H.E Minister of Economy and Commerce meets with US counterpart and a number of US officials
 
H.E Sheikh Ahmed bin Jassim bin Mohammed Al-Thani, Minister of Economy and Commerce, met on Friday, June 22, 2018, with HE Mr. Wilbur Ross, US Secretary of Commerce, and Mr Thom Donohue, President of the U.S. Chamber of Commerce and Vice President Mr. Khush Choksy. The meetings took place on the sidelines of the SelectUSA Investment Summit that was held on June 20-22, 2018 in Washington, DC.
Discussions touched on the promotion of bilateral relations between Qatar and the US on the economic and commercial levels as well as the opportunities to bolster bilateral trade in light of the economic potential and resources of both countries.
 
Discussions also touched on the latest developments in terms of the bilateral economic, commercial and investment relations and measures to bolster these ties.
 
The meetings touched on the positive outcomes of the first phase of  Qatar’s Economic Roadshow across US, which took place last April,  as well as preparations for the second stage of the roadshow.
 
H.E Minister of Economy and Commerce shed light on the measures taken by Qatar to encourage and attract investments, including a draft law recently approved by the Cabinet to regulate the investment of the non-Qatari capital in economic activity, which allows foreign investors 100% ownership across all sectors and facilitates the access of investors into the Qatari market.
 
The two sides stressed the importance of exchanging visits between Qatari and US businessmen and encouraging cooperation between government agencies and the private sector to the benefit of both countries.
H.E Sheikh Ahmed bin Jassim bin Mohammed Al-Thani, Minister of Economy and Commerce, also met with Mr. Matt Bevin, Governor of Kentucky.
 
Discussions touched on the promotion of bilateral relations between Qatar and the US on the economic and commercial levels as well as the opportunities to bolster bilateral trade in light of the economic potential and resources of both countries.
 
Qatar and the US enjoy close economic and trade relations, which have reflected positively on the volume of bilateral trade, which reached about QR 21 billion in 2017. The US is Qatar’s first trading partner and primary source of imports, with 16.3% of Qatar’s imports coming from the US.
 
More than 650 American companies currently operate in Qatar, of which 117 are fully owned U.S companies in addition to 20 oil and gas companies and over 30 American companies licensed under the QFC umbrella.
 
The SelectUSA Investment Summit is a leading event aimed at promoting foreign direct investments in the US with the participation of senior government officials, CEOs, private sector representatives and entrepreneurs. H.E Sheikh Ahmed bin Jassim bin Mohammed Al-Thani, Minister of Economy and Commerce, participated in a panel discussion organized by the US Business Council for International Understanding. The panel, which took place on the sidelines of the SelectUSA Investment Summit that was held on June 20-22, 2018 in Washington, DC, brought together a number of chairmen and CEOs of major US companies.
H.E Minister of Economy and Commerce shed light on the characteristics of Qatar’s economy, which has positioned the country as a leading investment destination, in addition to the measures taken by Qatar to encourage and attract investments, including a draft law recently approved by the Cabinet to regulate the investment of non-Qatari capital in economic activity. The law allows foreign investors 100% ownership across all sectors and facilitates the access of investors into the Qatari market.
 
H.E noted that the wise policies adopted by the state have contributed to increasing the productivity of all sectors, which has positively reflected on the national economy that achieved positive growth rates during the past year.
 
H.E Minister of Economy and Commerce also highlighted mechanisms to support joints investments and encourage the Qatari and US private sectors to establish innovative joint investment projects across key sectors in line with the economic policies of both countries.
 
Discussions touched on the latest developments in terms of bilateral economic, commercial and investment relations and measures to bolster these ties. The US Business Council for International Understanding is a non-governmental and non-profit organization that encourages dialogue between governmental entities and business communities around the world.  ·        Qatar’s foreign trade sector witnessed remarkable growth last year, with the trade volume increasing by 16% to 103 billion US dollars in 2017, compared to US $ 89 billion in 2016.·        Qatar ranked first in the Arab world and in 20th place globally on the macroeconomic environment index, according to the Global Competitiveness Report published by the World Economic Forum·        Qatari-U.S bilateral relations are all about helping people of both nations overcome challenges and capitalize on opportunities·        According to the latest report released by the World Bank, Qatar’s real GDP growth is expected to increase to 2.8% in 2018, the highest among the GCC countries.·        All economic indicators demonstrate that Qatar overcame the blockade, enhancing the country’s economic competitiveness.
 
H.E Sheikh Ahmed bin Jassem bin Mohammed Al-Thani, Minister of Economy and Commerce, participated on Thursday, June 21, 2018 in the reception organized by the U.S- Qatar Business Council on the sidelines of the SelectUSA Investment Summit which is taking place in Washington.
The ceremony was attended by a number of senior officials and businessmen from both countries and representatives of civil society in the US.
In his opening speech, H.E. the Minister of Economy and Commerce said Qatar is keen on further bolstering bilateral ties with US across all fields, particularly on the economic and investment levels.”
In this context, H.E. stressed that international trade and investment form a key part of Qatar’s future growth and diversification, adding that the US is one of Qatar’s most valued and largest global partners.
H.E Minister of Economy and Commerce said US$24 billion worth of goods were traded in the last five years, noting that 84% of the trade balance is in favor of the U.S, the equivalent of 20 Billion U.S dollars while 16.3% of Qatar’s imports came from US in 2017.
Meanwhile, more than 650 American companies are established in Qatar, including 117 companies 100% owned by U.S citizens, H.E. said, adding that another 30 U.S companies operate under the Qatar Financial Centre.
According to the H.E, Qatar has been increasing its investments in the U.S for many years, creating thousands of jobs across America.  These include partnerships with numerous American companies, such as ExxonMobil, Boeing, ConocoPhillips and Raytheon, H.E noted.
In addition, 15,000 American citizens live in Qatar, where 5,000 highly skilled individuals are currently working in the private sector, H.E. said.
Touching on Qatari investments in the US, H.E. said Qatar Airways alone provided a US$92 billion boost to the U.S. economy through the purchase of 332 American aircrafts, a deal that supports more than 527,000 jobs.
H.E added that US$146 billion worth of exports and orders to Qatar have generated one million American jobs that depend on doing business with Qatar.
Qatar Investment Authority has also pledged to invest US$45 billion for the period from 2015 to 2020. Of that, US$10 billion will be channeled into the infrastructure sector, H.E. said, noting that these investments represent 23% of Qatar’s GDP.
In the oil and gas sector, Qatar Petroleum has also invested $10 billion in an LNG plant in Texas, which H.E said, will contribute to generating 45,000 jobs.
Highlighting investments by the private sector, H.E Minister of Economy and Commerce said private companies have heavily invested in the U.S economy, with more than US$5 billion in the fields of technology, hospitality, real estate and household retail, which contributed to bolstering the US economy.
H.E also pointed out that Qatar spent US$200 million on medical and healthcare for its citizens in 2017, while more 1,200 Qatari students are studying at universities in the U.S.
Touching on the measures that Qatar undertook to counter the illegal blockade imposed on the country since June 5, 2017 with the aim of undermining Qatar’s position as an economically independent and sovereign state, H.E said Qatar has emerged stronger and more independent than ever before.
H.E also noted that the illegal blockade has presented an opportunity for Qatar to make its economy more accessible to the world and bolster its trade relations particularly with the U.S.
H.E. added that Qatar has successfully established direct commercial routes with a number of strategic hubs around the world, diverting trade to its major trading partners.
Qatar is utilizing its available world-class facilities and hi-tech logistics to mobilize its regional agreements with Kuwait, Iraq, Oman, Turkey, Pakistan, India, Azerbaijan and Central Asia, H.E. said. Through these agreements, Qatar aims to expand its trade activities by establishing a sea fleet that connects Qatar with its major trading partners in the world, targeting a market of 400 million population in its first stage, H.E added.
H.E Minister of Economy and Commerce explained that the wise policies adopted by the State of Qatar, which stimulated all sectors of the economy to achieve increased productivity, have reflected positively on the national economy. Qatar’s economy continued its positive performance during the past year, confirming that the country was unaffected by the blockade, H.E. said.
In 2017, Qatar’s total GDP Increased to US$220 billion, compared with US$ 218 billion in 2016, H.E. said, noting that the annual real growth rate at constant price reached around 2% in 2017, which was better than expected.
H.E. added that several international reports have highlighted the remarkable performance of the Qatari economy.
Quoting the latest report released by the World Bank, H.E. added that Qatar’s real GDP growth is expected to increase to 2.8% in 2018, the highest among GCC countries.
Qatar’s foreign trade has also shown remarkable growth, increasing by 16% to reach US$103 billion in 2017, compared with US$89 billion in 2016, H.E. said.
Qatar’s total exports also increased by 19% to reach US$68 billion in 2017, up from US$57 billion in 2016, contributing to a total trade surplus that increased by 40% from US$25 billion in 2016 to US$35 billion in 2017, H.E. added.
H.E Minister of Economy and Commerce highlighted Qatar’s advanced ranking on the latest Global Competitiveness Index, noting that the country ranks first for its stable inflation rates while leading the Arab world and ranking in 20th place globally on the macroeconomic environment index. Globally, Qatar also ranks third for government procurement of advanced technology, fifth for venture capital availability and fifth for the availability of scientists and engineers.
H.E added that Qatar also ranks in advanced positions on the subfactors of the IMD World Competitiveness Yearbook 2018, noting that Qatar ranks third for the labor force,  third for efficiency of government decisions, fourth for transparency, fifth for economic performance and entrepreneurship, seventh for public-private partnerships, eighth for education, tenth for government efficiency and thirteenth for business efficiency.
All these positive indicators, according to H.E, show that Qatar has overcome the blockade by enhancing its economic competitiveness.
H.E added that Qatari-U.S relations extend beyond trade and investment, noting that Qatari-US cooperation is aimed at helping people of both nations overcome challenges and capitalize on opportunities. H.E said Qatar has donated US$100 million to help victims of Hurricane Katrina, which contributed in community development, building houses and hospitals. Qatar also provided US$30 million dollars in aid after Hurricane Harvey.

H.E Minister of Economy and Commerce highlighted the historic US-Qatari ties, noting that bilateral relations have grown significantly since the signing of the Trade and Investment Framework Agreement – or TIFA – back in 2004.

Ministry of Economy and Commerce organizes awareness campaign on importance of organ donation


The Ministry of Economy and Commerce, in cooperation with Hamad Medical Corporation, organized on Sunday, June 10, 2018, a campaign to raise awareness about the importance of organ donation in a bid to motivate and encourage employees to donate.
 
The campaign is part of the ministry’s community outreach program and reflects its humanitarian values in line with a strategic plan to achieve the Qatar National Vision 2030, which focuses on citizens as pillars for sustainable human development.
 
The campaign aims to educate the public on the importance of organ donation and its contribution to saving the lives of thousands of patients. The campaign provides potential donors with necessary information on registration procedures.
 
Participants in the campaign welcomed the initiative and were aware of the importance of donating organs, especially since this humanitarian action may contribute to saving the lives of patients and relieving their suffering while instilling the values of cooperation and solidarity in society.
 
 

Ministry of Economy and Commerce notifies a number of retail outlets at a shopping mall to amend their status in commercial licenses and records


The Ministry of Economy and Commerce has carried out a surprise inspection campaign targeting a number of retail outlets at a shopping mall in Muraikh, in order to monitor the compliance of shops with laws and regulations governing commercial activities.
 
The inspection campaigns come within the framework of the ministry’s Ramadan initiatives under the theme #Aqal_Min_Al_Wajeb.” The ministry traditionally intensifies its inspection campaigns before and throughout the holy month of Ramadan as part of its efforts to monitor markets and commercial activities. The campaigns are also aimed at ensuring compliance with laws and regulations governing commercial activities in order to crack down on violations and protect consumer rights.
 
