H.E The Minister of Economy and Commerce meets with heads of international organizations and lawyers from a legal firm specialising in WTO issues in Geneva


HE the Minister of Economy and Commerce states:
 The measures taken by the siege countries are in violation of international laws and conventions, and are contrary to intellectual property rights and the trade facilitation agreement, which stipulates the need to ensure that no obstacles are added to trade between the member countries.The State of Qatar, under the wise guidance of His Highness the Emir, has taken all measures to address the illegal siege, ensure the provision of goods and services, and maintain the stability of Qatari markets.The State of Qatar has contracted with a legal firm specializing in World Trade Organization (WTO) issues to study all illegal measures taken by the siege countries against the State of Qatar.Qatari and non-Qatari companies located in Qatar will sue the siege countries and claim compensation for losses incurred.The Minister of Economy and Trade confirms the strength of the Qatari economy and its ability to meet and overcome the current challenges.
HE Ahmed bin Jassim bin Mohammed Al Thani, Minister of Economy and Commerce, and his accompanying delegation met  with a number of presidents of international economic and trade organisations in Geneva, Switzerland, to discuss the crisis caused by the siege countries against the State of Qatar which has resulted in arbitrary measures such as travel bans, border closures, and air, land and sea ports closures with the State, in violation of international laws, conventions and norms, as well as a number of international, regional and local principles, conventions, provisions and laws.
HE the Minister of Economy and Commerce stressed that these measures are also contrary to the principles and provisions of World Trade Organization (WTO) agreements, especially the most-favoured-nation principle, which stipulates that no goods should be discriminated against by any member state compared to other goods and services, whether produced within the importing State or exported from any other State.
HE The Minister pointed out that the measures taken by the siege countries are contrary to intellectual property rights and the trade facilitation agreement, which stipulates the need to ensure that no obstacles are added to trade between member countries.
 
Illegal measures taken by the siege countries
 
HE stressed that these countries have suddenly, without prior notice, and without resorting to the use of the mechanisms adopted by international organisations, as stipulated in international, regional and bilateral agreements, closed all their land, sea and air ports to the State of Qatar.
HE the Minister of Economy and Commerce said that the siege countries had gone further to embargo passage of Qatari aircraft through their air spaces; prohibited ships loaded with goods from traders and Qatari companies located in these countries or destined for the State of Qatar to enter their ports, provided that such goods are returned to the country of origin; prohibited exportation of their national products to the State of Qatar; and prohibited national or foreign service companies located in their territories to deal with Qatari companies, while preventing postal and transportation companies from operating through their territories to the State of Qatar.
In addition, banks and financial companies were barred from dealing in Qatari riyals, and Qatari businessmen and companies were prevented from disposing of their property and goods in warehouses and free zones in these countries. Further, the siege countries are considering more means to harm the Qatari economy, HE the Minister added.
These countries have also placed restrictions on Qatari investments, including the closure of Qatari companies, the expulsion of their managers, and the prevention of Qatari investors from disposing of their property, without any compensation for losses.
HE the Minister said that the State of Qatar, under the wise guidance of  His Highness the Emir Sheikh Tamim bin Hamad al-Thani, has taken all measures to address the illegal siege, ensure the provision of goods and services, and maintain the stability of Qatari markets. The Minister added that Qatar is succeeding in that regard.
 
 
A firm specialized in World Trade Organization (WTO) legal disputes
HE the Minister of Economy and Commerce and his accompanying delegation also met with a group of lawyers from a firm specialising in World Trade Organization (WTO) legal disputes. The firm was hired to study all the illegal measures taken by the siege countries against the State of Qatar.
HE the Minister also met with Roberto Azevedo, director general of the World Trade Organisation; professor Klaus Schwab, president of the World Economic Forum; and Dr Francis Gurry, director general of the World Intellectual Property Organisation.
HE the Minister of Economy and Commerce said that the state of Qatar will take all the necessary legal measures and will seek to file lawsuits against the siege countries with international organisations and regional and international courts.
HE the Minister added that these countries are required to compensate the Qatari private sector for the losses incurred, which are estimated at large sums of money, pointing out that non-Qatari companies operating in the State of Qatar may sue the siege countries and claim compensation for losses incurred. 
The Qatari economy is able to overcome current challenges quickly and effectively
 
HE the Minister of Economy and Commerce highlighted the strength of the Qatari economy and its ability to meet and overcome the current challenges, noting that the State of Qatar has formulated clear plans and strategies according to the pillars laid down by His Highness the Emir Sheikh Tamim bin Hamad al-Thani to provide all decent means of living for citizens and residents.
HE the Minister pointed out that many international reports confirmed that Qatar is the leading economy in the Middle East and North Africa. He said Qatar’s gross national savings, equivalent to 56% of the country’s GDP, is the highest in the world.
HE The Minister of Economy and Commerce said that as part of its efforts to diversify the national economy and boost the productive base, Qatar has sought to strengthen cooperation with its commercial partners to attract national and foreign investments and facilitate the flow of goods and services to the country’s markets.
 
 
 
 
 

Ministry of Economy and Commerce announces the registration of 1357 new companies during June 2017


The Ministry of Economy and Commerce has issued its Business Progress Report on the Commerce Sector for June 2017. The report indicated the registration of 1357 new companies including 972 main commercial records and 385 branch commercial records.
 
Limited liability companies accounted for 63% of new commercial records followed by limited liability companies in the category of single-person companies at 24% while 12% of new companies were registered in the category of Individual Corporations.
 
Contracting companies topped the list of most common activities in June, with 193 commercial records issued in this field. 125 commercial records were issued for restaurants, fast food outlets and fruit and vegetable shops, while 95 commercial records were issued in the field of clothing, textiles and public goods trading. The field of construction materials trading followed with 86 records.
 
The report pointed out that a total of 5530 commercial licenses were issued, amended or renewed during the month of June 2017. 849 new commercial licenses were issued while 613 were modified and 4068 commercial licenses were renewed.
 
A total of 247 companies closed in June, representing 18.2% of newly registered companies.
 
Regarding write-off activities, contracting companies topped the list at 26%, followed by restaurants, fast food outlets and vegetable and fruit shops at 20%. Trading in construction materials followed in third place at 15%.

The report has indicated that the total number of transactions that took place during June 2017 at the ministry’s branches reached 21935 transactions.
 
In the area of intellectual property rights, the report indicated that 43 new patent applications were issued in June 2017 while 87 patent applications were renewed.
 
In addition, 2566 trademarks have been registered during June, while 3 certificates were issued in the field of copyright and related rights.

The ministry said the recall campaign comes within the framework of its ongoing efforts to protect consumers and ensure that car dealers follow up on vehicle defects and repairs.
 
The ministry said that it will coordinate with the dealer to follow up on the maintenance and repair works and will communicate with customers to ensure that the necessary repairs are carried out.

Ministry of Economy and Commerce recalls Ford Edge models of 2016-2017 and Lincoln-MKX and Continental models of 2017 over potential fault in airbag cushion


The Ministry of Economy and Commerce, in collaboration with Ford and Lincoln dealer in Qatar, Almana Motors Co., has announced the recall of Ford Edge models of 2016-2017 and Lincoln-MKX and Continental models of 2017 because the driver airbag cushion may not completely fill, or the cushion may detach from the airbag module in the event of a driver airbag deployment.
The ministry said the recall campaign comes within the framework of its ongoing efforts to protect consumers and ensure that car dealers follow up on vehicles’ defects and repair them.
 
The Ministry said that it will coordinate with the dealer to follow up on the maintenance and repair works and will communicate with customers to ensure that the necessary repairs are carried out.
 
The Ministry has urged all customers to report any violations to its Consumer Protection and Anti-Commercial Fraud Department.

Ministry of Economy and Commerce cracks down on fraudulent activities and manipulation of the country of origin for some types of vegetables and fruits


The Ministry of Economy and Commerce cracked down during an inspection campaign on Tuesday at the central market for vegetables and fruits in Abu Hamour area on fraudulent activities and the manipulation of the country of origin. Some traders had manipulated the country of origin by wrapping some products using packages and bags pertaining to products from other countries, which is considered a fraudulent activity toward consumers.

The Ministry fined shops for violating Article (6) of Law No. (8) on Consumer Protection, which “prohibits sale, display, promotion or advertisement of corrupted and fraudulent goods. An item is considered corrupt or fraudulent if it is expired, unusable or does not meet the prescribed standards.”
 
The ministry stressed that it will not tolerate any violations of the Consumer Protection Law and its regulations and will intensify its inspection campaigns to crackdown on violations. The ministry said it will refer those who violate laws and ministerial decrees to competent authorities, who will in turn take appropriate action against perpetrators in order to protect consumer rights.

At the request of investors, Tender period extended until September 10, 2017 for investment opportunities to develop and operate private schools


The Technical Committee to Stimulate Private Sector Participation in Economic Development Projects at the Ministry of Economy and Commerce, in cooperation with the Ministry of Education and Higher Education, has announced the extension of the tender period for investment opportunities to develop and operate private schools until Sunday, 10th September, 2017 at 12 p.m. The period was extended at the request of investors.
 
The Technical Committee to Stimulate Private Sector Participation in Economic Development Projects at the Ministry of Economy and Commerce, in cooperation with the Ministry of Education and Higher Education, had previously announced the provision of investment opportunities to develop and operate private schools. This project comes within the framework of the state’s commitment to supporting and motivating the private sector to participate in economic development, in particular to encourage investment in the education sector, as well as to leverage the potential of integrated educational projects to add value to the national economy.
 
