addition, QAR 11 million in customs duties was collected through the application of measures to counter harmful trade practices by the end of the second quarter of 2026, contributing to a competitive environment that supports national industries and products.
To streamline procedures for industrial investors, the processing time for issuing initial approval was reduced to one working day. This contributes to accelerating the launch of industrial projects, improving the investor experience, and strengthening the competitiveness of the industrial sector.
Within the Consumer Affairs Sector, the Ministry continued to strengthen its market oversight efforts and engagement with public feedback. A total of 83,339 inspection visits were conducted, representing an increase of 11.5% compared with the first quarter and supporting effective market oversight and compliance with the applicable laws and regulations.
This was accompanied by further improvements in the effectiveness of communication channels and responses to public feedback. The average complaint resolution time was reduced to 3.5 days, reflecting faster response times and more efficient access to solutions.
The sector’s indicators also included the issuance of 3,498 special licenses during the second quarter of 2026, representing growth of 84.4% compared with the first quarter. These included licenses related to discounts and promotional offers, as part of the Ministry’s efforts to regulate promotional activities and enhance market transparency.
At the level of the support system, the cumulative number of beneficiaries of Tamween support reached 451,492, while the cumulative number of beneficiaries of feed support reached 6,392 by the end of the second quarter of 2026.
As part of efforts to enhance the readiness of the strategic stock system and ensure continuity of supply, the strategic stock increased by 42% compared with the beginning of March 2026. This strengthens the ability to meet market needs and maintain supply stability amid current developments.
Within the Shared Services Sector, the Ministry continued to invest in developing its employees and improving institutional performance. The number of training and development programs provided to Ministry employees increased by 40%, with 12 training programs delivered during 2026. These were accompanied by specialized courses in combating illicit financing, anti-money laundering and countering the financing of terrorism, and patent examination. These programs contribute to strengthening professional capabilities, developing skills, and improving performance efficiency across the Ministry’s sectors.
At the conclusion of the meeting, His Excellency the Minister of Commerce and Industry affirmed that the results achieved during the second quarter reflected the efforts of teams across the Ministry’s sectors. He stressed the importance of building on these achievements, accelerating the implementation of approved plans and initiatives, and continuing to improve performance efficiency and service quality.
His Excellency also emphasized the importance of continuing to work in line with the Ministry’s vision of achieving leadership in commerce, industry, and consumer protection, and its mission to enhance the attractiveness of the business environment, encourage investment, develop national industries, support national products, strengthen their competitiveness, and facilitate their access to international markets. These efforts support the competitiveness of the national economy and contribute to achieving the objectives of Qatar National Vision 2030.
