Launching of Educational Workshop on Code of Conduct and Integrity of Public Officials

Proceedings of the educational workshop on the Code of Conduct and Integrity of Public Officials, organized by the Ministry of Commerce & Industry in cooperation with the Administrative Control & Transparency Authority, was launched today. It is planned to take place on both today and tomorrow and will feature the participation of several Ministry officials.

 

This workshop comes within the framework of the efforts of the Ministry of Commerce & Industry to develop and support the skills of the Ministry’s employees and to instill concepts and standards of integrity and transparency. The event also aims to introduce the Code of Conduct and Integrity of Public Officials and initiate compliance to the provisions stipulated in this regard.

 

During his opening speech to the workshop, His Excellency Sultan bin Rashid Al-Khater, Undersecretary of Ministry of Commerce & Industry, stressed the importance of issuing the Code of Conduct and Integrity of Public Officials, noting that this step comes as a continuation of the tireless efforts exerted by the State of Qatar under the directives of His Highness Sheikh Tamim Bin Hamad Al Thani, Amir of the state of Qatar. This endeavor seeks to combat corrupt behavior and enhance transparency to protect public money and preserve State capabilities and assets, which would contribute to fortifying the work environment and the societal system against all forms of corruption and laxity.

 

H.E. Mr. Al-Khater added that the importance of the code and its content lies in enacting integrity and transparency values and principles in the public office scope and practices, to reduce job abuses and to strengthen controls of compliance with regulations, laws and administrative procedures in all State facilities and institutions, thus consolidating citizens’ confidence in State agencies and its affiliates, by means aligning with the requirements of the rule of law and public interest.

 

Organizing the workshop is a continuation of the State’s efforts to develop its cadres and enhance the principles of integrity and transparency they hold, H.E. Mr. Al-Khater pointed out, adding that the State would first seek to deepen Ministry employees’ understanding of the principles and rules of the Code of Conduct and Integrity Public Officials and its rules, then formulate the appropriate mechanisms to work with the decisions stipulated therein, and ensure continuity of its obligations.

 

In the conclusion of his intervention, H.E. the Undersecretary of the Ministry of Commerce & Industry expressed his aspiration that the event in question would contribute to consolidating the mechanisms for the optimal application of the Code of Conduct and Integrity Public Officials.

 

In its two days, the workshop will be run by Mrs. Amal Ahmed Al-Kuwari, Administrative Control and Development Director at the Administrative Control & Transparency Authority. The event features presenting the Code of Conduct and Integrity Public Officials issued as per Cabinet Resolution No. 18 of 2020, which made up of 19 articles applicable to government agencies.

 

The workshop agenda also includes introducing the basic rules of public job etiquette, and mechanisms for building professional values and culture based on the principles of honesty and defining the relationships between the employee and his/ her superiors, subordinates and colleagues.

 

The workshop also deals with functional competencies, and the articles of the Code of Conduct and Integrity Public Officials, and its relationship to the work environment and the rules and behavior of public employees.

 

Moreover, the workshop will shine a spotlight at the procedures to implement the rules and principles of integrity and transparency in public service, by presenting practical examples in the field of procurement, bidding, service provision, and dealing with superiors, subordinates and colleagues.