In total, 11 plots of land have been allotted for projects distributed over several areas: one land plot in Umm Qarn, one land plot in Rawdat Al-Hamama, four land plots in Al Wukair area, one land plot in Al Ebb area,  one land plot in Al Thameed, two land plots in Al Khor and one land plot in Simaisma area.
 
The land area in each region is estimated at 15,000 square meters for each land plot.
 
The initiative, which involves the allotment of land plots to the private sector, aims to bolster quality education by improving the infrastructure to support training and education, and to accommodate an increase in the number of students in coming years. In addition, the initiative seeks to bolster diversity in education through the establishment of outstanding schools and the development of a highly qualified educational workforce.
 
According to the general policies, land plots will be offered to investors through a tender in accordance with the tender and auction regulations stipulated by Law No. 26 of 2005 and its amendments. The investor shall be required to provide a temporary bond of QR300,000. The projects will be managed through a design, build, finance and operate (DBFO) procurement contract.
 
All local and foreign companies will be allowed to participate in the tender, in accordance with Article 2 of Law No. 13 of 2000 governing the investment of non-Qatari capital in economic activity. Investors who meet at least 70 percent of the evaluation criteria are eligible. One investor will be selected per land plot. In the event that more than one investor qualifies for the same plot, priority will be given to the highest bidder. In case of equal bids, the selection is made by lottery.
 
Contracts will be based on a usufruct period of 25 years, to be renewed in the event of the beneficiary’s compliance with the policies, conditions and regulations stipulated in contracts without revoking the state’s right to cancel the contract or recover the land.
 
The Technical Committee to Stimulate Private Sector Participation in Economic Development Projects is a sub-committee of the Ministry of Economy and Commerce, with representatives from different government agencies, such as the Prime Minister’s office, Ministry of Finance, Ministry of Municipality and Environment, Ministry of Energy and Industry, Ministry of Transport and Communications, State Audit Bureau (as an observer), Public Works Authority, Manateq, Qatar General Electricity and Water Corporation “Kahramaa”, the Supreme Committee for Delivery and Legacy, Qatar Chamber, and Qatar Development Bank.
 
The committee focuses on stimulating the participation of the private sector in economic development projects by proposing projects that engage both government and private sectors, and suggesting ways to support and stimulate the private sector through necessary standards and regulations, land allocation policies, and policies relating to project tenders and auctions policies and supervising their implementation.

Bidding period extended for investment opportunities to transform the old Doha Exhibition Center into a modern and integrated entertainment city


The Technical Committee to Stimulate Private Sector Participation in Economic Development Projects at the Ministry of Economy and Commerce, in coordination with the Qatar Tourism Authority, has announced the extension of the tender period for investment opportunities to transform the old Doha Exhibition Center into a modern and integrated entertainment city until Sunday, 2nd July, 2017. The period was extended at the request of investors.
 
The investment opportunities come within the framework of the state’s efforts to encourage the private sector’s participation in economic development projects, particularly in tourism projects, and to give companies the opportunity to innovate and take advantage of opportunities for the establishment of integrated and diversified tourism projects that attract all segments of society through the establishment of integrated tourist attractions.
 
According to the project master plan, a total area of 84,875 square meters has been allocated for investment, including a 57,600 square meters built-up, 26,075 square meters for parking lots, 1,200 square meters for outdoor yards, 14,992 square meters for exhibition areas and 479 square meters for shops.
 
Hall and facilities for development and use
 
Investors will be awarded 25-year contracts for the development of halls and facilities to build a modern and integrated entertainment city. The proposals for the development of creative indoor and outdoor areas will include: the construction of shops, restaurants, nurseries, parking, public areas and other licensed tourist activities.
 
Bidding Procedures
 
Investors can obtain the tender documents from the procurement section of the financial and administrative department at the Ministry of Economy and Commerce Tower B, 4th floor, after showing an authorization letter from the company.
Bids must be enclosed by a tender bond or certified cheque under the name of the Ministry of Economy and Commerce, issued by one of the banks operating in Qatar and valid until the contract is fully implemented, including the maintenance period, according to the terms and conditions of the tender.
 
The Committee said tenders shall be placed in closed and stamped envelopes addressed to the Chairman of the Tenders and Auctions Committee, and shall be delivered to the secretariat of the Committee at the Ministry of Economy and Commerce. Inquiries should be addressed to the procurement section at the financial and administrative affairs department during the bidding period and until 10 days before the bid closing date.

Ministry of Economy and Commerce cracks down on 70 violations in May


The Ministry of Economy and Commerce intensified its inspection campaigns in May to ensure the compliance of suppliers (retail outlets) with law No. 8 of 2008 on consumer protection. The inspection campaigns come within the framework of the ministry’s efforts to monitor markets and commercial activities in a bid to crack down on price manipulation and to protect consumer rights.
The nation-wide campaign by the ministry’s inspectors resulted in 70 fines. Violations included false or misleading product descriptions and advertising; missing price tags for products and services; selling expired products; charging customers more than the advertised price; announcing promotional offers without obtaining a license from the competent department; and failing to display product descriptions and ads in Arabic.
The penalties resulted in administrative closures as well as fines ranging between QR 5,000 and QR 30,000 in line with the applicable consumer protection laws. The following is a breakdown of the type and number of violations registered in May 2017:

The Ministry of Economy and Commerce has issued its Business Progress Report on the Commerce Sector for May 2017. The report indicated the registration of 2227 new companies including 1595 main commercial records and 632 branch commercial records.
 
Limited liability companies accounted for 63% of new commercial records followed by limited liability companies in the category of single-person companies at 22% while 14% of new companies were registered in the category of Individual Corporations.
 
Contracting companies topped the list of most common activities in May, with 925 commercial records issued in this field. 711 commercial records were issued for restaurants, fast meal outlets and fruit and vegetable shops, while 475 commercial records were issued in the field of clothing, textiles and public goods trading. The field of construction materials trading followed with 471 records while 432 records were issued for services and paperwork activities.
 
The report pointed out that 17777 total commercial licenses were issued, amended or renewed during the month of May 2017. 4880 new commercial licenses were issued while 821 were modified and 12076 commercial licenses were renewed.
 
A total number of 390 companies closed in May, representing 17.5% of newly registered companies.
 
Regarding write-off activities, contracting companies topped the list at 25%, followed by textiles, clothes and public goods trading companies at 21%. Restaurants, fast food outlets, vegetable and fruit shops, stores trading in construction materials, electrical and electronic appliances and computers followed in third place at 18%.

The report has indicated that the total number of transactions that took place during May 2017 at the ministry’s branches reached 35558 transactions.
 
In the area of intellectual property rights, the report indicated that 52 new patent applications were issued in May 2017 while 139 patent applications were renewed.
 
In addition, 3903 trademarks have been registered during May, while 17 certificates were issued in the field of copyright and related rights.

Ministry of Economy and Commerce offers tips to reduce food waste

​The amount of food wasted is estimated at 1.3 billion tons per year, which is four times the amount required to tackle the global famine crisis.Annual food waste in rich countries is about 220 million tons, almost the equivalent of the total food production in sub-Saharan Africa.25% of food is wasted throughout the holy month of RamadanThe amount of food wasted in the Near East and North Africa (the majority of Arab countries) is estimated at 250 kg per person per year.The Ministry presented guidelines to reduce food waste.
 
The Ministry of Economy and Commerce has offered a number of tips and guidelines to reduce food waste, one of the most important economic and social challenges around the world. The causes of food waste vary from one country to another but depend largely on local conditions. Food waste could be related to crop production, infrastructure, supply chains, distribution channels and consumer purchasing practices.
 
These tips come within the framework of the Ministry’s awareness campaigns throughout the month of Ramadan under the theme “Aqal_Min_Al_Wajeb,” the Arabic for #The_Least_We_Can_Do”. The initiatives aim to promote awareness among consumers about their rights and duties and help them plan and make appropriate decisions throughout the holy month.
 
What is food waste?
 
The ministry defined wasted food as either food destroyed or disposed before being consumed or food unsuitable for human consumption at various levels of the food supply chain from production to household consumption.
 
The Ministry also highlighted the importance of avoiding waste and efficient food consumption from an Islamic perspective.
 
كما ورد في قوله تعالى ( وَآتِ ذَا الْقُرْبَىٰ حَقَّهُ وَالْمِسْكِينَ وَابْنَ السَّبِيلِ وَلَا تُبَذِّرْ تَبْذِيرًا (26) إِنَّ الْمُبَذِّرِينَ كَانُوا إِخْوَانَ الشَّيَاطِينِ ۖ وَكَانَ الشَّيْطَانُ لِرَبِّهِ كَفُورًا (27) ، (سورة الاسراء )  وكما أوصى الرسول الكريم عليه الصلاة والسلام بعدم الإسراف أو التبذير أو هدر النعم، حيث قال في الحديث الشريف “لا تسرف في الماء ولو كنت على نهرٍ جارٍ”  رواه الإمام أحمد وابن ماجة.
The ministry noted that waste from an economic perspective is evidence of inefficiency in spending, which results in the loss of money that could have been saved or invested to stimulate the economy instead of being squandered on surplus consumption that results in additional costs.
 
Food waste from a social perspective, on the other hand, is reflected in the exaggerated display of food quantities when dining in addition to unnecessary spending on food products for the purpose of showing off.
 