The inspection campaign resulted in the notification of 19 retail outlets to amend their status in commercial licenses and records.
 
The Ministry of Economy and Commerce urged merchants and shop owners to abide by regulations and laws governing commercial activities. The Ministry also invited merchants and shop owners to learn about laws and regulations governing commercial activities by visiting the Ministry of Economy and Commerce’s website on www.mec.gov.qa to avoid legal accountability and penalties.

The Ministry of Economy and Commerce, in collaboration with Saleh Al Hamad Al Mana Company, dealer of Nissan vehicles in Qatar, has announced the recall of Nissan X-Trail model of 2013 and Patrol models of 2013-2018 over possible defect in the passenger air bag inflator.
 
The ministry said the recall campaign comes within the framework of its ongoing efforts to protect consumers and ensure that car dealers follow up on vehicle defects and repairs.
 
The ministry said that it will coordinate with the dealer to follow up on the maintenance and repair works and will communicate with customers to ensure that the necessary repairs are carried out.

Ministry of Economy and Commerce carries out inspection and awareness campaigns on intellectual property rights

​Targeting owners of retail outlets to raise awareness about law No. (9) of 2002 on Trademarks, Trade Indications, Trade Names, Geographical Indications, and Industrial Designs and Templates, which bans the use of symbols and public titles in the stateMinistry of Economy and Commerce carries out inspection and awareness campaigns on intellectual property rights
 
The Ministry of Economy and Commerce has carried out inspection and awareness campaigns to raise awareness among shop owners about article No. (8) and paragraph No. (3) of law No. (9) of 2002 on Trademarks, Trade Indications, Trade Names, Geographical Indications, and Industrial Designs and Templates. The law bans the use of symbols and public titles in the state, including Qatar’s national flag as well as the pictures and names of members of the ruling family and similar figures.
 
The campaigns targeted shops at Landmark Mall, Royal Plaza, Night Market, Tawar Mall, Villaggio, Hyatt Plaza, Al Rawnaq Trading Center and Zone Center. These awareness campaigns shed light on a number of intellectual property laws, outlining details and penalties to help avoid violations of intellectual property rights. The Ministry also sent text messages to urge shop owners to avoid committing such violations.
 
The Ministry of Economy and Commerce has already issued a circular on the commercial use of symbols and public titles in the State of Qatar. The Ministry has recently uncovered the unregulated use of the image of His Highness the Emir Sheikh Tamim bin Hamad Al Thani, as well as symbols and public titles by some traders, suppliers and malls on commercial goods. (Such as Tamim Al Majd, the Arabic for “Glorious Tamim”.)
 
The Ministry explained that the use of a logo or trademark is restricted to lawful uses. The logo and symbol subject of the trademark should be held in high regard as a public symbol and slogan that should not be disrespected or undermined. It is therefore forbidden to use the logo and slogan in a disrespectful manner. The Ministry urged the public to respect the symbol and slogan as a public emblem that should not be disrespected or undermined.

The Ministry of Economy and Commerce, in cooperation with the Ministry of Municipality and Environment, has carried out a surprise inspection campaign targeting a number of butcheries across the country to monitor the compliance of suppliers with their obligations under applicable laws in Qatar and their commitments in line with the ministry’s initiative when it comes to subsidized sheep prices during the holy month of Ramadan.
 
The inspection campaigns come within the framework of the Ministry’s Ramadan initiatives under the theme #Aqal_Min_Al_Wajeb.” The ministry has stepped up its inspection campaigns throughout the year, focusing on commercial activities that become more in demand during the holy month of Ramadan as part of its efforts to monitor markets and commercial activities in order to uncover and crack down on violations and protect consumer rights.
 
The inspection campaigns, which targeted 23 butcheries, resulted in 5 penalties for violations including the failure to comply with mandatory prices for local Australian meat, which represents a violation of the provisions of article (1) of Law No. 12 of 1972. Another butchery was also penalized for forcing consumers to purchase a specified quantity of meat in violation of the provisions of article (10) of Law No. 8 of 2008 on consumer protection.
 
Spoiled fish in large quantities were also caught at display by a supplier, which resulted in the seizure of the products and a penalty for violating article 6 of Law No. 8 of 2008 on consumer protection.
 
Violations of Law No. (8) of 2008 on consumer protection can result in administrative closure and financial penalties ranging from QR3,000 to QR1 million.
 
The ministry stressed that it will not tolerate any violations of Consumer Protection Law and its regulation. The ministry said it will refer those who violate laws and ministerial decrees to competent authorities, who will in turn take appropriate action against perpetrators in order to protect consumer rights.

The Ministry of Economy and Commerce has launched surprise inspection campaigns targeting a number of food outlets and service centers across Qatar in order to monitor the compliance of suppliers (shops selling food, vegetables and fruits as well as service centers) with the provisions of law number 8 of 2008 on consumer protection and the daily mandatory price bulletin issued by the ministry.
 
The inspection campaigns come within the framework of the Ministry’s Ramadan initiatives under the theme #Aqal_Min_Al_Wajeb.” The ministry traditionally intensifies its inspection campaigns before and throughout the holy month of Ramadan as part of its efforts to monitor markets and commercial activities in order to uncover and crack down on violations and protect consumer rights.
 
The inspection campaigns, which targeted 329 outlets resulted in 28 penalties for violations including failing to abide by the mandatory price bulletin, which is a violation of ministerial resolution number 1 of 2011 on regulating the sale of fruit and vegetables.  Other violations included failing to announce service prices, missing data labels , weight differences, failing to announce the products data in Arabic and the sale of expired products, which represent violations of article 6, 7, 8 and 17 of Law No. 8 of 2008 on Consumer Protection.
 
Violations of Law No. (8) of 2008 on consumer protection can result in administrative closure and financial penalties ranging from QR3,000 to QR1 million.

The Ministry of Economy and Commerce has launched a surprise inspection campaign targeting a number of retail outlets at a major shopping mall in Doha in order to monitor the compliance of shops with laws and regulations governing commercial activities.
 
The inspection campaigns come within the framework of the Ministry’s Ramadan initiatives under the theme #Aqal_Min_Al_Wajeb.” The ministry traditionally intensifies its inspection campaigns before and throughout the holy month of Ramadan as part of its efforts to monitor markets and commercial activities. The campaigns are also aimed at ensuring compliance with laws and regulations governing commercial activities in order to crack down on violations and protect consumer rights.
 
The campaign resulted in penalizing and fining a children amusement park and a restaurant at a shopping mall for violating the commercial licenses law. The campaign also resulted in 7 penalties and fines for a number of shops at the mall for violations including expired commercial licenses, failing to meet the general and special conditions for commercial shops, failing to prominently display or post the commercial license at the shop and for conducting commercial activities unauthorized in the license. The violating shops were also compelled to modify their status in commercial licenses and records.
 
The Ministry of Economy and Commerce urged merchants and shop owners to abide by regulations and laws governing commercial activities. The Ministry also invited merchants and shop owners to learn about laws and regulations governing commercial activities by visiting the Ministry of Economy and Commerce’s website on www.mec.gov.qa to avoid legal accountability and fines.

H.E Sheikh Ahmed bin Jassim bin Mohamed Al-Thani, Minister of Economy and Commerce, has said that the draft law regulating foreign investment, approved by the Cabinet on Thursday May 24, 2018 , has been implemented in accordance with the directives of His Highness the Emir Sheikh Tamim bin Hamad Al-Thani to complete the necessary legislation and decrees to facilitate investment.
 
His Excellency affirmed that the draft law would pave the way for foreign investment to own 100 percent in all sectors.
 
The draft law on the regulation of foreign investment will support the entry of foreign investors to the Qatari market by offering a number of incentives, most importantly the allocation of land for non-Qatari investors to set up investment projects, in addition to the possibility of exemption from taxes and customs duties and the free transfer of investments inside and outside the country, H.E. added.
 
H.E. the Minister noted that this draft law is an important step in the process of facilitating registration procedures for companies.
 
Qatar today is an attractive destination for foreign investment thanks to its shrewd economic policies, which have contributed to providing a promising investment environment that will be accompanied by an encouraging legislative and administrative system for doing business, H.E added.
 
Objectives of the draft law
The draft law aims to accelerate economic development and attract foreign investment in all economic and commercial activities.
 
It also aims to attract 100 percent foreign capital flows, achieve economic diversification in accordance with the Qatar National Vision 2030, facilitate foreign investor entry to market, and increase confidence and investment safety in the country.
 
Characteristics of the draft law
The new draft law includes many guarantees that enhance the investment environment and allows foreign businesses to invest in banks and insurance companies, as per a decision of the cabinet. It will also increase and strengthen the state’s tax revenues.
 
The draft law is based on the government’s spending power in settling foreign investments. It also provides attractive investment incentives, protects foreign and local investors from the risks of side agreements, and restricts commercial concealment.
 
The new draft has been prepared in accordance with best regional and global practices in this field.
 
The incentives provided by the draft law to the foreign investor
The draft law provides a set of incentives for the foreign investor, such as the allocation of land for the establishment of the project, the possibility of exemption from income tax, and exemption from customs duties.
 
Under this draft law, foreign investments are not subject to expropriation.
 
The draft law allows the transfer of investment ownership from one investor to another, in addition to the free transfer of investment incomes.

The Ministry of Economy and Commerce has announced that shopping malls and retail outlets could extend working hours throughout the holy month of Ramadan without obtaining prior approval.
 
All shopping mall and retail outlets (supermarkets, hypermarkets and others) could extend working hours to 24 hours per day in line with efforts to stimulate commercial sectors.
 
The ministry urged all malls and retail outlets to clearly inform consumers of the new schedule.
 
The initiative comes within the framework of the ministry’s Ramadan initiatives under the theme #Aqal_Min_Al_Wajeb” the Arabic for “#The_Least_We_Can_Do”.
 
Throughout the holy month, shopping malls and retail outlets attract a large number of people during limited working hours.
 
Given the unique nature of Ramadan when time is divided between praying, working, commuting, and shopping among other preoccupations, the ministry urged shopping malls and retail outlets to extend working hours and inform consumers of the new hours so they can better plan their schedule and choose a convenient time for shopping.

The Ministry of Economy and Commerce has carried out surprise inspections targeting a number of shops across Qatar to monitor the compliance of these shops with laws and regulations of intellectual property rights and circular No. (5) of 2017 on the commercial use of symbols and public titles in the State.
The inspection campaigns resulted in cracking down on 22 violations and fining violating shops for the unauthorized use of the slogan “Tamim Al Majd”, the Arabic for “Glorious Tamim” on various products, including “sports shirts, gold chains, perfumes, cups, office equipment and wooden boxes”. This is in violation of circular No. (5) of 2017 on the commercial use of symbols and public titles in the State and article 8 of Law No. 9 of 2002 regarding trademarks, trade data and names, geographical indicators, logos and industrial designs. The law prohibits the registration of a trademark if it is one of the State’s public titles, symbols and slogans. The use of the slogan is also in violation of Article (14) of Law No. (7) of 2002 regarding the protection of copyright and related rights, which prohibits the depiction or drawing of official figures for commercial use.
The ministry stressed that it will not tolerate any violations of intellectual property laws and will refer those who violate laws and ministerial decrees to competent authorities, who will in turn take appropriate action against perpetrators.

The Ministry of Economy and Commerce has issued Circular No. (5) of 2017, on the commercial use of symbols and public titles in the State. The Ministry has recently uncovered the unregulated use of the image of His Highness the Emir Sheikh Tamim bin Hamad Al-Thani as well as symbols and public titles by some traders, suppliers and malls on commercial goods. (Such as Tamim Al Majd, the Arabic for “Glorious Tamim”).
The ministry explained that the use of a logo or trademark is restricted to lawful uses. The logo and symbol subject of the trademark should be held in high regard as a public symbol and slogan that should not be disrespected or undermined. It is therefore forbidden to use the logo and slogan in a disrespectful manner.
The ministry urged the public to respect the symbol and slogan as a public emblem that should not be disrespected or undermined.

