H.E. the Minister of Commerce & Industry meets with a delegation of the Association of Southeast Asian Nations

His Excellency Sheikh Mohammed bin Hamad bin Qassim AlThani, Minister of Commerce &Industry, met with a delegation of the Association of Southeast Asian Nations (ASEAN), headed by H.E. Mr. Ridwan Hassan, Ambassador of the Republic of Indonesia to Qatar, and featuring the participation of heads of diplomatic missions of ASEAN member States.

During the meeting, the officials previewed the relations between Qatar and ASEAN, in the trade, industrial and investment fields, as well as ways to enhance and develop them.

H.E. the Minister of Commerce & Industry highlighted the economic policies Qatar had put in place to support the private sector, including the incentives, legislation, and investment opportunities made available in Qatar.

It is worth noting that the volume of trade exchange between Qatar and ASEAN amounted to nearly U.S. $8 billion in 2020, equivalent to 10.2% of Qatar’s total foreign trade.

The Ministry of Commerce & Industry cracks down on 112 violations during November 2021

Last month, the Ministry of Commerce &Industry carried out extensive inspection campaigns. These were to monitor the extent to which suppliers (retail outlets) comply with their obligations stipulated in the laws and Ministerial decisions concerned with consumer protection, within the framework of the Ministry’s keen efforts to monitor markets and commercial activities in the country, in a bid to control prices and uncover violations to protect consumer rights.

The inspection campaigns resulted in seizing 112 different violations. These included displaying expired products; describing the commodity, advertising it, or displaying it in a manner that contains false or deceptive information; and failure to guarantee that the performed service during a period of time is commensurate with the nature of that service, to refund the amount paid by the recipient of the service or to perform it again in an appropriate manner.

The violations also included failure to write all the explanatory information about the displayed commodity, non-compliance with the price bulletin of vegetables and fruits and non-compliance with conditions related to religious values, customs and traditions.

Penalties imposed on retail outlets included administrative closures and fines ranging between QAR 5,000 and QAR 30,000, as per the laws and decisions regulating the work of the Consumer Protection Department.

The authorities concerned with consumer protection at the Ministry received a number of complaints during November. They were dealt with, and necessary measures to resolve them were taken.

The Ministry affirms that it will deal strictly with all those who neglect their obligations under the Consumer Protection Law and its implementing regulations. It stresses that it plans to intensify inspection campaigns to curb such practices. It will refer all those who violate the laws and Ministerial decisions regulating the work of the Department to the relevant authorities to respond appropriately against them to protect consumer rights.

His Excellency Sheikh Mohammed bin Hamad bin Qassim Al Thani, Minister of Commerce & Industry, met with H.E. Dr. Majid Bin Abdullah Al Qasabi, Minister of Commerce and Acting Minister of Media of the Kingdom of Saudi Arabia, currently visiting Qatar.

 

During the meeting, their Excellencies touched on the bilateral relations between the two sibling countries in the commercial, industrial and investment fields, as well as ways to enhance and develop them. The officials moreover discussed aspects of cooperation between the two sides.

Ministry of Commerce and Industry issues report on special licenses for November 2021

The Ministry of Commerce and Industry issued its monthly report on special licenses for November 2021, with the number of licenses granted for sale at reduced prices (discounts) amounting to 195 licenses.

The report indicated that the number of offer licenses including: promotions, special offers, prize draw, and clear and win, amounted to 608 licenses last November: 45 licenses for companies on goods in malls and retail outlets, and 534 licenses for special offers including new prices, buy one and get the other for free, and buy one and get the other at half the price, etc.

The report indicated that the licenses for prize draws granted last November was 28, in addition to one clear and win license.

Ministry of Commerce & Industry carries out joint inspection campaign on factories and commercial outlets in Industrial Area

 

The Ministry of Commerce & Industry, in cooperation with the Ministry of Interior, the Ministry of Municipality and the Ministry of Environment & Climate Change, conducted a joint inspection campaign on factories and outlets in the Industrial Area, to monitor suppliers’ compliance with Law No. (8) of 2008 on Consumer Protection, and the laws and regulations governing the practice of commercial activities in Qatar.

These inspection campaigns are part of the Ministry of Commerce & Industry’s efforts to monitor markets and commercial activities across Qatar, and control prices, as well as detect abuses and commodities that are falsified, counterfeit or non-conforming to standard specifications.

The campaign resulted in the seizure of chemical products and 50 tons of expired gum powder used in manufacturing building materials, in violation of Article No. (6) of Law No. (8) of 2008 on Consumer Protection, which states: “No defective or adulterated commodity shall be sold, displayed, presented, promoted or advertised. The commodity shall be deemed to be adulterated or defective where it does not conform to the prescribed standard specifications, is unfit for use, or has expired.

Violating Law No. (8) of 2008 on Consumer Protection exposes perpetrators to penalties ranging from administrative closure to financial fines between QAR 3,000 and QAR 1,000,000.

The Ministry stressed that it would not tolerate any negligence in terms of meeting obligations stipulated in Law No. (8) of 2008 on Consumer Protection and its implementing regulations, as well as Law No. (5) on Commercial, Industrial and Similar Public Shops, and Street Vendors. The Ministry assures that it intends to intensify its inspection campaigns to control violating practices. Any party who violates laws and Ministerial decisions will be referred to the relevant authorities, who would respond appropriately against violators to protect consumer rights.