The Ministry said that about 1 billion people suffer from famine around the world, according to the Food and Agriculture Organization of the United Nations (FAO) while an estimated 1.3 billion tons of food worth more than one trillion dollars is wasted per year, which is the equivalent of four times the amount needed to tackle the global famine crisis.
 
The Ministry added that annual food waste in rich countries is about 220 million tons, almost the equivalent of the total food production in sub-Saharan Africa. In other words, a reduction of 30% in food waste across rich countries could solve food shortage in sub-Saharan Africa.
 
Meanwhile, food waste in the Near East and North Africa (the majority of Arab countries) is estimated at 250 kg per person per year while it is estimated at 115 kg per person in European and north African countries.
 According to EcoMENA, 25% of food is wasted throughout the holy month of Ramadan.
 
 
Procedures and proposals to reduce food waste
 
The Ministry proposed a series of measures to reduce food waste, highlighting the negative repercussions of wrong consumption practices and squandering money and the importance of healthy eating habits.

Preventive measures to reduce food waste
 
The ministry called on consumers to take some precautionary measures to reduce food waste, such as planning and committing to a weekly or monthly food budget in addition to purchasing less food when shopping. The Ministry noted that some food products expire before being consumed, urging consumers to regularly check their products’ expiry date. The Ministry also noted that improper food storage affects the expiry period.

Ministry of Economy and Commerce offers tips on purchasing fish

The Ministry of Economy and Commerce has offered consumers a number of tips on purchasing and differentiating between fresh and non-fresh fish. The tips also include best practices when it comes to preserving fish quality due to its fast decay rate as well as guidelines on how to display and sell fish.
 
These tips come within the framework of the Ministry’s awareness campaigns throughout the month of Ramadan under the theme “Aqal_Min_Al_Wajeb” the Arabic  for #The_Least_We_Can_Do”. The initiatives aim to promote awareness among consumers about their rights and duties and help them plan and make appropriate decisions when purchasing or consuming products.
 
Fish is consumed in many countries around the world because of its rich nutritional components including calcium, iodine, protein, phosphorus and vitamins. Among the most common fish varieties in Qatar are Hamour, Sheri, Kanad, Safe, Al-Sbity, Al-Bayah, Qurkvan, Qbakb and Shrimps.
 
Local fish production ranges between 14,000 and 16,000 tons a year, accounting for 80% of local demand. Around 3,000 tons of fish are imported into Qatar annually while the overall production of Arab countries stands at 4.5 million tons with Morocco, Egypt, Mauritania and Saudi Arabia being the lead producers.
 
 
Preserving fish quality
 
The Ministry offered consumers some tips to ensure that fish remains fresh, noting that it is among foods that decay fast and as a result can lead to food poisoning.
 
The Ministry said it is preferable to consume fish on the same day of purchase. If not consumed within 24 hours, fish should be cleaned and covered by a piece of cloth soaked in water and salt to maintain its moisture. It should also be stored in the coolest spot in the fridge in a plate covered by a piece of plastic to ensure that it doesn’t drip in the refrigerator. The storage period should not exceed three days.
 
Guidelines on choosing and purchasing fish
 
The Ministry highlighted the health benefits of consuming fish on the brain, heart, teeth and bones and advised the public to consume it at least once a week while abiding by certain guidelines when choosing and purchasing fish.
 
The Ministry said consumers should check gills, which should be of a rosy color and free of any mucus. In addition, the eyes should look bright and clear, and the overall surface of the fish should be glossy and free from layers of mucus.
 
The ministry noted that the flesh of fresh fish will go back to its normal shape when pressure over it is released, urging consumers to refrain purchasing fish with a swollen or burst belly.
 
When it comes to fish with scales, the Ministry said consumers should ensure that scales are firm on the skin and do not fall off easily. Other fish should have a smooth skin without any wrinkles and the color of the flesh should be natural and translucent.
 
The Ministry said consumers should observe these guidelines to ensure safety and avoid commercial fraud.
 
Traders’ Responsibilities
 
The ministry stressed that traders should abide by the guidelines and rules such as the use of digital weighing scales and the display of labels indicating the characteristics and prices of fish. Traders should also hire Arab-speaking staff, issue detailed invoices to clients, display a copy of the commercial register and license, and refrain from charging consumers fees on credit and debit card transactions.
 
 
 
The Ministry also urged traders to keep fish at temperatures near zero degree and to use crushed ice in enough quantities when displaying fish. The Ministry also urged traders to use clean plastic tools and containers when storing and transporting fish to avoid bacterial contamination due to the fast decay rate of fish.
 
The Ministry also urged consumers to request a detailed invoice and to closely inspect fish before purchasing it.
 
The Ministry said consumers can purchase daily fresh fish from fish markers across the country including:
 Umm Slal Central Market, which provides fish, vegetables, fruits and meat in addition to other goods and products needed by the consumer.Al Wakrah fish market, (in old Al Wakrah market), which provides fresh fish in addition to cleaning and chopping services.Al Khor and Al Shamal fish markets, which provide fresh fish as well as cleaning chopping services.Shops selling fresh fish at the Doha Corniche.Fish stores in shopping malls and retail outlets.
 
Working hours at Umm Salal central market throughout Ramadan
 
Starting from the first day of Ramadan until the end of the holy month, the auction on local fish starts immediately after Al Fatjr prayer followed by the on auction imported fish.
 
The sale of fish begins after the auction is complete and lasts until 1:00 pm. Meat and poultry shops operate from 7 am to 4 pm while fruits and vegetables shops are open from 7:00 am to 4:00 pm. Other stores open after evening prayers until 12 am.
 
Innovative ways to cook fish
 
On the occasion of the holy month of Ramadan, the Ministry unveiled a number of innovative and odorless fish cooking methods. The Ministry noted that when fish is boiled, the meat remains soft and smooth and the fish odor is absorbed by water. Fish should be placed in a medium bowl or a large pan of water and cooked using light heat.
 
The Ministry also said fish could be chopped into slices, wrapped into cooking paper and placed in the oven with vegetables. Cooking times varies according to the size of the slices. For example, a slice weighing 400 grams requires 15 minutes to cook at a temperature not exceeding 400 degrees Celsius.
 
The Ministry said grilled fish can also be prepared by adding oil and cooking fish over low heat.

The Ministry of Economy and Commerce, in cooperation with shopping malls and large retail outlets, has unveiled the “National Product” initiative. Under this initiative, malls and large retail outlets will clearly display local products and goods bearing the slogan “National Product” to facilitate consumers’ access to these products.
 
The initiative comes within the framework of the ministry’s Ramadan initiatives under the theme #Aqal_Min_Al_Wajeb” the Arabic for “#The_least_we_can _do”. The initiative aims to support and market national products in the local market as well as to support and ease investors’ access to consumers in addition to opening markets to merchants and investors seeking to launch new products. The initiative will contribute to the state’s efforts to prioritize national products as part of its strategic plans and the pillars of its economic diversification strategy aimed at achieving the Qatar National Vision 2030. National products will contribute to the creation of new economic activities and increase the contribution of non-oil sectors to GDP as well as the competitiveness of the national economy.
 
National products are of high quality and are being sold at competitive prices under a variety of brands, which has earned local goods a high reputation after securing many quality certificates from international organizations.
 
Consumer support for local industries also plays an important role in increasing the share of national products in the domestic market, enhancing their competitiveness globally and bolstering Qatar’s exports.
 
The National Product initiative builds on the Ministry’s efforts to open new markets to investors and support competitiveness in the food and consumer products sector as well as to enhance the price competitiveness and availability of products. Last year, the Ministry abolished the monopolies of commercial agents over 35 basic food and consumer products, opening the market to various importers, which will have a positive impact on the economy and consumers.

The Ministry of Economy and Commerce has announced caps on more than 50,000 food and non-food products throughout the holy month of Ramadan in its latest initiative, in cooperation with shopping malls and large retail outlets.
 
The price caps are the latest in a series of initiatives launched by the Ministry of Economy and Commerce to mark the holy month of Ramadan under the theme “#Aqal_Min_Al_Wajeb.” The initiative comes within the framework of the Ministry’s efforts to maintain balanced and stable prices, and prevent any unjustified increases in the prices of commodities and consumer goods.
 
The list of capped prices cover more than 50,000 food and non-food items, including poultry, eggs and their derivatives, frozen meat and its derivatives, milk (fresh, condensed and powdered), dairy products, tea, coffee products, sugar, Halawa, jam, legumes, cereals, rice and its derivatives, biscuits, potato chips, mineral water, fresh and canned juices, canned food, edible and cooking oil, milk, baby food, baby diapers and sanitary napkins of all kinds, personal hygiene products and household detergents, tin paper, preservatives, tissue paper, and household items of all kinds.
 
The Ministry urged all shopping malls and retail outlets across the state to maintain stable prices on food and non-food items and refrain from increasing prices without obtaining the approval of the committee that sets price caps and profit margins in line with article 2 of Ministerial Decision Number (8) of 2013, which regulates price hikes on commodities and services.
 
The Ministry stressed that it will not tolerate any violations of the Consumer Protection Law and its regulations, and will intensify its inspection campaigns to crack down on violations. The ministry said it will refer those who violate laws and ministerial decrees to competent authorities, who will in turn take appropriate action against perpetrators in order to protect consumer rights.