As the holy month of Ramadan approaches, the Ministry of Economy and Commerce has announced round-the-clock inspection campaigns targeting all commercial activities across Qatar to ensure the compliance of suppliers with their obligations under Law No. 8 of 2008 on consumer protection.
 
The Ministry traditionally intensifies its inspection campaigns before, throughout and after the holy month of Ramadan and Eid El Fitr to monitor and regulate markets, crack down on price manipulation and uncover violations in a bid to protect consumer rights.
 
Over the past two weeks, the Ministry has intensified its unannounced inspection campaigns targeting the central market, vegetables and fruit shops, clothing and textile outlets and gold shops across Qatar. The Ministry has also launched inspection campaigns targeting retail outlets and malls to monitor and follow up on its discounted consumer goods initiative, which covers more than 500 products. The initiative went into effect on Sunday, May 6, 2018 (20 Shaban, 1439 Hijri) and will continue until the end of the holy month of Ramadan. The Ministry has ensured the display of the list of consumer goods in a prominent location and monitored the compliance with the discounted price list. The Ministry has also conducted surprise inspection campaigns targeting the central market as the subsidized sheep prices initiative went into effect on the occasion of Ramadan 1439H and will continue throughout the holy month. The campaign is aimed at ensuring the availability of live sheep and compliance with prices, weights and requirements.
 
Through its campaigns, the Ministry confirms the completion of all preparations across shopping malls and markets where food and consumer goods are available in large quantities.
 
The ministry stressed that it will not tolerate any violations of Consumer Protection Law number 8 of 2008 and its regulations and will intensify its inspection campaigns to crackdown on violations. The ministry said it will refer those who violate laws and ministerial decrees to competent authorities, who will in turn take appropriate action against perpetrators in order to protect consumer rights.
 
The Ministry invites all traders and consumers to contribute to the success of its inspection campaigns, through compliance with the provisions of laws and regulations, and to report any violations or irregularities through the following channels.

Within the framework of its preparations for the holy month of Ramadan and its efforts to bolster various commercial activities across Qatar, the Ministry of Economy and Commerce announced a new initiative aimed at supporting and bolstering the productivity of bakeries during Ramadan 1439 Hijri, by authorizing bakeries to use subsidized flour in the production of all kinds of pastries and baked goods.
The initiative is a step towards enhancing the productivity of bakeries during the holy month of Ramadan since the use of subsidized flour was restricted only to the production of bread throughout the year.
The ministry announced that bakeries and cafeterias would be allowed to offer various items that become increasingly in demand during the holy month. These include Grilled Kebabs, Qatayef, Sambousas, Fatayer, sweets and other Ramadan-specific products.
The announcement comes within the framework of the initiatives launched by the Ministry of Economy and Commerce on the occasion of the holy month of Ramadan under the slogan under the theme “#Aqal_Min_Al_Wajeb” to bolster various sectors and business activities in Qatar, and to encourage bakeries and cafeterias to increase productivity and enhance the quality of their products in addition to easing consumers’ access to these products across different outlets.

Qatar and Oman sign memorandum of understanding to promote cooperation in the field of consumer protection


On the sidelines of the meetings of the Omani-Qatari Joint Committee held in Doha on 9-10 May 2018, Qatar and Oman signed a memorandum of understanding to promote cooperation in the field of consumer protection.
H.E Sheikh Ahmed bin Jassim bin Mohammed Al-Thani, Minister of Economy and Commerce, and H.E Darwish bin Ismail bin Ali Al Bulushi, Oman’s Minister of Finance, co-signed the MoU
The memorandum of understanding aims to extend technical, legal and technical cooperation in consumer-related fields, particularly consumer protection policies, in accordance with applicable legislation in both countries. The MoU aims to facilitate cooperation through the development of a mechanism to promote consumer awareness, safeguard consumer rights, control fluctuations and abnormal increases in prices, and establish coping mechanisms. Based on the MoU, each party shall conduct inspections in his country, notify the other party of any violations by suppliers, and compel suppliers to recall or withdraw defective goods from markets.

Qatar stresses support for multilateral agreements of the World Trade Organization

​​Qatar, as an adherent to a 40-member group led by Switzerland, hailed the important role that the World Trade Organization and multilateral agreements play in stabilizing the global economy and supporting its growth.Qatar is a founding member of the World Trade Organization, which it joined in 1996.
The State of Qatar participated on Tuesday, May 8, 2018, in the General Council meeting of the World Trade Organization (WTO) at the organization’s headquarters in Geneva, Switzerland.
Qatar, as an adherent to a 40-member group led by Switzerland, stressed its full support for the WTO and multilateral agreements.
The 40-member group voiced concerns over growing trade tensions and the risks associated with the multilateral trading system and global trade amid recently increasing trade protection measures and countermeasures between a number of countries.
The group called on all parties to resolve their differences through dialogue and cooperation within the framework of various WTO bodies. The group also commended the important role that the WTO and multilateral agreements play in stabilizing the world economy and supporting its growth.
Qatar is the only Arab country to join the 40-member group of the WTO, and was one of the founding countries of the organization, which it joined in 1996. The State of Qatar hosted the WTO Fourth Ministerial Conference in 2001, when the Doha Development Agenda (DDA), which is the centerpiece of the ongoing WTO negotiations, was launched.

The Ministry of Economy and Commerce intensified its inspection campaigns in April 2018 to ensure the compliance of suppliers (retail outlets) with law No. 8 of 2008 on Consumer Protection. The inspection campaigns come within the framework of the ministry’s efforts to monitor markets and commercial activities in a bid to crack down on price manipulation and to protect consumer rights.
The campaign by the ministry’s inspectors across Qatar resulted in 91 violations including missing price tags, failing to issue invoices in Arabic, failing to clearly specify the data, characteristics and prices of services, Failing to offer service warranty for an appropriate period, refunding customers or reoffering the service, failing to refund customers, offering discounts without obtaining the necessary permit; and failing to comply with the mandatory bulletin of vegetables and fruits prices.
The penalties included administrative closures and fines ranging between QR 5,000 and QR 30,000 in line with the applicable consumer protection laws. The following is a breakdown of the type and number of violations registered in April 2018:

The Ministry of Economy and Commerce has announced its discounted consumer goods initiative on more than 500 products. The initiative, which was launched in cooperation with major shopping malls, went into effect on Sunday, May 6, 2018 (20 Shaban, 1439 Hijri) until the end of the holy month of Ramadan.
 
This initiative is part of a series of initiatives launched by the Ministry of Economy and Commerce to mark the holy month of Ramadan 1439 Hijri under the theme “#Aqal_Min_Al_Wajeb”, the Arabic for #The_Least_We_Can_Do”. The initiative comes within the framework of the ministry’s efforts to meet the citizens and residents’ needs of consumer goods at reduced prices during the holy month, when spending on food commodities traditionally increases.
 
The initiative covers basic commodities frequently consumed during the holy month of Ramadan, such as flour, sugar, rice, pasta, Harees, oil, milk, and other food and non-food items.
                                                                                   
The list of discounted consumer goods has been circulated to all major shopping malls in the country, and is accessible to consumers through the Ministry’s website and social network pages.

“The state’s commitment to supporting the construction sector has contributed to positioning Qatar as one of the fastest growing markets in the region and the world,” he added.
 
Project Qatar 2018, the 15th edition of the International Trade Exhibition for Construction Technology, Building Materials, Equipment and Environmental Technology, brings together this year, 280 international companies from around 21 countries as well as more than 126 local companies
 
The exhibition aims to highlight the products and services provided in the construction sector including electrical equipment, construction systems and technology; engineering and design services and construction materials such as marble, pipes, steel products, ceramics and granite.

The Ministry of Economy and Commerce, in collaboration with Qatar Automobiles Company, dealer of Mitsubishi vehicles in Qatar, has announced the recall of Mitsubishi Outlander models of 2006-2013 because the wiper motor and wiper ball joint may get rust and corrode.
 
The ministry said the recall campaign comes within the framework of its ongoing efforts to protect consumers and ensure that car dealers follow up on vehicles’ defects and repair them.
 
The Ministry said that it will coordinate with the dealer to follow up on the maintenance and repair works and will communicate with customers to ensure that the necessary repairs are carried out.
 
The Ministry urges all customers to report any violations to its Consumer Protection and Anti-Commercial Fraud Department through the following channels:

H.E Sheikh Ahmed bin Jassim bin Mohammed Al-Thani, Minister of Economy and Commerce, has inaugurated Qatar’s pavilion at the Hannover Fair, the world’s largest trade fair in the industrial sector. The fair takes place at the Hannover Exhibition Grounds, Germany, from 23 to 27 April 2018.
Qatar’s Ambassador to Germany, Sheikh Saud bin Abdulrahman Al-Thani, and a number of Qatari and German officials attended the ceremony.
Qatar’s Ministry of Economy and Commerce is participating in the fair through a 990 sqm pavilion that brings together representatives of the Ministry of Energy and Industry, Qatar Chamber, Qatar Financial Centre, Manateq Company, the Supreme Committee for Delivery & Legacy, Qatar Railways Company “Qatar Rail”, Qatar Development Bank and a number of private companies including Qatar Pharma, Qatar Industrial Manufacturing Company (QIMC), Qatar Aluminum Extrusion Company (QALEX), Amiantit Qatar Pipes (AQAP), Roder, SICO Middle East and National Paints Factories.
Qatar’s pavilion aims to showcase the opportunities that the Qatari economy offers to investors as well as the incentives and legislations that have been put in place to support the private sector. Qatar will also highlight public-private partnership projects and the country’s advanced infrastructure, particularly economic and logistics zones and warehousing Parks in addition to FIFA World Cup 2022-related projects.
 
Promising investment opportunities and significant efforts to diversify the national economy
Speaking following a tour at the fair, H.E Sheikh Ahmed bin Jassim bin Mohammed Al-Thani, Minister of Economy and Commerce, said that Qatar’s participation in the Hannover Fair, the world’s largest industrial forum, is of great importance and presents an opportunity to promote Qatar’s position on the global and regional levels. The Fair presents an opportunity to familiarize participants, businessmen and investors with investment opportunities in Qatar, and to highlight the country’s friendly investment climate in a bid to attract international companies to the local market and support the diversification policy of national sources of income, H.E said.
H.E also praised the active participation of various governmental and semi-governmental agencies as well as the private sector under the umbrella of Qatar’s pavilion.
The exhibition provides an opportunity for participating entities to promote and market their products in new markets as well as to showcase Qatari industries in front of a large number of economists and businessmen from around the world, H.E explained.
H.E added that the fair also present an opportunity to meet with representatives of international companies and factories, thus enabling participants to exchange expertise and access the best global technological solutions and the latest innovations and industrial technologies, which will enhance channels of communication and facilitate new partnerships.
“Qatar seeks to support the efforts of various entities to develop and shore up the private sector, bolster its growth and increase its contribution to GDP, in line with the objectives of the Qatar National Vision 2030, which seeks to diversify the national economy by focusing on investment in various sectors and vital areas,” H.E said.
Touching on Qatar’s characteristics as a leading investment destination, H.E Sheikh Ahmed noted the efficient policies established by the country’s wise leadership, which helped stimulate various economic sectors to increase productivity year after year.
As a result, the contribution of the non-oil sector to GDP at constant prices reached about 52% last year while foreign trade increased by 16% in 2017 to reach 103 billion dollars, compared with 89 billion dollars in 2016, H.E noted. Total exports also rose by 19% to US $ 68 billion in 2017 compared to US $ 57 billion in 2016, H.E said.
His Excellency also highlighted Qatar’s advanced rankings on the latest Global Competitiveness Report 2017.
Qatar ranked first in terms of providing a safe business environment, second in terms of the tax impact on business, third for government procurement of advanced technology, fifth in terms of venture capital availability, and fifth for the availability of scientists and engineers, H.E said.
H.E hailed the ambitious initiatives and legislations that the state has adopted to provide incentives to attract local and foreign investments, noting that Qatar sought to provide a business environment free from taxes and to exempt invested foreign capital from income taxes for up to ten years when it comes to specific investment projects in many sectors in addition to offering exemptions from customs taxes and fees when importing equipment and raw materials.
H.E added that Qatar has allowed foreign investors up to100% ownership across many sectors in addition to allowing the repatriation of profits and the transfer of company ownership free of charge. Qatar is also home to an advanced infrastructure capable of supporting national industries and products and meeting all needs, which contribute to developing and increasing the competitiveness of the industrial sector, H.E said.
H.E Qatar’s Minister of Economy and Commerce thanked Germany as well as the organizers and sponsors of the fair, noting the significant efforts on the organizational and media level to ensure the success of this global industrial event, which is an important forum for the world’s largest technology companies.
 