Ministry of Economy and Commerce calls on owners of all types of companies to make necessary amendments


The Ministry of Economy and Commerce has called on the owners of all types of companies with branches operating under a different name or conducting activities other than those undertaken by the main company, or both, to come forward to make necessary amendments and to be exempted from fees.
 
Should the company owners own the brand, they must demonstrate their brand ownership or prove their right to use it for the non-owners.
 
The initiative comes within the framework of the Ministry’s efforts to provide support for commercial companies in Qatar, and to bolster the role of the private sector and its contribution to the economic development of the state in a bid to build a competitive, diversified and sustainable economy, in line with the Qatar National Vision 2030.
 
The Ministry indicated that if there is more than one branch for a main company with a specific business activity, the branches must carry the same brand name and the participate in the same business activity.
 
The Ministry also indicated that the conditions of the commercial registration can be adjusted by visiting the Ministry to add activities to the main company or delete activities from the branches until the activities of the main company and the branches are compatible.

Ministry of Economy and Commerce cracks down on 112 violations in April


The Ministry of Economy and Commerce intensified its inspection campaigns in April 2017 to ensure the compliance of suppliers (retail outlets) with Law Number (8 of 2008 on Consumer Protection. The inspection campaigns come within the framework of the Ministry’s efforts to monitor markets and commercial activities in a bid to crack down on price manipulation and to protect consumer rights.
The nationwide campaign by the Ministry’s inspectors resulted in 112 fines. Violations included missing price tags for products and services; false or misleading product descriptions; issuing incomplete invoices; failure to display prices in Arabic; failing to display all data pertaining to the service; failing to comply with the declared bulletin of vegetables and fruits prices; and failing to issue invoices.
The penalties resulted in administrative closures, as well as fines ranging between QR 5,000 and QR 30,000 in line with the applicable consumer protection laws. The following is a breakdown of the type and number of violations registered in April 2017:

The Ministry also processed 1,051 complaints and took the necessary measures to resolve them.
The Ministry stressed that it will not tolerate any violations of the Consumer Protection Law and its regulations, and will intensify its inspection campaigns to crackdown on violations.

The Technical Committee to Stimulate Private Sector Participation in Economic Development Projects at the Ministry of Economy and Commerce offers investment opportunities to develop and operate private schools


·         The allocation of 11 land plots to develop and operate private schools in Umm Qarn, Rawdat Al-Hamama, Al Wukair, Al Ebb , Al Thameed ,  Al Khor and Simaisma areas.

·         The Investors will be selected on the basis of the best technical offer that serves the initiative objectives.
·         A usufruct period of 25 years renewable in the event of the investor’s compliance with the policies, conditions and regulations stipulated in the framework and contracts.

The Technical Committee to Stimulate Private Sector Participation in Economic Development Projects at the Ministry of Economy and Commerce, in cooperation with the Ministry of Education and Higher Education, has announced the provision of investment opportunities to develop and operate private schools.
 
This project comes within the framework of the state’s commitment to supporting and motivating the private sector to participate in economic development, in particular to encourage investment in the education sector, as well as to exploit potential of integrated educational projects and add value to the national economy.
 
11 Land plots have been allotted for projects distributed on several areas as follows: one land plot in Umm Qarn, one land plot in Rawdat Al-Hamama, four land plots in Al Wukair area, one land plot in Al Ebb area,  one land plot in Al Thameed, two land plots in Al Khor, and one land plot in Simaisma area.
 
The land area in each region is estimated at 15,000 square meters for each land plot.
 
The initiative, which involves the allotment of land plots to the private sector, aims to bolster quality education by improving the infrastructure to support training and education, and to accommodate an increase in the number of students in coming years, as well as to bolster diversity in education through the establishment of outstanding schools and the development of a highly qualified educational workforce.
 
According to the general policies, land plots will be offered to investors through a tender in accordance with the tender and auction regulations stipulated Law No. 26 of 2005 and its amendments. The investor shall be required to provide a temporary bond of QR300,000.
 
The deadline for submission of bids on Sunday, 18 June 2017.
 
A technical team of experts from the Ministry of Economy and Commerce and the Ministry of Education and Higher Education will be formed to evaluate the offers submitted by investors.
 
The projects will be managed through a design, build, finance and operate (DBFO) procurement contract.
 
All local and foreign companies will be allowed to participate in the tender in accordance with Article 2 of Law No. 13 of 2000 governing the investment of non-Qatari capital in economic activity. Investors who meet at least 70 percent of the evaluation criteria are eligible. One investor will be selected per land plot. In the event that more than one investor qualifies for the same plot, priority will be given to the highest bidder. In case of equal bids, the selection is made by lottery.
 
Contracts will be based on a usufruct period of 25 years to be renewed in the event of the beneficiary’s compliance with the policies, conditions and regulations stipulated in contracts without revoking the state’s right to cancel the contract or recover the land.
 
 
Survey results
 
The Technical Committee to Stimulate Private Sector Participation in Economic Development Projects at the Ministry of Economy and Commerce  conducted a survey on the initiative of  allocation of land plots to develop and operate a number of schools by the private sector .
 
The survey was organized between November 15 and December 15, 2016 and aimed at providing information to help investors choose projects that fit their investment aspirations. The polls was attended by 45 participants, 87 percent of which were companies. The percentage of participants with previous experience in the development and operation of schools was 42 percent, and the results of the survey showed that 51 percent of the participants want to apply the British curriculum in their schools.
 
The results of the survey showed that 76 percent of the respondents want to develop schools for the age groups between 4 to 18 years old (preliminary – secondary schools).

The Ministry of Economy and Commerce, in cooperation with the competent authorities, has carried out a surprise inspection campaign targeting street vendors in Musheireb area. The Ministry aims through the campaign to monitor the compliance of suppliers with their obligations under Consumer Protection Law No. 5 of 2015 on industrial commercial shops, public stores and street vendors, as well as their commitment to Ministerial Decision No. 243 of 2016 on licenses and regulations for street vendors.
 
The inspection campaign comes within the framework of the Ministry’s efforts to monitor compliance with laws and regulations governing commercial activities in order to uncover and crack down on violations.
 
The inspection campaigns resulted in uncovering 32 violations and fines for perpetrators, who were referred to security authorities for legal proceedings.
 
Within the framework of its efforts to regulate the business environment and create a stimulating investment environment for the private sector and entrepreneurs, the Ministry of Economy and Commerce had earlier launched an initiative to regulate the work of street vendors by specifying permissible activities as well as requirements, standards and conditions for issuing a license.  The initiative aims to improve the quality of services offered to the public and guarantee compliance with laws and regulations governing the various commercial activities.

Ministry of Economy and Commerce participates in the second Qatar Government Procurement and Contracting Conference and Exhibition


The Ministry of Economy and Commerce is participating in the second edition of the Government Procurement and Contracting Conference and Exhibition, which is being held under the patronage of His Excellency Sheikh Abdullah bin Nasser bin Khalifa Al Thani, Prime Minister and Minister of Interior, from 6 to 8 April 2017 at the Doha Exhibition and Convention Center.
The participation of the Ministry of Economy and Commerce comes in line with its efforts to strengthen cooperation between the public and private sectors, and to inform attendees of the initiatives and investment opportunities the Ministry has put forward in order to enhance the participation of the private sector, support and encourage Qatari entrepreneurs to establish new companies, and promote a culture of entrepreneurship in Qatar.
During its participation in the exhibition at the conference, the Ministry of Economy and Commerce outlined the initiatives and investment projects that it has launched in various sectors. These include the development of investment opportunities in the sports services sector in Qatar. The sports sector will provide 30 investment opportunities for small and medium-sized entrepreneurs in event management and marketing, sports development, sports facilities contracting, and venue management.
The private hospitals project is another initiative in the health sector, the, which includes the allocation of five land plots in a number of areas, including Al Shamal municipality, Ain Khalid and Abu Hamour areas. Also, the private schools project in the education sector allocates 11 land plots to the private sector with an area of 15,000 square meters in the municipalities of Al Daayen, Al Wakrah, Al Rayyan and Al Khor.
In the tourism sector, the Ministry briefed investors about the transformation of the former Doha Exhibition Center into a modern and integrated entertainment city. In relation to food security projects, the Ministry is reviewing investment opportunities it has proposed for the establishment of three floating fish farming projects in the northern region of the state and a shrimp farming project in the coastal region of Al Arish.
The Ministry also participated in panel discussions as part of the Government Procurement and Contracting Conference and Exhibition. Mr. Saud bin Abdullah Al Attiyah, Director of Economic Policies and Research Department at the Ministry of Economy and Commerce, spoke in a panel discussion about the best means to manage the supply chain in small and medium enterprises. He highlighted Qatar’s readiness to implement the second phase of the National Development Strategy 2017-2022, in particular policies pertaining to economic development.
He added that Qatar is characterized by an integrated and advanced infrastructure, which allows small and medium-sized enterprises to play an important role in supporting the growth of the Qatari economy in the upcoming period, as the public sector plans to provide investment opportunities worth more than 20 billion US dollars to private investors.
Mr. Al Attiyah highlighted a first-of-its-kind initiative in the State of Qatar that involves the development and localization of supply chains in the sports sector through the involvement of local small and medium enterprises by offering promising investment opportunities to the private sector. Mr. Al Attiyah said the initiative represents a pilot project that could be implemented in other economic sectors.
The Ministry identified a number of investment opportunities with high competitive value and high returns on investment, such as event management and sports marketing, sports development, stadium construction, stadium management and maintenance, in addition to promising investment opportunities in sports equipment and clothing, and sports tourism. A total of 83 investment opportunities worth approximately 47 billion Qatari riyals have been identified.
The Ministry also outlined the challenges facing the Qatari private sector and identified possible solutions, including the establishment of the Sports Business Park and the registration and pre-qualification window for the sports sector for all stakeholders in the government sector.
More than 3000 visitors and 25 governmental and semi-governmental organizations participated in the first edition of the Government Procurement and Contracting Conference and Exhibition last year, which resulted in the creation of 450 employment opportunities worth 3 billion riyals, in addition to contracts worth about 111 million riyals for small and medium enterprises.
The annual conference aims to provide a platform for communication between major companies, government and semi-government agencies, and small and medium-sized companies to familiarize them with investment opportunities and to enhance cooperation between the public and private sectors in Qatar.

Ministry of Economy and Commerce announces initiative concerning approved contracts for renting and equipping wedding halls and tents

​Approved contracts guarantee uniform deals between providers of rental and equipment services for wedding halls and tents and their clients. The contract aim to reduce controversies over the implementation of mutual obligations.
 The compulsory inclusion of Law No. (8) articles and regulations on Consumer Protection in all contracts that are signed for renting or equipping wedding and event halls and tents.
 It is in the interest of beneficiaries of rental and equipment services for wedding halls and tents to adopt contracts that include the expression “contract approved by the Ministry of Economy and Commerce”.
 In the event of dealing with offices that have not adopted the contracts approved by the Ministry, clients must confirm, contemplate and if necessary refrain from signing contracts until clarifications are given concerning ambiguous services and non-compliant provisions.
 The Ministry of Economy and Commerce said providers of rental and equipment services for wedding halls will have to comply with the new approved contracts within a period of three months that ends on July 1, 2017.
 
 
As part of the Ministry of Economy and Commerce’s efforts to enhance legal protection for consumers in accordance with the provisions of Law No. (8) of 2008 on Consumer Protection and in light of recurring controversies observed in the complaints of consumers that have dealt with providers of rental and equipment services for wedding halls and tents regarding the quality of services provided to clients, the Consumer Protection and Anti-Commercial Fraud department has held a series of meetings with companies specialized in renting and equipping wedding halls and tents. Discussions touched on contentious issues relating to payment procedures, deposits, the postponement and cancelation of agreed upon events, or the reassignment of the ceremony to another person.
 
The meetings fall under the Ministry of Economy and Commerce’s belief in the importance of the ongoing communication with suppliers and service providers in general, including service providers specializing in the rental and equipment of wedding halls and tents, to regulate the relation with consumers. The Ministry urged service providers to comply with article (11) of the aforementioned law, which compels them to disclose specifications, requirements and prices in a precise, clear and detailed way in contracts signed with customers. Service providers shall also abide by the specifications agreed upon when providing services to consumers on the agreed-upon date.
 
This initiative also aims to spare service providers specialized in the rental and equipment of wedding hall and tents the legal repercussions of violating the provisions of Article (24) of Law No. (8) of 2008.
 
Article 24 invalidates any provision stipulated in contracts or related documents signed with consumers if such provisions exempt the service provider from its legal commitments in line with the Consumer Protection law. Competent authorities at the Ministry have sought agreements with service providers specialized in the rental and equipment of wedding hall and tents on uniform contract provisions with consumers to avoid legal complications that may arise from the inclusion of null provisions in contracts and related documents.
 
The department at the Ministry has reached an agreement with companies over uniform contracts for the rental and equipment of wedding halls and tents. The uniform contract protects the rights of all stakeholders in line with applicable laws, and outlines the rights and obligations of all parties in a clear manner.
 
The agreed-upon provisions were included in three types of contracts: a wedding hall rental contract; a wedding hall equipment contract; and a tent rental and supplies contract, in addition to a service delivery report for each contract.
 
The adoption of service delivery reports is intended to prove the delivery of a service as agreed upon at the time of the contract signature. Consumers may also note their objection or comments when it comes to services they believe were not delivered as required.
 
The agreement on uniform contracts and delivery reports was reached after taking into consideration the feedback of companies that participated in the meetings. Representatives of companies provided their written approval and signed on the uniform contracts and delivery reports, reflecting their commitment to the Ministry’s vision to unify procedure in this sector.  Companies will be later permitted to include the expression”contract approved by the Ministry of Economy and Commerce” in accordance with a pre-determined format, which represents proof to clients that the involved provider of rental and equipment services for wedding hall and tents complies with the provisions and regulations of law number (8) of 2009 on Consumer Protection.
 
The Ministry urges other providers who are specialized in the same activity and have yet to discuss their contracts with the competent administrative departments to communicate with the Ministry to verify and approve the legal provisions in their contracts and related documents. The Ministry also stresses that service providers have a duty to include the provisions and regulations of Law No. (8) on Consumer Protection in all contracts to be signed with clients in order to avoid controversies that may arise with clients in the absence of clear mechanisms or due to violations of applicable laws.
 
The Ministry also urges all beneficiaries of rental and equipment services for wedding hall and tents to adopt contracts that are approved by competent authorities and include the expression”contract approved by the Ministry of Economy and Commerce”. Clients should also ensure the compliance of service providers with the services and specifications agreed upon before signing the delivery report. Once agreed upon, the specifications become binding for both signatories of the contract, and each party should comply with them.
 
In the event of dealing with offices that do not adopt contracts approved by the Ministry, the consumer is responsible for verifying the provisions of the contract and related documents before signing them, as well as taking the necessary precautions and refraining from signing until clarifications are given concerning ambiguous services and non-compliant legal provisions.
 
The Ministry of Economy and Commerce said providers of rental and equipment services for wedding halls and tents will have to comply with the new approved contracts within a period of three months from April 1st to July 1st, 2017.  Competent authorities at the Ministry will monitor the compliance of offices specialized in the rental and equipment of wedding halls and tents with their obligations as per the approved contracts as well as the provisions and regulations of Law No. (8) on Consumer Protection and its executive regulations. The ministry will also take legal action against companies that fail to comply with these provisions.

​The Ministry of Economy and Commerce is seeking to provide support for the sports sector as one of the pillars of the economic diversification policy adopted by the State to accomplish the Qatar National Vision 2030.The event ticketing market in Qatar’s sports sector will witness significant growth, rising from an estimated 30 million Qatari riyals in 2016 to 62 million Qatari riyals in 2025This study aims to increase the contribution of the sports sector to the GDP and to provide investors and businesses with an overview of investment opportunities in this sectorThe net present value of investments in ticketing services is expected to reach approximately 26 million Qatari riyals over the next ten years (from 2016 to 2025).
 
 
The Ministry of Economy and Commerce has unveiled new investment opportunities in ticketing services for sporting, cultural and entertainment events, based on the findings of a study on sports investment opportunities in Qatar.
The study, undertaken by the Ministry in cooperation with the Ministry of Culture and Sports, the Supreme Committee for Delivery and Legacy, Qatar Olympic Committee, Aspire Zone Foundation, and Qatar Tourism Authority, is part of efforts to strengthen public-private partnerships and provide support for the sports sector, which represents one of the pillars of the economic diversification policy adopted by the State to achieve the Qatar National Vision 2030. The study aims at increasing the contribution of the sports sector to the GDP and providing investors and businesses with an overview of the investment opportunities in the sports industry.
In the context of presenting investment opportunities in the event ticketing market in Qatar, the Ministry of Economy and Commerce said the role of the ticketing service provider and its added value largely depends on the nature of event. This role can be as limited as providing a ticketing system or as extensive as offering an integrated multi-channel distribution network.
The study found that ticketing companies usually offer discounted ticket prices to companies and sponsors of sports tournaments, while tickets sold to the public at various outlets are priced relatively higher.
In this context, the Ministry highlighted that ticketing companies can boost their sales by adopting effective marketing plans, involving trademarks and various communication channels (such as the internet, call centers, ticket sale outlets and sales windows on the event site) to attract the public.
The Ministry noted that this investment opportunity will allow local small and medium-sized companies to provide booking and ticket sale solutions to local events through agreements with organizers and sponsors of various events.
With regard to the ticketing market in the sports sector in Qatar, the study conducted by the Ministry indicated that this activity is expected to grow rapidly, from 30 million Qatari riyals in 2016 to 62 million Qatari riyals in 2025, at a compounded annual growth rate of 8%, as the country prepares to host major local and international sporting events such as the 2016 Road World Championship, the 2019 World Championships in Athletics and the 2022 FIFA World Cup. Qatar also hosts a myriad of annual events such as Doha Diamond League, the Qatar ExxonMobil Open tennis tournament and the Moto GP World Championship.
The Qatar Tourism Authority is also playing an important role in supporting the sports sector through strategic development plans aimed at bolstering local demand by hosting more than 100 key sports events organized between 2015 and 2016, including 60 international events.
When it comes to competition in Qatar’s ticketing market, the study noted that local companies lack the ability to meet the requirements to host international events by focusing on less complex and attractive sectors (such as cinemas). The study noted that the sports sector offers investment opportunities that allow new competitors in the market (both local and international) to provide additional services in various fields to differentiate themselves from the competition.
The study outlined the financial plan for investments in ticketing services in Qatar, noting that investors can take advantage of this opportunity through the allocation of investments worth about 31 million Qatari riyals. The net present value of these investment is expected to increase to 26 million Qatari riyals over the next 10 years (from 2016 to 2025) at internal rate of return of 19%.
 