Introducing Qatari laws to stimulate investment
Through its pavilion at the fair, the Ministry of Economy and Commerce sought to introduce key laws and legislations adopted by the state to stimulate domestic and foreign investments, in addition to showcasing the incentives and advantages offered to investors such as the exemption of foreign capital from income tax for up to ten years when it comes to specific investment projects across many sectors in addition to exemptions from customs taxes and duties when importing equipment and raw materials. The Ministry also highlighted the friendly investment climate in Qatar, as well as the services offered to investors to streamline investment applications and company incorporation procedures.
Participants in Qatar’s pavilion are also showcasing the key initiatives undertaken by the state to attract and stimulate investments in the industrial sector as well as to bolster Qatar’s strategy to encourage the private sector and support investors to attract foreign capital. Participants also shed light on Qatari industries across various sectors and the latest technologies, techniques and equipment used in the industrial sector in addition to familiarizing visitors with investment opportunities and incentives offered to investors, businessmen and entrepreneurs to invest in industries, which will pave the way for their active participating in channeling domestic and foreign investment into Qatar and their contribution to the economic development of the state.
In addition, participants in Qatar’s pavilion will be organizing a number of workshops and presentations to introduce the latest projects and initiatives, as well as incentives and investment opportunities provided by the state to attract new foreign direct investments especially in the industrial sector. The workshops and presentations will also feature the exchange of expertise and information as well as discussions over important issues relating to the industry sector. The workshops and presentations will attract visitors, experts and representatives of the private sector and major international companies.

H.E Sheikh Ahmed bin Jassim bin Mohammed Al Thani, Minister of Economy and Commerce, participated on Sunday, April 22, 2018 in the official opening ceremony of the Hannover Fair. The exhibition was inaugurated by German Chancellor Angela Merkel in the presence of Mr. Enrique Peña Nieto, President of Mexico, Mr. Stefan Schostok Mayor of Hannover, and Mr. Carl Martin Welcker, President of the Mechanical Engineering Industry Association (VDMA).
 
The opening ceremony was attended by H.E. Sheikh Saoud bin Abdulrahman Al Thani, the Ambassador of the State of Qatar in Germany, along with a number of senior Qatari business leaders and businessmen, as well as leaders, prominent political figures, more than 100 CEOs of the world’s leading industrial companies and over 300 representatives of the international media.
 
Qatar is participating in the Fair as an official sponsor through a 900-sqm pavilion hosted by the Ministry of Economy and Commerce and bringing together by 15 entities from the public and private sectors.
 
Participating Qatari entities will showcase investment opportunities in the country and highlight the future prospects for markets and economic sectors. The ministry’s pavilion is also home to hall where a number of lectures, workshops and presentations will be given.
 
The participation of Qatar in the Hanover Fair comes in line with the ministry’s ongoing efforts to highlight investment opportunities in the country particularly in the industrial sector, which will contribute to attracting foreign direct investment and strengthening Qatar’s competitive position in the region and beyond. Qatar’s participation also comes within the framework of its friendly relations with Germany.
 
The Hannover Fair 2018, which is being held in Hanover, Germany, from April 23 to 27, under the theme of “Integrated Industry – Connect & Collaborate”, offers participants the opportunity to explore a full range of technological innovations and smart solutions related to the industrial sector as well as the possibility to communicate and exchange expertise with a large number of decision makers in the industrial field, which will enhance cooperation and facilitate the development joint ventures.

Discussions touched on the promotion of Qatari-German bilateral relations and joint cooperation, particularly in the economic, trade and investment fields. Discussions also touched on Qatar’s economic development over the past years and reviewed investment opportunities across various sectors as well as initiatives launched by Qatar to support the private sector and enhance its contribution to the overall economic development of the country and the increase in foreign investments.

Within the framework of Qatar’s Economic Roadshow across a number of U.S cities, the Ministry of Economy and Commerce, in cooperation with Qatar Chamber, the U.S Chamber of Commerce, the Qatari Businessmen Association and the U.S-Qatari Business Council organized on Wednesday, April 18, 2018, the Qatar-U.S Economic Forum in Raleigh, North Carolina.
 
His Excellency Sheikh Ahmed bin Jassim bin Mohammed Al-Thani, Minister of Economy and Commerce, chaired the forum, which brought together Ambassador Anne Patterson, President of the U.S-Qatar Business Council and a large number of businessmen, officials and CEOs of major companies from both countries.
In his opening speech, H.E. the Minister of Economy and Commerce stressed that Qatar’s Economic Roadshow in the U.S, which featured Economic Forum as well as business-to business-meetings and sectorial roundtable discussions and exhibitions to highlight economic and cultural partnerships with key U.S cities, is designed to further promote U.S-Qatari bilateral ties and partnerships.
H.E. noted that international trade and investment form a key part of Qatar’s future growth and diversification, adding that the U.S is one of Qatar’s most valued and largest global partners, with a trade volume that reached U.S$24 billion in the past five years.
The U.S is also Qatar’s first destination for imports, H.E said, noting that 16% of Qatar’s imports came from U.S in 2017. H.E also highlighted that financial transactions from Qatar to the U.S reached 26.5 billion U.S dollars in 2017 alone, including business profit, salaries, and payments.
Meanwhile, more than 650 American companies are established in Qatar, including 117 companies 100% owned by U.S citizens, H.E. said, adding that another 55 U.S companies operate under the Qatar Financial Centre.
According to H.E the Minister, Qatar has been increasing its investments in the U.S for many years, creating thousands of jobs across America.  These include partnerships with numerous American companies, such as Boeing, ExxonMobil, ConocoPhillips and Raytheon, H.E Sheikh Ahmed noted.
In addition, 15,000 American citizens live in Qatar, where 5,000 highly skilled individuals are currently working in the private sector, H.E. said.
Touching on Qatari investments in the U.S, H.E. said Qatar Airways alone provided a US$92 billion boost to the U.S. economy through the purchase of 332 American aircrafts a deal that supports more than 527,000 jobs. H.E added that US$146 billion worth of exports and orders to Qatar have generated 1 million American jobs that depend on doing business with Qatar.
On a related note, H.E. shed light on Qatar Investment Authority, which pledged to invest US$45 billion for the period from 2015 to 2020. Of that, US$10 billion will be channeled into the infrastructure sector, H.E. said, noting that these investments represent 23% of Qatar’s GDP.
Touching on the oil and gas sector, H.E said Qatar Petroleum has allocated $10 billion worth of investments in a LNG plant in Texas, noting that this project would provide 45,000 jobs over the life of the station.
Highlighting investments by the private sector, H.E Sheikh Ahmed said private companies have heavily invested in the U.S economy, with more than US$5 billion in the fields of technology, hospitality, real estate and retail, which contributed to bolstering the U.S economy.
H.E the Minister also pointed out that Qatar spent around US$200 million on medical and healthcare for its citizens in 2017, while more 1,200 Qatari students are studying at universities in the US.
H.E touched on the measures that Qatar has taken to overcome the unjust siege imposed on the country since 5 June 2017, which was aimed at undermining its position as an independent economic and sovereign state.
Qatar has emerged stronger and more independent than ever before, H.E the Minister stressed, noting that the illegal blockade has presented an opportunity for Qatar to cement its trade relations with countries worldwide, particularly the U.S and make its economy more accessible to the world.
H.E. added that Qatar has successfully established direct commercial routes with a number of strategic hubs around the world, diverting trade to its major trading partners.
H.E explained that Qatar has sought to mobilize its signed regional agreements with Kuwait, Iraq, Oman, Turkey, Pakistan, India, Azerbaijan and Central Asia to expand its trade activities by establishing a sea fleet that connects Qatar with its major trading partners in the world, targeting a market of 400 million population in its first stage.
Qatar’s economy maintained its positive growth rates during the past year, confirming that the country was unaffected by the blockade, H.E. said.
In 2017, Qatar’s total GDP Increased to US$220 billion, compared with US$ 218 billion in 2016, H.E. said, noting that the annual real growth rate at constant price reached around 2% in 2017, which was better than expected.
H.E added that numerous international reports have indicated the strong performance of the Qatari economy despite regional challenges. Quoting the latest report released by the World Bank, H.E. added that Qatar’s real GDP growth is expected to increase to 2.8% in 2018, the highest among GCC countries.
Touching on Qatar’s foreign trade, H.E said Qatar’s total trade volume rose by 16% in 2017 while exports increased by 19%, contributing to a total trade surplus that increased by 40%.
Globally, Qatar ranks first in terms of providing a safe business environment according to a report published by the World Economic Forum, H.E said.
All these positive indicators, according to H.E Sheikh Ahmed, show that Qatar has overcome the blockade by enhancing its economic competitiveness.
On another note, H.E Sheikh Ahmed also emphasized that Qatari-U.S cooperation is not only related to trade and investments, but also extends to other fields, noting that these mutually beneficial relationships are all about the Qatari and American people helping one another to overcome challenges and capitalize on opportunities.
H.E said Qatar donated US$100 million to help victims of Hurricane Katrina, which contributed in community development, building houses and hospitals. Qatar also provided US$30 million dollars in aid after Hurricane Harvey.  
H.E Sheikh Ahmed added that the Qatari private sector is also playing a major role in U.S corporate social responsibility, citing the privately funded “Al Faisal without Borders Foundation,” which has launched projects to help rehabilitate American ex-convicts.
H.E added that Qatar’s Economic roadshow, which targets 10 U.S cities with the first phase taking place in Miami Florida, Washington DC, South Carolina and North Carolina, followed by a second phase across other U.S states, comes within the framework of Qatar’s keenness on bolstering cooperation prospects with the U.S and enhancing communication between the private sectors in both countries.
H.E said a large number of Qatari businessmen and CEOs of major companies are looking forward to foster investment partnerships with their American counterparts.
An exhibition that highlights Qatar’s heritage and culture as well as joint achievements and investments was also inaugurated, HE said.
H.E. concluded his speech by reiterating Qatar’s commitment to its economic strategic partnership with the US, wishing both the Qatari and U.S people success and prosperity.
For her part, Ambassador Anne Patterson, President of the U.S-Qatar Business Council, said the forum in Raleigh, the last stop of Qatar’s Economic Roadshow across four U.S cities, aims at showcasing investment opportunities across various sectors to businessmen in North Carolina.
Ambassador Patterson explained that the goal of the Qatar-U.S Economic Forum in Raleigh is to explore investment opportunities in both countries, particularly Qatar which seeks partnerships with U.S businesses across different sectors.
Patterson added that Qatar has significant foreign investments in various countries, particularly in the U.S, where it has invested in the real estate market in addition to its investments around the globe such as the United Kingdom. Qatar has also a $10 billion investment in the Golden Pass project in Texas, contributing to around 45,000 jobs in the U.S labor market, Patterson noted.
Qatari investments in the U.S add value, Ambassador Anne Patterson explained, noting that North Carolina presents an opportunity for Qatar to invest in education, research and healthcare. Patterson added that these sectors can provide rewarding returns to Qatar while also paving the way for U.S businessmen to enter the Qatari market.
Patterson stressed that investing in Qatar provides good returns thanks to the country’s business and investor-friendly environment and legislations. Qatar has recently exempted citizens of 80 countries from visa requirements and introduced reforms to labor laws, Patterson said, adding that Qatar Airways, one of the leading customers of Boeing, provides good service to U.S businessmen and investors in the region.
 