Local companies with limited financial capacity can invest as low as 15 million Qatari riyals, with a net present value of 13 million Qatari riyals. When investing QR 5 million, the net present value rises to 4 million Qatari riyals.
The study indicated that if a company acquired the complete rights to distribute tickets, its revenues are expected to increase from 46 million Qatari riyals in 2016 to 111 million Qatari riyals in 2025. The study also noted that small investors can also achieve significant growth in revenues.
As for operating costs, the study showed that the cost of goods sold account for 78% of total costs of ticket sales, which essentially represents the bulk of purchasing costs. Ministry of Economy and Commerce releases statistics showing that car agents and dealers provided 3749 substitute vehicles to consumers in 2016


The Ministry of Economy and Commerce has released statistics showing that car agents and distributors across Qatar have provided substitute vehicles to consumers in line with the Consumer Protection Law that compels commercial agents and distributors to provide substitute products to consumers free of charge, if maintenance works performed under warranty take longer than 15 days.
The statistics showed that car agents and distributors across Qatar provided 3794 substitute vehicles to consumers in 2016 since the maintenance period exceeded 15 days, which is the period stipulated in the Consumer Protection law.
The Ministry said the increase in the provision of alternative vehicles, from 1300 in 2015 to 3794 in 2016, reflects the Ministry’s continuous efforts to protect consumers, develop the automotive sector, enhance competition in maintenance and repair services, and create a competitive environment that provides more options to consumers in terms of maintenance, spare part sales and insurance.
The Ministry stressed that it will intensify its inspection campaigns to ensure that car dealerships comply with their obligations and will refer those who violate laws and ministerial decrees to the relevant authorities, who will in turn take appropriate action against the perpetrators in order to protect consumer rights.

Ministry of Economy and Commerce issues analytical report showing the increasing contribution of the education sector to the national economy

The Ministry of Economy and Commerce has announced the findings of its analytical report on the economic contribution of the education sector. The report highlighted the important contribution of the sector to economic development, particularly when it comes to the supply of skilled labor that enhances the competitiveness of the national economy.
The report comes as part of the Ministry’s efforts to bolster the efficiency and competitiveness of economic sectors through the analysis of the performance of productive and service industries. The Ministry is also seeking to identify promising sectors, taking into consideration local, regional and international factors to determine the necessary policies and measures to support economic activities and bolster growth.
The report highlighted that the remarkable economic boom which Qatar has witnessed in recent years, coupled with steady demographic growth, necessitated the expansion of the education sector’s capacity to meet growing demand for education services.
The report noted that the number of schools, which represent a pillar of the education sector, has witnessed significant growth between 2010 and 2014, with the establishment of 243 new schools. Kindergarten schools accounted for two-thirds of the newly established institutions, followed by primary schools at 18%. Preparatory and secondary schools accounted for 7% and 9%, respectively, of newly established schools.
The increase in the number of schools was driven by a 36% increase in the number of students, from 197,000 in 2010 to 268,000 in 2015.
Private schools welcomed 84% of new students throughout the different education stages and accounted for 80% of newly established schools between 2010 and 2015, which highlights the increasing role of the private sector in the education sector.

The report showed an 83.7% increase in the number of university students across Qatar from 15,300 in 2010 to 28,100 in 2014. Public universities hosted 88.9% of new students.
The report said the nominal output of the education sector rose by an annual average of 12.1% over the past five years (2011-2015). The average increase in the education sector’s output surpassed nominal GDP growth, thus raising the contribution of the education sector to nominal GDP growth from 1.1% in 2011 to 1.8% in 2015.
The real output of the education sector also rose significantly, at an annual average rate of 8.5%, twice the real GDP growth average rate. This has raised the contribution of the education sector from 1.1% in 2011 to 1.3% of real GDP in 2015.
The total revenues of the private education sector also increased from 2 billion riyals in 2011 to 5.8 billion riyals in 2015

The report highlighted that the growing contribution of the education sector was evident in employment numbers. The sector employed 50,600 people in 2015, up from 26,900 in 2011, a twofold increase that surpasses the overall increase in employment across Qatar, which stood at 53.9% during the same period. In 2015, the education sector employed 2.6% of Qatar’s work force, compared to 2.1% in 2011. As of 2015, the education sector employed 12% of the Qatari workforce, making it the second largest employer of Qataris after the civil and military government agencies.

Ministry of Economy and Commerce compels vehicle agents and dealers across Qatar to clearly display fuel efficiency labels on models from 2017 onwards


The Ministry of Economy and Commerce has called on all vehicle agents and dealers across Qatar to post fuel efficiency labels from 2017 models onwards. The label determines the vehicle’s fuel efficiency based on fuel economy measures. The fuel economy of a vehicle is the distance travelled per unit volume of fuel consumed (i.e., the distance travelled in kilometers per 1 liter of fuel consumed).
The display of fuel efficiency labels aims to raise consumer awareness about the energy efficiency of each vehicle, enabling the client to make informed decisions about which vehicle to purchase and how to reduce fuel consumption.
The fuel efficiency label includes information on the manufacturer, model year, production year, engine capacity, vehicle category, fuel economy rating (from excellent to very poor), fuel economy index and fuel type.
The Ministry stressed that agents and dealers should post fuel efficiency labels on vehicles and refrain from removing the stickers before selling the vehicle. The Ministry said dealers and agents are required to brief clients on vehicle’s fuel efficiency, in line with the GCC Standardization Organization general requirements (decision number 42 of 2015) for motor vehicles, which stipulates the need to display the fuel efficiency label as part of the GCC Conformity Certificate for Motor Vehicle.
The Ministry stressed that it will intensify its inspection campaigns to ensure the compliance of agents and dealers, and will refer those who violate laws and ministerial decrees to competent authorities, who will in turn take appropriate action against perpetrators in order to protect consumer rights.

Ministry of Economy and Commerce calls on the owners of Partner and Limited Partnership Companies to make required amendments


The Ministry of Economy and Commerce has requested the owners of Partner and Limited Partnership Companies, with branches which are operating under either a different name, or conducting activities other than those undertaken by the main company, or both, to amend their status. These actions will be exempt from fees.
Should a company own the brand, it must demonstrate brand ownership or otherwise prove the right of use.
 
Companies are requested to come forward to the Ministry offices, 2nd Floor, Tower B, Lusail City, between 12th – 23rd March 2017.
 
This initiative stems from the Ministry’s efforts to provide support for commercial companies in Qatar, and to bolster the role of the private sector and the sector’s contribution to the economic development of the State, in a bid to build a competitive, diversified and sustainable economy in line with the Qatar National Vision 2030.
 
 
 
If there is more than one branch for a main company with a specific business activity, the branches must carry the same brand name and the same business activity.
 
The Ministry confirmed that the conditions of a commercial registration can be adjusted, through visiting the Ministry and taking one or more of the following actions: adding activities to the main company; or removing activities from the branches to ensure compatibility with the activities of the main company; or both.
It is also possible to change the brand name of the branch or the name of main company to have a consistent company name.
 
The Ministry confirmed that it is possible to either establish a new corporation instead of a separate branch, or make a non-compatible branch an affiliate to the separated branch, under the same name.
 
The Ministry clarified that Partner and Limited Partnership Company owners wishing to move a branch to a new headquarter, are required to separate the branch from the main company. Furthermore, a memo from all partners requesting to change the branch to a new headquarter along with an approval letter from the partners on the deletion of the branch, and a copy of the partners personal IDs should be submitted to the Ministry.
 
In a case where the owners of a company wish to amend the branch name and activities in order to be compliant with the main company, a letter should be submitted to this effect, including written approval from all partners and accompanied by a copy of the partners’ personal IDs.

The mobile phone app offers a unique combination of smart e-services designed to improve the level of facilities offered to investors, businessmen and consumers, among other clients.

The launch of this service and other relevant services, which will be added successively, comes as part of the Ministry’s efforts to continuously improve and develop its services in a bid to upgrade the Business Services System in Qatar and facilitate the delivery of services through the adoption of global best practices in the field of intellectual property. The new service also provides a high-quality integrated electronic system that empowers inventors and protects intellectual property rights and the financial exclusive rights of the patent owner in accordance with applicable laws, agreements and international treaties.
 
According to the new electronic patent registration system, the submission of applications and their review is conducted electronically to ensure service quality and that applications are completed at the scheduled time before a final decision on the registration of intellectual property is reached. The system will enable the public to easily complete the procedures without visiting the Ministry, and will save clients time and efforts.
 
Conditions that must be met in the patent application
 
The Ministry outlined the conditions that should be met in the patent application as follows. First, novelty, meaning new; the invention should not be disclosed before the application is submitted. The publication and issuance of a patent or the partial or full exploitation of the invention in Qatar or abroad should also not take place before an application is filed to the office or dated.
The invention should also have the potential for industrial application in general, regardless of whether the invention is related to physical goods, an industrial process or a manufacturing method.
The third condition that must be met in the patent application is creativity. Creativity is linked to novelty but assessed separately. Within this context, the invention should not be an obvious one or previously known to experts. It should also contribute to progress in the industrial field.
 
Procedures to submit a patent registration application through the Ministry’s website:
 
The Ministry outlined the steps for patent registration through its websitehttps://services.mec.gov.qa. The service allows the applicant to register the invention and obtain a certificate proving exclusive rights to the invention if all conditions are met.
 