The forum also featured bilateral meetings between Qatari and U.S. businessmen who explored investment opportunities in both countries and the promotion of long term cooperation mechanisms between .US and Qatari companies.

The signing ceremony took place on the sidelines of the Qatar-U.S Economic Forum in Raleigh, North Carolina.
Mr. Abdulrahman Al Ansari, CEO of Qatar Industrial Manufacturing Company, and Andrew Stewart, CEO of Stewart Engineers, co-signed the MoU.
The MoU aims at producing float glass in Qatar for use in buildings, cars, solar panels among other applications. Qatar uses large quantities of glass panels, which are currently imported from abroad.
The project’s production capacity is about 600 tons of float glass panels per day at an investment cost of 700 million Qatari riyals. The project, which spans an area of about 50,000 sqm, requires natural gas to melt raw materials. Thus, Qatar is well positioned to house the project due to the availability of raw materials among other supportive elements that ensure the success of the project.
Mr. Abdulrahman Al Ansari, CEO of Qatar Industrial Manufacturing Company, praised the signing of the MoU on the establishment of a project to produce float glass panels, which he said would serve the strategic vision of Qatar in terms of developing the national economy by expanding the industrial base and supporting projects that foster productive sectors.
 
“The project will be the first of its kind in Qatar and will contribute to the diversification of the industrial sector and will create new investment opportunities in projects and industries that requires such products. It will also contribute to supporting the national economy by exporting a large share of glass products to international markets,” he said.
Al Ansari added that Qatar Industrial Manufacturing Company and Stewart Engineers are conducting a detailed study of the project, drawing on the U.S firm’s operational and marketing expertise, which has proved successful in many projects it has implemented over the past years.
Andrew Stewart, CEO of Stewart Engineers, said the signing of the MoU with Qatar Industrial Manufacturing company is an important deal for his firm because it bolsters the float glass industry in Qatar and the region.
Stewart said Qatar’s natural resources, namely natural gas and sand as well as the country’s strategic location and deep water – are an excellent environment for the transfer of technology to manufacture products that add value to the Qatari economy and the region’s economy.
Stewart added that the MoU motivates his company to enter the Qatari market.
“We are excited to enter the Qatari market and we were further encouraged when we learned from the delegation of the economic roadshow about the investment environment in Qatar. This will be a productive project and we are pleased to sign the MoU,” he said.

The Ministry of Economy and Commerce, in collaboration with Nasser Bin Khaled Automobiles, dealer of Mercedes Benz vehicles in Qatar, has announced the recall of Mercedes A-Class, C-Class, CLA-Class and GLA-Class models of 2014-2015 because the driver airbag could trigger without obvious cause.
The ministry said the recall campaign comes within the framework of its ongoing efforts to protect consumers and ensure that car dealers follow up on vehicle defects and repairs.
The ministry said that it will coordinate with the dealer to follow up on the maintenance and repair works and will communicate with customers to ensure that the necessary repairs are carried out.
 
The Ministry urges all customers to report any violations to its Consumer Protection and Anti-Commercial Fraud Department, which processes complaints, inquires and suggestions through the following channels:

Speaking at the forum, Ambassador Patterson said Qatar was familiar with the state of South Carolina through the purchase of Boeing aircraft. Last week, Qatar Airways signed a $ 1.7 billion purchase agreement with Boeing, the largest for the company, Paterson said, noting that the deal provides around 400,000 jobs in the US.
“This is not just about Boeing. Qatar has been facing a blockade since June last year. It has sought to change its trade routes by looking at alternative opportunities and seeking new supplies when its borders were sealed with its neighbors. Qatar had to import food, building materials and even the necessary drug supplies from other countries, which proved Qatar’s resilience,” Patterson said, noting that “Qatar now has the opportunity to import higher quality products at lower prices compared to previous imports from neighboring countries.”
Ambassador Patterson added that Qatar has earned the experience and seized the opportunity to achieve self-sufficiency and open up new ports over the past few months, noting that there is much room for cooperation between Qatar and South Carolina in various fields.
Ambassador Patterson highlighted the similarities between South Carolina and Qatar, noting that South Carolina is a leading tourist destination that attracts thousands of visitors annually. Qatar is also a leading tourist destination in the Gulf region and a hub for cruise tourism, Patterson said, highlighting the large number of tourists that will visit Qatar to attend the 2022 World Cup.
“During my meeting in Miami, I met a number of tourism professionals who wanted to visit new destinations and organize celebrity trips to destinations other than Europe,” she said, noting that Qatar has the opportunity to become a major tourist destination thanks to its advanced infrastructure, 5-star hotels, and safe investment climate.
Ambassador Patterson added that thanks to its strong expertise in the tourism industry, Charleston can work with Qatar to boost tourism.
Ambassador Patterson also noted that the forum touched on important issues such as the role that Qatar played in enhancing its economy and increasing the contribution of SMEs to economic growth in addition to adopting laws and legislation that will bolster the business and investment environment in Qatar. These include waiving visa requirements for citizens from 80 countries while it could take up weeks to obtain visas to other Gulf countries, Patterson said. She added that Qatar has also allowed foreigners to fully own companies, noting that these incentives are conducive to attracting more investments and stimulating the business environment in Qatar, Patterson said.
Mr. Tony Allen, Program Manager for Foreign Direct Investment in the South Carolina Department of the Ministry of Commerce, praised the Qatari delegation for choosing Charleston and South Carolina as part of Qatar’s Economic Roadshow in the US. “We hope this visit will enhance the relations between the two countries.”

The Ministry of Economy and Commerce, in cooperation with the Qatar Chamber, the U.S Chamber of Commerce, the Qatari Businessmen Association, the U.S-Qatari Business Council and a number of official U.S agencies, organizes on Wednesday, April 18, 2018, the Qatar-U.S Economic Forum in Raleigh, North Carolina.
The forum is organized within the framework of Qatar’s Economic Roadshow in the U.S, which spanned four US cities in its first phase starting in Miami Florida, then Washington DC, Charleston, South Carolina and Raleigh, North Carolina.
The forum aims at bolstering and expanding Qatari-U.S trade and economic relations and provides an important platform for dialogue between businessmen from both countries. The forum also presents an opportunity to promote cooperation between the Qatari and U.S private sectors and to discuss the development of joint investment projects to the benefit of both countries.
The forum will bring together senior political, economic and trade officials along with businessmen and CEOs of major companies from both countries.  Panel discussions will be held on the sideline of the forum between representatives of the Qatari and U.S business sectors in a bid to strengthen existing economic partnerships. The forum will also feature a round table to discuss ways to take advantage of business opportunities in the U.S and to enhance cooperation between businessmen in both countries.
The Ministry of Economy and Commerce has already organized three Qatar-U.S economic forums in the cities of Miami, Washington and Charleston, in cooperation with the Qatar Chamber, the U.S Chamber of Commerce, the Qatari Businessmen Association, the Qatari Business Council and a number of official bodies in the US.
The ministry also organized on the sidelines of the forums a number of workshops and sessions between the Qatari and US private sectors as well as roundtable sectorial discussions. The roadshow also featured the opening of two exhibitions in Miami, California and Charleston city, South Carolina.
 
The first and second editions of the exhibition brought together representatives from official institutions in Qatar including the Ministry of Economy and Commerce, the Supreme Committee for Delivery & Legacy, Qatar Airways, Doha Film Institute, Qatar Foundation and Qatar Foundation International along with a number of U.S companies that have partnered in investment projects with Qatar such as Occidental Petroleum, Boeing, ExxonMobil and ConocoPhillips.
A delegation led by HE His Excellency Sheikh Ahmed bin Jassem bin Mohammed Al-Thani, Qatar’s Minister of Economy and Commerce participated in the Economic Roadshow. The Qatari delegation included representatives from the Ministry of Economy and Commerce, Ministry of Energy and Industry, Qatar Investment Authority (QIA), Qatar Chamber, Qatar Airways (QR), Qatar Foundation (QF), Doha Film Institute (DFI),  Qatar Stock Exchange, Free Zones Authority, Qatar Financial Centre, beIN SPORTS , the Supreme Committee for Delivery & Legacy , Qatar National Bank (QNB) , Al Manteq Company, Qatari Diar , Katara Hospitality and Qatar Tourism Authority (QTA), and several other major Qatari institutions.
Qatar’s Economic Roadshow in U.S cities featured economic forums, bilateral discussions, meetings between Qatari businessmen and their American counterparts, and roundtable sectorial discussions in the fields of real estate, investment, hospitality, tourism, hotel, technology, health, medicine, banking, law, public-private partnerships and infrastructure projects.
US-Qatari bilateral economic relations have grown significantly since the signing of the Trade and Investment Framework Agreement – or TIFA – back in 2004. Today, the U.S is considered as a strong trading partner with a volume of $6 billion and is the primary source for Qatari imports.  In 2017, 16% of Qatar’s imports came from U.S.
650 American companies currently operate in Qatar, including 117 companies 100% owned by US citizen.
The total value of exports and orders to Qatar reached about 145.8 billion dollars, which would contribute to the creation of one million U.S jobs based on existing investments by Qatar.
In 2015, Qatar investment Authority pledged to invest $45 billion over a five-year period of which $10 billion will be invested in the U.S infrastructure.
Qatar Airways also established direct flights between Doha and 10 destinations in the U.S including Miami, Washington DC, Atlanta, Chicago, Boston, Dallas, Houston, Los Angeles, New York, and Philadelphia, streamlining business access to the U.S.  Qatar Airways also purchased U.S made aircrafts worth 92 billion dollars from Boeing.

The meeting was attended by a number of CEOs from major companies in South Carolina in health, technology, training and development sectors.
The officials met over a business lunch organized on the sidelines of Qatar’s Economic Roadshow in Charleston, South Carolina.
Discussions touched on the prospects for joint cooperation in the economic, trade and investment fields and the promotion of bilateral relations. Attendees also discussed the investment incentives that Qatar is offering and the economic diversification strategy pursued by the state to achieve the Qatar National Vision 2030, which significantly contributes to the nation’s development.
The alliance brings together a growing network of investors, staff, business, academic and governmental partners committed to strengthening regional employment and building a base of high-value industries to improve the three-county Charleston region’s economy into the future. The Ministry of Economy and Commerce, in collaboration with Mannai Trading Company W.L.L, dealer of GMC vehicles in Qatar, has announced the recall of GMC Sierra 3500 models of 2011-2015 because the fuel level sensor in the front tank might become stuck in low level position.
 
The ministry said the recall campaign comes within the framework of its ongoing efforts to protect consumers and ensure that car dealers follow up on vehicle defects and repairs.
 
The ministry said that it will coordinate with the dealer to follow up on the maintenance and repair works and will communicate with customers to ensure that the necessary repairs are carried out.
 
The ministry has urged all customers to report any violations to its Consumer Protection and Anti-Commercial Fraud Department.

The Ministry of Economy and Commerce, in collaboration with United Cars Almana (After Sales), dealer of Jeep vehicles in Qatar, has announced the recall of Jeep Cherokee model of 2017 over safety recall for reprogram transmission control module.
 
The ministry said the recall campaign comes within the framework of its ongoing efforts to protect consumers and ensure that car dealers follow up on vehicle defects and repairs.
 
The ministry said that it will coordinate with the dealer to follow up on the maintenance and repair works and will communicate with customers to ensure that the necessary repairs are carried out.
 
The Ministry urges all customers to report any violations to its Consumer Protection and Anti-Commercial Fraud Department, which processes complaints, inquires and suggestions through the following channels:

Ministry of Economy and Commerce shuts down beauty shop for one week over use of expired products

​Ministry of Economy and Commerce shuts down beauty shop for one week over use of expired products
 
The Ministry of Economy and Commerce has announced the one-week closure of a beauty shop, located in Khalifa city over the use of expired products.
 
The closure decision comes within the framework of the ministry’s intensive inspection campaign to monitor markets and commercial activities in order to crack down on violations, price manipulation and counterfeit and substandard products.
 
The shop was fined and closed for a one-week period in line with article (6) of law number (8) of 2008 which stipulates: “No defective or adulterated commodity shall be sold, displayed, presented, promoted or advertised. The commodity shall be deemed to be adulterated or defective where it does not conform to the prescribed standard specifications, is unfit for use, or has expired”.
 
The administrative closure declaration shall be published at the expense of the salon that committed the violation in accordance with Article (18) of Law No. (8) on Consumer Protection. The law stipulates that the closure decision shall be published on the Ministry’s website and in two daily newspapers at the expense of the violator.

The ministry stressed that it will not tolerate any violations of Consumer Protection Law and its regulation and will intensify the inspection campaign to crack down on violations. The Ministry also said it will refer those who violate laws and ministerial decrees to competent authorities, who will in turn take appropriate action against perpetrators in order to protect consumer rights.
 
The ministry urges all consumers to report violations or submit complaints and suggestions to its consumer protection and anti-commercial fraud department through the following channels:

H.E Sheikh Ahmed bin Jassem bin Mohammed Al-Thani, Qatar’s Minister of Economy and Commerce, met on Saturday, April 14, 2018, with Harris Pastides, president of the University of South Carolina on the sidelines of Qatar’s Economic Roadshow in Charleston, South Carolina.
Discussions touched on the prospects for joint cooperation in the economic, trade and investment fields and the promotion of relations. The officials also discussed the investment incentives that Qatar is offering and the economic diversification strategy pursued by the state to achieve the Qatar National Vision 2030, which significantly contributes to the nation’s development.
H.E Qatar’s Minister of Economy and Commerce, and Dr. Khamis Rashid Al-Kaabi, Consul General of Qatar in Houston and Texas, attended the signing of a memorandum of understanding between Qatar Investment Authority Advisory (QIAA) USA and the University of South Carolina. The MoU aims at encouraging collaboration and enhancing investment opportunities between the two entities.
Mohammed Saif Al-Sowaidi, head of Qatar Investment Authority Advisory (QIAA) USA, and on behalf of USC’s president, Mr. William Kirkland, Executive Director, Office of Economic Engagement co-signed the agreement.
“We are very pleased to reach this agreement with The University of South Carolina. The higher education community is central to research and development, innovation and future economic growth, and having an esteemed partner such as USC is a perfect complement to our efforts to invest in the U.S. economy and help generate jobs and growth here and globally,” said Mohammed Saif Al-Sowaidi, head of QIAA.
“This agreement enhances QIAA’s overall strategy in North America and creates further opportunities for us to build on our existing $35 billion investment commitment to the United States. USC is a recognized leader in higher education with a robust endowment and impressive credentials, and we look forward to working together to create long-term opportunities for both entities,” he added.
“On behalf of the University of South Carolina, I am honored to sign a memorandum of understanding with QIAA to collaborate on joint investment opportunities. We look forward to a long-term partnership with Qatar Investment Authority and Qatar,” said Harris Pastides, president of the University of South Carolina.
The MoU creates a framework for future cooperation between QIAA and USC. Under the terms of the MoU, QIAA and USC will work together to broaden and deepen their working relationship, consider business and investment opportunities in both the State of Qatar and the State of South Carolina and consider initiating and collaborating on joint investment activities.   This partnership is aligned with QIAA’s strategy to move beyond the United States’ population hubs on the East and West coasts and to identify investment opportunities across the Midwest and in midsized cities like Columbia, South Carolina.
Qatar Investment Authority Advisory USA (QIAA) is a wholly-owned subsidiary of Qatar Investment Authority, the sovereign wealth fund of the State of Qatar. The primary role of QIAA is to provide investment research and advisory services to Qatar Investment Authority related to existing and potential investments in the United States.

The second edition of a two-day exhibition as part Qatar’s Economic Roadshow in the U.S, kicks off tomorrow, April 14, 2018 in Charleston, South Carolina.
The exhibition will bring together representatives from major institutions in Qatar including the Ministry of Economy and Commerce, the Supreme Committee for Delivery & Legacy, Qatar Airways, Doha Film Institute and Qatar Foundation along with a number of U.S companies that have partnered in investment projects with Qatar such as Occidental Petroleum, Boeing, ExxonMobil and ConocoPhillips.
The exhibition is aimed at highlight Qatar’s cultural heritage and strong economic potential in addition to familiarizing visitors with the major development projects that are being implemented to achieve the Qatar National Vision 2030 including projects related to the 2022 FIFA World Cup.
The first edition of the exhibition was organized on the sidelines of Qatar’s Economic Roadshow in Miami and the second edition is taking place in Charleston, South Carolina while the third edition will take place in Raleigh, North Carolina.
Through its special pavilion at the exhibition, the Ministry of Economy and Commerce, seeks to outline the characteristics of Qatar’s economy and to highlight the depth of the strategic Qatari-US partnership through interactive infographics that outline the fundamentals of Qatar’s business environment and showcase major Qatari investments in the U.S in addition to a breakdown of bilateral relations in various fields.
The exhibition will be also home to a number of pavilions dedicated to US companies that have joined Qatar in investment partnerships. ExxonMobil, Occidental Petroleum, ConocoPhillips, and Boeing will be among the companies that will showcase their key achievements and initiatives on social responsibility and investment projects in partnership with Qatar.
The exhibition will also feature various educational and entertainment activities aimed at introducing the public to Qatari culture, focusing on the different aspects of the country’s rich heritage while also highlighting Qatar’s educational and sports environment as well as the state’s favorable investment climate and strong economic potential in a bid to promote the country and strengthen its position globally.
The event will also include a number of innovative activities, such as a film trailer featuring creative models of six world cup sports venues in Qatar and tablets that take visitors on a tour in the stadiums. Films including Dari Qatar by the Doha Film Institute and another film about Msheireb, heart of Doha will be also screened.
The exhibition venue is also home to a football pitch where six football shows will be presented by professionals throughout the day.
As part of efforts to familiarize visitors with Qatari heritage, a Souq Waqif traditional tent whose exterior design is inspired by original Arab heritage, will be erected. The tent will host a number of activities, such as face painting inspired by the Qatari flag and Arabic calligraphy. Arabic coffee and dates will also be served to the guests.

H.E Sheikh Ahmed bin Jassem bin Mohammed Al-Thani , Minister of Economy and Commerce, has participated in the reception organized by the U.S Chamber of Commerce in cooperation with the Qatar-U.S Business Council and the Embassy of Qatar in Washington.
In his opening speech, H.E. the Minister of Economy and Commerce thanked His Highness Sheikh Tamim Bin Hamad Al-Thani and praised the U.S Chamber of Commerce, Qatar- U.S Business Council and the Embassy of Qatar in Washington for organizing this event, which brought senior officials, Qatari and U.S businessmen and representatives of civil society in the U.S.
Sheikh Ahmed stressed that Washington is the second stop of Qatar’s Economic Roadshow in the U.S, adding that this initiative aims at highlighting the close economic partnership between both countries.
On a related note, H.E. stressed that international trade and investment form a key part of Qatar’s future growth and diversification, adding that the US is one of Qatar’s most valued and largest global partners.
Sheikh Ahmed said US$24 billion worth of goods were traded in the last five years, noting that 84% of the trade balance is in favor of the U.S, the equivalent of 20 Billion U.S dollars while 16% of Qatar’s imports came from US in 2017.
Meanwhile, more than 650 American companies are established in Qatar, including 117 companies 100% owned by U.S citizens, H.E. said, adding that another 55 U.S companies operate under the Qatar Financial Centre.
According to the minister, Qatar has been increasing its investments in the U.S for many years, creating thousands of jobs across America.  These include partnerships with numerous American companies, such as Boeing, ExxonMobil, ConocoPhillips and Raytheon, Sheikh Ahmed noted.
In addition, 15,000 American citizens live in Qatar, where 5,000 highly skilled individuals are currently working in the private sector, H.E. said.
Touching on Qatari investments in the US, H.E. said Qatar Airways alone provided a US$92 billion boost to the U.S. economy through the purchase of 332 American aircrafts, a deal that supports more than 527,000 jobs.
H.E added that US$146 billion worth of exports and orders to Qatar have generated one million American jobs that depend on doing business with Qatar.
Qatar Investment Authority has also pledged to invest US$45 billion for the period from 2015 to 2020. Of that, US$10 billion will be channeled into the infrastructure sector, H.E. said, noting that these investments represent 23% of Qatar’s GDP.
In the oil and gas sector, Qatar Petroleum has also invested $10 billion in an LNG plant in Texas, which H.E said, will contribute to generating 45,000 jobs.
Highlighting investments by the private sector, Sheikh Ahmed said private companies have heavily invested in the U.S economy, with more than US$5 billion in the fields of technology, hospitality, real estate and household retail.
The minister also pointed out that Qatar spent US$200 million on medical and healthcare for its citizens in 2017, while more 1,200 Qatari students are studying at universities in the U.S.
Touching on the illegal blockade imposed on Qatar since June 5 of last year with the aim of undermining Qatar’s position as an economically independent and sovereign state, H.E said Qatar has emerged stronger and more independent than ever before.
H.E also noted that the illegal blockade has presented an opportunity for Qatar to make its economy more accessible to the world and bolster its trade relations particularly with the U.S.
H.E. added that Qatar has successfully established direct commercial routes with a number of strategic hubs around the world, diverting trade to its major trading partners.
Along similar lines, Qatar is utilizing its available world-class facilities and hi-tech logistics to mobilize its regional agreements with Kuwait, Iraq, Oman, Turkey, Pakistan, India, Azerbaijan and Central Asia, H.E. said. Through these agreements, Qatar aims to expand its trade activities by establishing a sea fleet that connects Qatar with its major trading partners in the world, targeting a market of 400 million population in its first stage, he added.
Sheikh Ahmed explained that the wise policies adopted by the State of Qatar, which stimulated all sectors of the economy to achieve increased productivity, have reflected positively on the national economy. Qatar’s economy continued its positive performance during the past year, confirming that the country was unaffected by the blockade, H.E. said.
In 2017, Qatar’s total GDP Increased to US$220 billion, compared with US$ 218 billion in 2016, H.E. said, noting that the annual real growth rate at constant price reached around 2% in 2017, which was better than expected.
Quoting the latest report released by the World Bank, H.E. added that Qatar’s real GDP growth is expected to increase to 2.8% in 2018, the highest among GCC countries.
Qatar’s foreign trade has also shown remarkable growth, increasing by 16% to reach US$103 billion in 2017, compared with US$89 billion in 2016, H.E. said.
Qatar’s total exports also increased by 19% to reach US$68 billion in 2017, up from US$57 billion in 2016, contributing to a total trade surplus that increased by 40% from US$25 billion in 2016 to US$35 billion in 2017, H.E. added.
Globally, Qatar ranks first in terms of providing a safe business environment, HE said quoting a report published by the World Economic Forum.
All these positive indicators, according to Sheikh Ahmed, show that Qatar has overcome the blockade by enhancing its economic competitiveness.
H.E added that Qatari-U.S relations extend beyond trade and investment, noting that Qatari-US cooperation is aimed at helping people of both nations overcome challenges and capitalize on opportunities. H.E said Qatar has donated US$100 million to help victims of Hurricane Katrina, which contributed in community development, building houses and hospitals. Qatar also provided US$30 million dollars in aid after Hurricane Harvey.  
Sheikh Ahmed added that the Qatari private sector is also playing a major role in US corporate social responsibility, citing the privately funded “Al Faisal Without Borders Foundation,” which has launched projects to help rehabilitate American ex-convicts.
Building on all these facts, H.E said the first stage of the economic roadshow, which targets 10 states in total, kicked off in Miami, Florida, and includes Washington DC, North Carolina and South Carolina while the second stage across other states will follow later. H.E added that the roadshow reflects Qatar’s keenness on taking bilateral economic relations to new level and increasing cooperation between the private sectors in both countries.
More than 200 businessmen and Qatari officials participating in the Economic Roadshow are looking to bolster investment partnerships with their U.S counterparts through economic forums and bilateral meetings, H.E said.
Qatar has also launched an exhibition that highlights Qatar’s heritage and culture as well as its major achievements and investments in the United States, the minister said.
Sheikh Ahmed concluded by reiterating Qatar’s commitment to its vital strategic economic partnership with the US to the benefit of a prosperous Qatar and U.S.
The ministry organized on the sidelines of Qatar’s Economic Roadshow in Miami and Washington a number of workshops and sessions between the Qatari and U.S private sectors as well as roundtable sectorial discussions and an exhibition on the sidelines of the Roadshow in Miami. The exhibition brought together representatives from state institutions including the Ministry of Economy and Commerce, the Supreme Committee for Delivery & Legacy, Qatar Airways, Doha Film Institute and Qatar Foundation along with a number of U.S companies that have partnered in investment projects with Qatar such as Occidental Petroleum, Boeing, ExxonMobil and ConocoPhillips.
Qatar’s Economic Roadshow in the U.S brings Qatari officials to a number of US cities and features economic forums, bilateral discussions, meetings between Qatari businessmen and their American counterparts, exhibitions and roundtable sectorial discussions in the fields of real estate, investment, hospitality, tourism, hotel, technology, health, medicine, banking, law, public-private partnerships and infrastructure projects.