The applicant should log in to the system, choose whether to file the application under the Patent Cooperation Treaty (PCT) or Paris Convention for the Protection of Industrial Property; complete the application form; fill out the names of the inventors, invention, priorities (if applicable), and agent data (if applicable); and attach the required documents.  
 
Once the application is submitted, the formal examination process starts, with the possibility that the application can be returned after providing justification. Once the examination process is concluded and the application request is approved, the applicant must pay the registration fees and the first and second year fees, depending on the status of the applicant as determined at the beginning of the registration process.
After the payment of fees, an email including the number of the patent is sent to the applicant. The email will outline the obligations that should be met within a legal deadline, in addition to the annual fees that must be paid.
After the completion of the registration process, the applicant is awarded an application number QA and is free to manufacture, waive, license and sell the invention while awaiting the patent issuance. The applicant should, however, continue to pay the annual fee (before and after obtaining the patent). After receiving the number, the applicant can pay the formal examination fees (legal and technical) within six months. The application filed under the PCT system is then processed after meeting all the examination requirements.
Applications filed under the Paris Convention for the Protection of Industrial Property will be included after meeting all the examination requirements and a year after submitting it to the Patent Office, in line with international laws and regulations.
The patent examiner, who is specialized in the technical and legal examination of the application, is entitled to accept, amend or reject the application.
If the examiner accepts the application, an email including the acceptance letter and the fees due is sent to the applicant. After the payment of the fees for the publication of the application acceptance, an email including the number of the newspaper where the decision will be published is sent to the applicant, who must wait 60 days after publication. During this 60-day opposition period, anyone may give a notice of opposition to the patent. If no notice is filed, an email is sent instructing the applicant to pay the patent certificate issuance fees.
Once the fees are paid, an email including the number of the paper where the number of the patent certificate will be published, will be sent to the applicant, who must continue to pay the fees for a period of 20 years.
 
Information about patents
 
The Ministry provided information about patents, defining the applicant as the natural person or legal entity that holds the intellectual property right. The agent, on the other hand, is the natural person who is assigned by the owner of the intellectual property right to undertake all measures on his behalf in Qatar.
 
The inventor is a natural person who, owing to his efforts, created an invention. The inventor may be working on his own behalf or commissioned by others to create the invention, provided that the conditions for a patent including novelty, creativity and the potential for industrial application are met whether the patent relates to the product, its manufacturing method or both.
 
The Ministry noted that the patent is the certificate or official document granted by the state (Patent Office- Intellectual Property Rights Protection Department) to the inventor. The patent grants the inventor the exclusive right to commercially exploit the invention for a specified period and under specific circumstances, in accordance with the provisions of the national law and international conventions and treaties.
 
The benefits of registering a patent and legal protection for the inventor
The Ministry outlined the benefits of registering a patent and protecting the rights of the inventor to the patent in line with the law, noting that it guarantees the patent holder the right to use the invention or commercially exploit it by selling licenses to manufacture the product in the industrial field.
The patent also protects the intellectual property rights of the inventor, which cannot be waived or abolished even after the patent term expires, which is the period during which the inventor’s financial rights are protected. Others cannot prohibit the inventor from the production of the product or the use of manufacturing methods.
Other benefits also include protecting the inventor’s rights, such as the right to sell, mortgage, donate and waive his right to the patent for free or in exchange for a fee. Patent registration also protects the material rights of the inventor and patent holder throughout the patent term. Once the patent term expires, protection ceases to exist and the patent becomes public, whereby anyone can use and commercially exploit the invention without restrictions or the need to obtain a license. As an asset, a patent can also be impounded by a creditor to collect the patent holder’s debts.
 
The implication of failing to register an invention
 
The Ministry noted that the failure to register an invention will allow others to create the same invention and legally exploit it within the state.
Others could also register the invention as their own, meaning the original inventor loses the intellectual property rights to the invention for failing to register it.
In the event of a legal dispute, the original inventor will be responsible to submit proof of his right for failing to register it at the Patent Office. The original inventor will also be unable to bar others from commercially exploiting the invention.
 
Examples of the registration benefits and the disadvantages of failing to register.
 
The Ministry has provided several examples of the benefits of registering the invention and the repercussions of failing to do so in a bid to raise awareness about the importance of filing for registration at the Department of Intellectual Property Rights Protection in compliance with laws and regulations.
 
For instance, a person invented an advanced car engine two years ago, but hesitated to apply for a patent. In the meantime, another person created the same invention, devised a way to manufacture it and filed for a patent at the Patent Office. This example highlights the importance of applying for a patent first, to protect the original inventor’s right to the product.
The Ministry provided another example in which a physicist published a scientific paper in an international science magazine about water desalination using microwaves, and then applied for a patent at the Patent Office. During the technical examination of the application, the examiner found that the invention was published in the science magazine prior to the submission of the application, which violated the novelty condition to obtain a patent and led to the rejection of the application. 
 
In a third example, the ministry demonstrated the importance of registering a patent in terms of protecting the patent holder and the state’s exclusive rights to financial returns. In this case, a national research body developed a medication that can cure a dangerous disease. The medication included a chemical compound that is far more effective than current medications on the market. The new medication also had a high success rate in curing patients from a chronic disease. The research body applied to register the medication at the Patent Office. After conducting the necessary research and examining the medication, a patent certificate was issued. The research body then applied for the necessary permits to market the medication with a high cure rate at a competitive price, in addition to granting licenses for the manufacturing of the medication and securing financial returns that were allotted for more research and development.
 
In another example of the benefits of applying for a patent, an inventor created a new machine and wanted to protect his invention by applying for a patent across different states at once. His colleague advised him to visit the Patent Office to inquire about the procedures. The Office informed the inventor that he needs to register his invention under the Patent Cooperation Treaty (PCT) through the new electronic system for patent registration. He then obtained an international filing date applicable in all PCT Contracting States. The research report showed that the application is valid, enabling the inventor to proceed with the submission of his application on the national level and in countries where he wished to obtain a patent and protect his invention.
 
Patent registration fees
Students are exempt from patent registration fees, while individuals must pay 1,000 Qatari riyals. Educational and research institutions, as well as companies and organizations, must pay 2,000 Qatari riyals.
 
For technical examination fees, students must pay 100 Qatari riyals, while individuals must pay 2,500 riyals. Educational and research institutions, as well as companies and organizations, must pay 5,000 Qatari riyals.
 
For the newspaper publication fees of the patent application acceptance, students must pay 50 Qatari riyals, while individuals must pay 200 riyals. Educational and research institutions, as well as companies and organizations, must pay 400 Qatari riyals.
 
For the patent certificate issuance fees, students must pay 100 Qatari riyals while individuals must pay 1,000 riyals. Educational and research institutions, as well as companies and organizations, are charged 2,000 Qatari riyals.
 
The Ministry of Economy and Commerce had launched an online service, enabling the public and intellectual property agents to file for intellectual property rights certificates through the Ministry’s website.

Ministry of Economy and Commerce announces the registration of 1942 new companies during February 2017


The Ministry of Economy and Commerce has recently issued its Business Progress Report on the Commerce Sector for February 2017. The report indicated the registration of 1942 new companies including 1375 new main commercial records and 567 new branch commercial records.
 
Limited liability companies accounted for 67% of new commercial records; 27% of the companies were registered in the category of Single-Person Company and 6% of the companies were registered in the category of Individual Corporations.
 
Contracting companies topped the list of most common activities in February, with 475 commercial records issued in this field. 207 commercial records were issued for restaurants and fast meal outlets while 203 commercial records were issued in the field of construction materials trading. Clothing, textiles and public goods trading followed with 144 records while 141 records were issued for cleaning services.
 
The report pointed out that 6803 total commercial licenses were issued, amended or renewed during the month of February 2017. 1445 new commercial licenses were issued while 795 were modified and 4563 commercial licenses were renewed.
 
A total number of 437 companies closed in February, representing 22.5% of newly registered companies.
 
Regarding write-off activities, textiles, clothes and public goods trading companies topped the list at 24%, followed by contracting companies at 23%. Trading in electrical and electronic appliances and computers followed in third place at 20%. Construction material trading accounted for 18% of write-offs while restaurants, fast food outlets and stores selling vegetables and fruits followed at 15%.  
 
The report has indicated that the total number of transactions that took place during February 2017 at the ministry’s headquarters in Lusail City as well as other branches reached 29919 transactions. 3280 transactions were processed at Lusail City while 26639 transactions were processed at other branches.
 
In the area of intellectual property rights, the report indicated that 40 new patent applications were issued in February 2017 while 128 patent applications were renewed.
 
In addition, 3578 trademarks have been registered during February, while 12 certificates were issued in the field of copyright and related rights.

Ministry of Economy and Commerce calls on public and private joint stock companies to make necessary amendments


The Ministry of Economy and Commerce has called on public and private joint stock companies with branches operating under different names and conducting activities other than the ones listed under the main branch to come forward to ensure compliance with the provisions of Law No. (20) of 2014 that introduced amendments to some provisions of Law No. 25 of 2005 regarding the commercial register.
 
Companies that come forward to the ministry’s headquarters on the second floor of Tower B in Lusail City, between March 6 and April 30, 2017, will be exempted from fees.
 
The initiative comes within the framework of the ministry’s efforts to provide support for commercial companies in Qatar, and to bolster the role of the private sector and its contribution to the economic development of the state in a bid to build a competitive, diversified and sustainable economy in line with the Qatar National Vision 2030.
 