Ministry of Economy and Commerce shuts down jewelry shop for two weeks

The Ministry of Economy and Commerce has announced the two-week closure of a jewelry shop, located at Hyatt Plaza mall, for displaying and selling counterfeit international gold jewelry brands.
 
The inspection campaign comes within the framework of the ministry’s efforts to monitor markets and commercial activities in order to crack down on violations, price manipulation and counterfeit and substandard products.
 
The shop was fined and closed for a two-week period in line with article (7) of law number (8) of 2008. Article 7 compels suppliers to clearly display on the product’s package or label the type and nature of the item as well as other relevant data in line with the law’s implementing regulations. The law also prohibits the display of fraudulent descriptions, advertisements and misleading statements.
 
The administrative closure declaration shall be published at the expense of the company that committed the violation in accordance with Article (18) of Law No. (8) on Consumer Protection. The law stipulates that the closure decision shall be published on the Ministry’s website and in two daily newspapers at the expense of the company.

The ministry stressed that it will not tolerate any violations of Consumer Protection Law and its regulation and will intensify its inspection campaigns to crackdown on violations. The ministry said it will refer those who violate laws and ministerial decrees to competent authorities, who will in turn take appropriate action against perpetrators in order to protect consumer rights.

In line with the official visit of His Highness the Emir Sheikh Tamim bin Hamad Al-Thani, to the United States, the Ministry of Economy and Commerce organizes on Tuesday, April 10, 2018, the Qatar-U.S Economic Forum in Washington, D.C. The forum takes place in cooperation with the Qatar Chamber, the American Chamber of Commerce, the Qatari Businessmen Association, the U.S-Qatar Business Council and a number of U.S official entities.
The forum is being organized in the framework of Qatar’s Economic Roadshow across number of U.S cities. The Forum aims to promote trade and economic relations between Qatar and the U.S and to build investment partnerships between the private sectors in both countries.
The forum will bring together more than 200 businessmen and Qatari officials along 200 CEOs from major American companies.  Panel discussions will be held on the sideline of the forum between representatives of the Qatari and U.S business sectors in a bid to strengthen existing economic partnerships. The forum will also feature round table sectorial discussions on partnership and investment opportunities in banking and law sectors.
Qatar’s Economic Roadshow kicked off last week in Miami City, Florida, where a Qatar-U.S Economic Forum was also organized. His Excellency Sheikh Ahmed bin Jassem bin Mohammed Al-Thani, Minister of Economy and Commerce chaired the forum.

A delegation led by H.E His Excellency Sheikh Ahmed bin Jassem bin Mohammed Al-Thani, Minister of Economy and Commerce participated in the economic tour. Today, the U.S is considered as a strong trading partner with a volume of $6 billion and is the primary source for Qatari imports.  In 2017, 16% of Qatar’s imports came from U.S.
658 American companies currently operate in Qatar, including 117 companies 100% owned by US citizen.
In 2015, Qatar investment Authority pledged to invest $45 billion over a five-year period of which $10 billion will be invested in the U.S infrastructure.
Qatar Airways also established direct flights between Doha and ten U.S destinations including Miami, Washington D.C, Atlanta, Chicago, Boston, Dallas, Houston, Los Angeles, New York and Philadelphia in a bid to streamline business access to these cities. Qatar Airways also purchased aircraft worth 92 billion dollars from Boeing.

The tour will feature economic forums, bilateral discussions, meetings between Qatari businessmen and their American counterparts, and round table sectorial discussions in the fields of real estate, investment, hospitality, tourism, hotel, technology, health, medicine, banking, law, public-private partnerships and infrastructure projects.
Exhibitions will also be organized on the sidelines of the economic tour in the U.S cities that will be visited. The exhibitions will shed light on Qatar’s culture heritage, major investments and the state’s economic capabilities.
US-Qatari bilateral economic relations have grown significantly since the signing of the Trade and Investment Framework Agreement – or TIFA – back in 2004.
Today, the US is considered as a strong trading partner with a volume of $6 billion and is the primary source for Qatari imports.  In 2017, 16% of Qatar’s imports came from U.S.
In 2015, Qatar investment Authority pledged to invest $45 billion over a five-year period of which $10 billion will be invested in the U.S infrastructure.
Four years ago, Qatar Airways also established direct flights between Doha and Miami, streamlining business access to Florida.  Qatar Airways also provided a 92-billion- dollar boost to the U.S. economy, through its purchase of American aircraft which supported 123,000 jobs in U.S.
Qatar’s partnership with, and support for, the American people extends beyond bilateral trade, and encompasses humanitarian projects. Qatar has established a 100 million dollar fund to help American victims of Hurricane Katrina and gave 30 million dollars in aid for Hurricane Harvey. And, Al Faisal Without Borders Foundation has launched projects to rehabilitate former US convicts and reintegrate them into society.

Ministry of Economy and Commerce organizes seminar on the transformation of Family businesses into public shareholding companies
 
The Ministry of Economy and Commerce organized on March 27, 2018, a seminar entitled “Transforming Family Companies into Public Shareholding Companies.” The seminar, which was organized in cooperation with the Qatar Stock Exchange and Qatar University, brought together owners and representatives of family companies, businessmen, private sector companies, entrepreneurs and interested parties.
The seminar falls in line with the ministry’s efforts to streamline business activities in Qatar and to provide flexibility and support for commercial companies, which will increase the level of confidence in the Qatari business environment and enhance partnerships with the private sector in a bid to promote a diversified and sustainable competitive economy in line with Qatar National Vision 2030.
The seminar, which was attended by representatives of the Ministry of Economy and Commerce, the Qatar Stock Exchange and Qatar University, along with the representative of a family-owned company turned into a public shareholding company, touched on the important contribution of family businesses to the national economy. Participants said the transformation of these businesses into public shareholding companies through an initial public offering on the Qatar Stock Exchange will ensure their sustainability.
Speakers also outlined the advantages of turning family businesses into public shareholding companies, noting that it would help founders ensure business continuity and the transfer of ownership from one generation to another while enabling shareholding companies to secure more financing options to expand and implement new projects, issue sukuk or bonds and sell franchises as an alternative to bank borrowing, in addition to enhancing investment opportunities in financial markets.
Discussions also touched on the procedures and requirements for converting family businesses into public shareholding companies, in accordance with the Commercial Companies Law No. 11 of 2015.
Participants also elaborated on the process of listing family businesses on the Qatar Stock Exchange after they became public shareholding companies, outlining the motives, key considerations, steps and listing model. Discussions also touched on the legislative framework for the transformation of these companies, the importance of listing a company on the stock market and the necessary procedures, stressing the importance of a corporate governance framework to support the transformation of a family-owned business into a public shareholding company.
The seminar also featured a panel discussion that brought together a number of experts to discuss the practical aspects of the transformation of family businesses into shareholding companies as well as case studies of some companies that underwent this transformation.
The seminar concluded with a Q&A on a number of topics related to family businesses and their transformation into public shareholding companies.

Ministry of Economy and Commerce wraps up workshops on ease of doing business
The Technical Committee to Study the Indicators of International Reports Relating to the Business Environment in Qatar at the Ministry of Economy and Commerce wrapped up on Wednesday March 14, 2018, a series of workshops organized in cooperation with the World Bank Group on the ease of doing business. The workshops brought together members of the technical committee, concerned government entities representatives, businessmen and representatives of private sector along with investors and entrepreneurs.
On the second day of workshops, participants finalized discussions over the methodology used by the World Bank to analyze each component of the different indicators identified by the Bank to improve procedures relating to the business environment in Qatar. Speakers tackled the mechanisms behind five indicators including the enforcement of contracts, settlement of insolvency cases, access to credit, protection of small investors, cross-border trade.
For his part, HE Yahya bin Saeed Al Jafali Al Nuaimi, Assistant Undersecretary for Commerce Affairs at the Ministry of Economy and Commerce, and Chairman of the Technical Committee commended speakers and participants, highlighting the importance of the workshops and discussions in terms of outlining the numerous aspects of business-related procedures to participants.
HE noted that a future plan of action would be prepared in cooperation with the World Bank on the measures to be undertaken by the committee to improve Qatar’s ease of doing business ranking, which would reflect positively on Qatar’s ranking on international reports relating to the business environment as well as efforts aimed at developing the business sector, attracting domestic and foreign investments and accelerating national economic growth to achieve the Qatar National Vision 2030.
HE also noted that the committee will continue to coordinate with and inform the World Bank of the latest developments relating to the business environment in Qatar in terms of all 10 indicators.
The Cabinet issued a decision in July 2017 to establish the Technical Committee to Study the Indicators of International Reports Relating to the Business Environment in Qatar at the Ministry of Economy and Commerce. The committee brings together representatives of six ministries: Ministry of Interior, Ministry of Municipality and Environment, Ministry of Finance, Ministry of Justice, Ministry of Administrative Development, Labour and Social Affairs, and Ministry of Development Planning and Statistics, as well as Qatar Central Bank, the Supreme Judicial Council, and Qatar General Electricity and Water Corporation.
The committee is responsible for studying and analyzing reports issued by international organizations on the business environment in Qatar, and proposing policies for developing mechanisms and systems applied by various authorities. The committee also works in coordination with the relevant authorities to improve country’s ranking on international reports relating to the business environment in Qatar.