The ministry noted that if the branch name is different from the main company’s name, public and private joint stock companies wishing to separate the branch and incorporate another independent company should submit a memo by the company’s chairman, his deputy or an authorized representative requesting the deletion of the branch name, along with a copy of the board of directors’ decision in this regard. The chairman or an authorized representative should also sign a notation on the commercial registration form that can be obtained from the ministry’s websitewww.mec.gov.qa, along with a copy of their personal ID.
 
In the case of a financial institution, the applicant should obtain an approval from Qatar Central Bank and meet the legal requirements for the incorporation of a new company depending on its legal structure.
 
If the branch is operating under a different name or conducting activities other than the activities of the main company, public and private joint stock companies should submit a letter by the company’s chairman, his deputy or an authorized representative

Ministry of Economy and Commerce study reveals logistics sector solid contribution to Qatar’s development

​Qatar’s interest in developing its logistics sector and bolstering its efficiency improved the country’s ranking on the Logistics Performance Index by 16 places (Qatar ranked 30th  globally in 2007, compared to 46 in 2015)The Ministry of Economy and Commerce emphasizes its keen interest in developing the logistics sector, given its important in role in the development process.The transportation sector and auxiliary transport activities generated 46.5 billion riyals in revenues in 2015, compared to 25.6 billion riyals in 2010.
 
A new study released by the Ministry of Economy and Commerce has revealed remarkably strong growth in the logistic sector’s contribution to Qatar’s development. The study showed an increase in transport services and auxiliary transport activities, which account for the bulk of logistics services offered during the early years of this decade. This increase is mainly due to the attention that the state of Qatar has dedicated to a sector that represents the backbone of the majority of productive and service activities.  
The development of the necessary infrastructure for the provision of logistics services, and their increased efficiency, not only contributes to facilitating the cross-border and domestic flow of goods and services, but also reduces the overall cost incurred by different economic sectors. This ultimately bolsters the competitiveness of all these sectors and facilitates local and global economic integration.
The study comes within the framework of the Ministry of Economy and Commerce’s efforts to monitor national economic performance, increase the opportunities for success and tackle challenges facing the productive and services sectors.
 According to the study, the transport sector and auxiliary transport activities generated 46.5 billion riyals in revenues in 2015, compared to 25.6 billion riyals in 2010, an annual increase rate of 13%.
The study showed that the air transport sector, which represent the backbone of the tourism industry and supports a wide range of productive and service activities through shipping services, has largely contributed to an 80% growth in the total revenues of the transport sector and auxiliary transport activities. The revenues of the air transport sector currently account for nearly three-quarters of the revenues generated by the transport sector and auxiliary transports activities.
The study also revealed that the maritime transport sector, which provides services through three facilities, has also expanded its services. Total revenues grew from 3.7 billion riyals in 2010 to 6.1 billion riyals in 2015, accounting for 12% of the transport sector revenues.
The land transport sector has also expanded, with total revenues of 3.3 billion riyals, a 75% increase in revenues compared to 2010.

The Ministry of Economy and Commerce forecasts that demand for logistics services will continue to expand in coming years, driven by growth and expansion in other productive and service activities that depend on this sector. The expansion of the sector will also be supported by the measures taken by the state of Qatar and the implementation of projects to improve the efficiency of the sector.
For instance, Qatar is currently working on developing logistic zones across the country in a bid to supplement supply chains by establishing appropriate and effective logistics facilities at competitive prices.
The study said Qatar’s ranking on the World Bank’s biennial Logistics Performance Index is testament to the state’s successful efforts in this regard. Qatar ranked in 30th place globally and second in the Arab world on the Logistics Performance Index 2016 in terms of the competence and quality of logistics services, ahead of 130 countries worldwide—including developed economies.
The report, which the World Bank began releasing in 2007, is based on a survey of operators who provide feedback on the performance of key components of the logistics chain along six core competencies: efficiency of the clearance process; quality of trade and transport-related infrastructure; ease of arranging competitively priced shipments; competence and quality of logistics services; ability to track and trace consignments; and timeliness of shipments in reaching destination within the scheduled or expected delivery time.
The study noted that during the period from 2007-2016, Qatar has accomplished remarkable and exceptional achievements in this regard, improving the performance of its logistics services chain by about 21%. This rate exceeds the global Logistics Performance Index average growth of 5.1% from 2.74 points in 2007 to about 2.88 in 2016.
As a result of this exceptional progress, Qatar’s ranking improved from the 46th place globally in 2007 to 30th worldwide in 2016.
Within this context, the Ministry of Economy and Commerce stresses that it will continue to support the development of logistics services and improve their efficiency, which will in turn enhance the competitiveness of the various productive and service activities, and bolster the contribution of logistics activities to economic growth in the State of Qatar.

During inspection campaigns carried out across northern Qatar Ministry of Economy and Commerce uncovers 3 violations


The Ministry of Economy and Commerce carried out surprise inspection campaigns targeting commercial shops in Al Shamal city and Al Ruwais in a bid to monitor the compliance of the stores with law number (8) of 2008 on consumer protection.
 
The inspection campaigns fall within the framework of the ministry’s efforts to monitor markets and commercial activities in order to crack down on price manipulation and violations and protect consumer rights.
 
The inspection campaigns resulted in fining shops for failing to display prices and Arabic labels, as well as offering unlicensed discounts in violation of law number (8) of 2008 and decision number (5) of 1984 regarding discounted sales (promotions). The first and second violations resulted in fines of QR6000 while the third violation resulted in a fine of QR5000.
 
The ministry stressed that it will not tolerate any violations of the Consumer Protection Law and its regulations, and will intensify its inspection campaigns to crackdown on violators. The ministry said it will refer those who violate laws and ministerial decrees to competent authorities, who will in turn take appropriate action against perpetrators in order to protect consumer rights..

The Ministry of Economy and Commerce announced an initiative of granting licenses to practice business activities at home.


– Initiative is designed to regulate the business environment and create an encouraging investment environment for entrepreneurs and small business owners to encourage and motivate them towards production and self-employment
– The activities that can be practiced at home include: sewing, events services, electronic services, business services, cosmetic activities and food activities.
– The granted license should only be tied  to one activity only. In other words, the person should not hold more than one license per home.
– The commitment to place an informative board at the entrance of the house which shows the brand name of the activity and the license number.
  The desired business activity to be licensed shall not affect the traffic in the area, or cause disturbance to the residents of the area.
The commitment not to engage in direct sales to the public from the house.
– 1020 QR annual fees for issuing business license.
 
As part of the efforts of the Ministry of Economy and Commerce to regulate the business environment and create an encouraging investment environment for entrepreneurs and small business owners to encourage and motivate them towards production and self-employment and after issuing  the Ministry’s  decision No. 242 for 2016 regarding the guidelines, requirements and procedures for granting licenses to practice  business activities at home, the Ministry of Economy and Commerce announced an initiative of granting licenses to practice business activities at home. The initiative grant licenses to practice business activities at home that do not require high costs, depend on personal skills, do not utilize disturbing equipment or hazardous materials and aimed to make profit and provide living costs to the licensee and his family.
This initiative aims to regulate practicing business activities at home, opening up areas for entrepreneurs and owners of small businesses and encourage them to be creative and develop and support their abilities and ideas, to invest in their own projects through allowing them to engage in certain business activities from their homes, which constitute a motive for the expansion and development of their projects and the opening of shops that will contribute to the economic development and economic diversity.
The initiative for granting licenses to practice business activities at home identified the permitted activities that can be practiced at home which include: sewing, events services such as (filming weddings and events, creating antiques and gifts, preparing and packaging gifts, designing cards and gifts by hand, and coordinating natural and artificial flowers) in addition to electronic services which include (electronic computer-based designs with the exception of engineering designs which falls within the speciality of engineering companies), and business services such as cooking services, copying, packaging and binding school textbooks, and cosmetic activities such as the preparation of perfumes, dkhoun and beauty products, in addition to food activities such as preparation of coffee, spices and meals.
The ministry has identified the general conditions for granting licenses to practice business activities at home such as the applicant should be at least 18 years old , and a resident of the house. In addition, the desired business activity, to grant a license for should be among other activities with operational specifications that are consistent with the residential life, and the urge to obtain the necessary approvals to practice the requested business activity from the competent authorities, and to provide a completion of construction certificate along with the application as well as a civil defence certificate in the case of cooking activity.
The initiative identified general regulations for granting licenses to practice business activities at home which include: the license should be tied to one activity only and the person should not hold more than one license per home, the commitment to place an informative board at the entrance of the house which shows the brand name of the business activity and the license number, the obligation not to display any advertising or promotional boards or flags or any striped boards either on the house or its exterior walls, and the activity to be licensed shall not affect traffic in the area, or cause disturbance to residents of the area or increase waste, and the commitment not to engage in direct sales to the public from home i.e. home delivery.
Regarding business license fees, which has to be obtained every year, it has been set to be 1020QR.
The Ministry of Economy and Commerce called all concerned entrepreneurs and small business owners to abide by the regulations, requirements and procedures for granting a licenses to practice business activities at home and urged them to provide innovative products and a variety of services through practicing business activity that will add a commercial and positive value in the region.
It should be noted that the Ministry of Economy and Commerce has launched several initiatives in order to regulate the business environment and create a conducive investment environment for the private sector and entrepreneurs, such as the initiative to regulate street vendors’ businesses.