Within the framework of the official visit of His Highness the Emir Sheikh Tamim bin Hamad Al Thani to Bulgaria, His Excellency Sheikh Ahmed bin Jassim bin Mohammed Al Thani, Minister of Economy and Commerce, and His Bulgarian counterpart HE Mr. Emil Karanikolov inaugurated on Tuesday, March 8, 2018, the Bulgaria-Qatar Economic Forum, organized by the Ministry in cooperation with the Bulgarian Agency for the Promotion of Small and Medium Enterprises.
The forum brought together H.E. Sheikh Khalifa Bin Jassim Bin Mohammed Al Thani, Chairman of Qatar Chamber; Mr. Tsvetan Simeonov, President of Bulgarian Chamber of Commerce and Industry; Mrs. Gabriela Kozareva, Executive Director of the Bulgarian Agency for the Promotion of Small and Medium Enterprises; and Mr. Stamen Yanev, Executive Director of the Bulgarian Investment Agency, along with more than 300 businessmen, investors and government officials from both countries. The forum was also attended by chief executives of major Qatari companies in the fields of trade and industry, oil and gas, investment, food, contracting, medical equipment, health, medicines, automobiles, agriculture, engineering, building materials, e-commerce, and other sectors, who discussed investment opportunities and potential joint ventures. 
The forum aims at enhancing Qatari–Bulgarian economic, trade and investment cooperation, and opening up new prospects for cooperation between representatives of the private sector in both countries in a bid to launch investment projects that serve the interests of both Qatar and Bulgaria.
In his opening speech, Qatar’s Minister of Economy and Commerce highlighted friendly Qatari–Bulgarian relations that date back to the 1990s, reflecting both countries’ keenness on promoting cooperation across all fields.
H.E. stressed the important role that bilateral agreements and Memoranda of understanding in the economic, trade, investment and technical collaboration fields played in enhancing bilateral trade, which reached 24 million UD dollars in 2017.
Sheikh Ahmed said Qatar looked forward to working together with Bulgaria to bolster their partnership in trade and investment areas, according to a clear framework that serves both countries’ economic aspirations, and contributes to establishing new and innovative areas of collaboration. 
Touching on the resiliency of Qatar’s economy, H.E. noted that Qatar, under the leadership of His Highness the Emir Sheikh Tamim bin Hamad Al-Thani, Qatar has emerged stronger and more economically independent than ever before despite the global economic uncertainties and regional challenges, epitomized by the illegal blockade on Qatar that began on June 5th, 2017, a blockade aimed at undermining Qatar’s position as an economically independent and sovereign state.
In fact, the illegal blockade has presented an opportunity for Qatar to make its economy more accessible to the world, Sheikh Ahmed said.
H.E. stressed that the Qatari economy has continued its stable performance, enhancing its competitiveness and overcoming all obstacles thanks to the systematic policies established by the wise leadership, which serve to stimulate all economic sectors to increase their productivity.
H.E. highlighted that Qatar’s total GDP increased to reach US$ 220 billion in 2017, compared with US$218 billion in 2016, and the annual real growth rate of GDP reached 2% in 2017. This provides a clear demonstration that the blockade had no impact on Qatar’s economy, but rather bolstered its determination to achieve sustainable economic growth and stability. 
The minister noted that Qatar has managed to overcome various regional and global challenges by implementing a strategy aimed at diversifying its revenue sources and positioning the private sector as an active partner in the accomplishment of the Qatar National Vision 2030.
The minister said the share of the non-oil and gas sector in the nation’s GDP at constant prices was 52% in 2017, while foreign trade increased by 16%, reaching US$ 103 billion, compared with US$89 billion in 2016.
Total exports, on the other hand, grew by 19% to US$68 billion US dollars in 2017, compared with US$57 billion in 2016, the minister said.
As a result, trade surplus increased by 40% in 2017, reaching US$35 billion dollars, compared with US$25 billion in 2016, which reflected positively on Qatar’s ranking on several international indicators, the minister added.
According to the World Bank, Qatar’s real GDP growth is expected to increase by another 2.6% in 2018, in line with the government’s efforts to bolster foreign investment, Sheikh Ahmed added.
H.E. highlighted Qatar’s global advanced rankings in the latest Global Competitiveness Index, noting that the country ranks first in terms of safe business environment, second in terms of the impact of taxes on business, third in terms of the state’s procurement of advanced technology products, and fifth in terms of the availability of investment capital, scientists and engineers.
Commenting on investment incentives offered by Qatar, H.E. expressed his full conviction that Qatar’s successful economic policies and balanced growth rates across all sectors have greatly contributed to enhancing investor confidence in the national economy.
“Qatar is today one of the most investment-friendly countries in the region thanks to its balanced policies and economic decisions, as well as its strategic position, which allows the country to become a trade hub for countries across the region and worldwide,” the minister said.
He added that foreign companies looking to expand their business in Qatar can benefit from an advanced business environment. In this context, Sheikh Ahmed said the government has allowed foreign investors up to 100% ownership in many sectors, and is exempting invested foreign capital from income tax for up to 10 years for specific investment projects. In addition, Qatar is offering exemptions from customs taxes and duties when importing equipment and raw materials, the minister said, noting that investors are free to repatriate their profits and transfer the ownership of companies. 
H.E. explained that investors can choose between operating their investment projects in free zones or directly accessing local markets, noting that Qatar is currently developing two free zones spanning 35 million square metres. This will position Qatar as an ideal destination for foreign direct investment, the minister said, adding that the State has established four new logistics areas that have contributed to reducing the cost of warehousing and bolstering the supply chain.
Touching on Qatar’s legislative environment, H.E. said that the government is currently working on issuing a new public private partnership law that will coincide with the launch of a number of investment projects. H.E. added that a law regulating the investment of non-Qatari capital in economic activity was recently issued, which significantly eases the registration of companies and opens the door for investments across all sectors.
H.E. also noted that investing in Qatar is now much easier compared to other regional countries through the Invest in Qatar Center, which aims to help investors establish their projects and streamlines business procedures.
Sheikh Ahmed also highlighted the state-of-the-art infrastructure provided to investors, praising the state’s efforts to enhance government spending on infrastructure projects to develop economic facilities in line with the highest international standards.
In this context, H.E. highlighted Hamad International Airport’s role as one of the biggest airports in the region, with passenger capacity of more than 30 million per year and connecting Qatar to more than 150 destinations around the world through Qatar Airways, which has been selected as the world’s best airline. 
The new Hamad Port, which is located south of Doha, also reflects Qatar’s efforts to accelerate its development projects, the minister said.
“This port is one of the largest in the Middle East, accounting for 27% of regional trade, and can accommodate up to 7.5 million cargo containers annually. The port links Qatar with major economies around the world through direct commercial lines that have bolstered Qatar’s position as a hub for trade across the Middle East and the world,” the minister said.
The minister wrapped up his speech by inviting Bulgarian and European companies to invest in Qatar and contribute to both countries’ efforts to achieve their economic objectives.
In a presentation by Mr. Stamen Yanev, Executive Director of the Bulgarian Investment Agency, Bulgarian participants outlined the characteristics of the country’s business environment and industrial zones, while elaborating on investment and business opportunities as well as tourist sites.
The Qatari delegation also organized a workshop on potential joint ventures, and investment opportunities in the tourism and transport sectors, as well as challenges. The workshop brought together Mr. Salem Al-Kubaisi, Chief Corporate Services Officer at Katara Hospitality, and Mr. Ibrahim Al-Mannai, Executive Director for Consultant Services at Qatar Development Bank.
In a second workshop, the participating Qatari delegation also shed light on the transport sector, FIFA World Cup 2022-related projects and cooperation opportunities in food security.
The session was attended by Mr. Fahad Rashid al Kaabi, CEO of Manateq Company; Eng. Youssif Al-Musleh, Competition Venues Executive Director at Supreme Committee for Delivery & Legacy; Mr. Abdulrahman al-Khayarin, CEO of Widam Food Company; and Mr. Salah Al Hammadi, DCEO of Al Meera Consumer Goods Company .

Ministry of Economy and Commerce invites owners of expired commercial agencies to renew them


The Ministry of Economy and Commerce has called on owners of expired commercial agencies to renew them by submitting the renewal application and the necessary attached documents to the Ministry between March 1 and March 30, 2018, at the Ministry’s headquarters in Lusail Building, 2nd floor, tower (B).
 
In the event that renewal applications are not submitted during this period, the Ministry will write off the agencies from the register of commercial agents in accordance with the provisions of Article (20) of Law No. (8) of 2002 on the Organization of Business of Commercial Agents, which was amended by Law No. (2) of 2016.
 
Law No. (2) of 2016 amends certain provisions of Law No. (8) of 2002 on the Organization of Business of Commercial Agents regarding fighting monopolies and promoting the provision of high-quality goods and services at competitive prices.
 
Law No. (2) of 2016 amends certain existing legal articles and introduces new ones, to the benefit of all parties, by increasing competitive opportunities and opening new horizons in the Qatari market, thus promoting an attractive environment that drives the national economy to achieve more success and cements Qatar’s global position on various economic indicators.

Ministry of Economy and Commerce refers food supplies sale center to security authorities


As part of its efforts to regulate and monitor markets and commercial activities across the country through periodic and surprise inspections campaigns aimed at controlling prices, uncovering violations and protecting consumer rights, the Ministry of Economy and Commerce has recently cracked down on several violations at a food supplies sale center.
 
During a regular inspection campaign by judicial officers, the ministry uncovered a large shortage in food supplies compared to the records of food supply sales registered in a system installed by the ministry at the store. The ministry also seized more than 30 ration cards at the company in the absence of its owners.
 
This is a clear violation of the provisions of Article 10 of Law No. (5) of 2017 which regulates dealing in subsidized goods. The law stipulates that “those licensed to deal in subsidized goods and their employees are prohibited from possessing or dealing in subsidized goods in any way that violates the law. The licensee shall not register any statements contrary to the truth in statements, receipts or disbursement of subsidized goods. The licensees must also keep invoices or other documents that prove the purchase or sale of any quantity of such goods and shall deliver copies to the competent department, upon request. ”
 
Violation of Law No. (5) of 2017 on the regulation of dealing in subsidized goods shall be punishable by imprisonment for a term not exceeding one year and a fine of not more than 500,000 riyals or one of these two penalties.
 
The Ministry stressed that subsidized commodities and feeds are a right to citizens that cannot be waived in favor of a third party regardless of reasons. The ration card and its secret code should be kept in a safe place. Its possession or use by third parties will subject them to legal accountability.
 
 
The ministry stressed that it will not tolerate any violations of Consumer Protection Law and its regulations and will intensify its inspection campaigns to crackdown on violations. The ministry said it will refer those who violate laws and ministerial decrees to competent authorities, who will in turn take appropriate action against perpetrators in order to protect consumer rights.

Registration opens for seasonal honey market


Souq Waqif, in cooperation with the Ministry of Economy and Commerce, has announced the opening of free registration for local firms and foreign companies specialized in the “production, supply and distribution of honey” in order to participate in the “Seasonal Honey Market.” The market will be organized by Souq Waqif, in cooperation with the Ministry, from March 21 to March 27, 2018 in the traditional Souq Waqif, one of the leading tourist attractions in Qatar.
 
The seasonal honey market is aimed at supporting national products, bolstering trade and opening new commercial channels for traders, entrepreneurs and investors in addition to providing for support small and medium enterprises.
 
The market is the largest specialized exhibition for honey of different kind and offers local and Arab companies the opportunity to display and promote their various products as well as goods related to the trade and production of honey.

The Ministry of Economy and Commerce has carried out surprise inspection campaigns targeting food shops in Muaither Area to monitor the compliance of retail outlets with intellectual property rights laws and regulations.
 
These ongoing inspection campaigns come within the framework of the Ministry of Economy and Commerce’s efforts to monitor markets and commercial activities as part of an integrated plan covering all retail outlets across the country. The campaigns are aimed at cracking down on counterfeit products and commodities in order to protect intellectual property rights and curb the proliferation of counterfeit goods in the local market.
 
The inspection campaign resulted in a fine for one shop for importing and distributing counterfeit canned fruits of various kinds bearing the mark of an original National Product brand contrary to the provisions of Law No. 9 of 2002 regarding trademarks, commercial records, geographic indicators, designs and industrial models.
 
The ministry stressed that it will not tolerate any violations of the intellectual property rights laws and will refer those who violate laws and ministerial decrees to competent authorities, who will in turn take appropriate legal action.