Ministry of Commerce & Industry Organizes Workshop on Mechanisms for Combating Harmful Practices in International Trade

The Ministry of Commerce & Industry, in cooperation with the Office of the Technical Secretariat to combat harmful practices in international trade of the GCC States, organized a two-day workshop over December 6-7 focused on mechanisms to combat harmful practices in international trade. The event featured the participation of a number of authorities affected by the issue.

The workshop highlighted the definition of some terms related to harmful practices in international trade, the types of these actions and the World Trade Organization principles and agreements pertaining to detrimental behavior incommercial activities.

The workshop also touched on the procedures for filing a complaint and investigation to serve the local and Gulf Cooperation Council (GCC)industry. It additionally featured the mechanisms of protection against harmful practices in international trade and the GCC industry under the Unified Law for Anti-Dumping and Compensatory and Preventive Measures for Countries of the Cooperation Council for the Arab States of the Gulf, and its implementing regulations.

H.E. Polish President attends inauguration of Poland–Qatar Economic Roundtable

His Excellency Andrzej Duda, President of the Republic of Poland, attended the inauguration of the Poland – Qatar Economic Roundtable,featuring the participation of H.E. Sheikh Mohammed bin Hamad bin Qassim AlThani, Minister of Commerce & Industry.

Organized by the Qatar Chamber, in cooperation with the Embassy of the Republic of Poland in Doha, the roundtable featured the participation of H.E. Mr. Akbar Al Baker, Qatar Airways Group Chief Executive  and Chairman of Qatar Tourism, and H.E.Sheikh Ali Alwaleed AlThani, Chief Executive Officer of the Investment Promotion Agency of Qatar (IPA Qatar) along with a number of senior businesspeople, investors, heads and representatives of major Qatari and Polish companies specialized in various fields.

The roundtable proceedings included a discussion session and presentations on the business environment in Qatar and Poland. The talks also featuredthe investment opportunities available to companies and businesspeople, in addition to shining a spotlight on a number of investment sectors available in both countries.

The roundtable seeks to enhance trade, investment and industrial cooperation between the two nations. It also aims at opening horizons for communication between representatives of the Qatari and Polish private sectors to establish investment projects that serve both countries’ interests.

Ministry of Commerce & Industry carries out joint inspection campaigns on street vendors in Al Mukaynis and Umm Al Zubar

The Ministry of Commerce & Industry, in cooperation with the Ministry of the Interior and the Ministry of Municipality, conducted joint inspection campaigns on street vendors in AlMukaynis and Umm Al Zubar.

These inspection campaigns resulted in the issuance of six violation reports against a number of street vendors, for contravening the laws and practicing activities without a commercial license. The violators were referred to the relevant authorities to take legal action against them.

The inspection campaigns come as part of the Ministry’s efforts to monitor the degree of compliance with laws and regulations governing commercial activities in a bid to uncover and punish violations and infringements.

In this regard, the Ministry stressed that it would not tolerate any negligence in terms of meeting obligations stipulated in Law No. (5) of 2015 on Commercial, Industrial and Similar Public Shops, and Street Vendors, as well as noncompliance with Ministerial Resolution No. (243) of 2016 on the licensing requirements and regulations to engage in street vendor activities.

The Ministry further stated that it would intensify its inspection campaigns to curb such practices and would refer any party that violates laws and Ministerial decisions to the relevantauthorities, who would respond appropriatelyagainst violators to protect consumer rights.

H.E. Undersecretary of the Ministry of Commerce and Industry meets with UNCTAD Secretary-General

H.E. Mr. Sultan bin Rashid Al-Khater, Undersecretary of the Ministry of Commerce and Industry, met with Mrs. Rebeca Grynspan, Secretary-General of the United Nations Conference on Trade and Development (UNCTAD), on the sidelines of his official visit to UNCTAD’s headquarters in Geneva, Switzerland.

During the meeting, the officials discussed bilateral relations between Qatar and UNCTAD, as well as the means to support international efforts to address the current global challenges.

In this context, H.E. the Undersecretary of the Ministry of Commerce and Industry expressed his aspiration to further consolidate cooperation between the two sides, especially with regard to trade policies.

Qatar chaired the United Nations Conference on Trade and Development in 2012, over a period of four years. Thus, it was the first Arab country to chair the Conference. During that period, Qatar hosted the 13th UNCTAD in Doha.

Ministry of Commerce & Industry shuts down shop retail outlet in Al-Gharrafa

The Ministry of Commerce & Industry has announced the closure of a car maintenance shop in Al-Gharrafa. This is due to its noncompliance with public and private requirements, and its violation of the Ministry’s circular regulatingbusinesses of commercial stores engaged in car maintenance and repair activities in cities and commercial streets.

This measure comes as part of the Ministry’s efforts to monitor and regulate markets and commercial activities across Qatar, and to assess the degree of compliance with laws and regulations governing commercial activities, in a bid to uncover and crack down on violations.

The Ministry stressed that it would neither tolerate any negligence in terms of meeting obligations stipulated in Law No. (5) of 2015 on Commercial, Industrial and Similar Public Shops, and Street Vendors, nor would it allow violating the circular regulating businesses of commercial stores engaged in car maintenance and repair activities in cities and commercial streets.

Ministry of Commerce and Industry issues circular regarding refraining from trading goods bearing logos and symbols that are non-compliant with Islamic values, customs, and traditions

The Ministry of Commerce and Industry has issued a circular regarding refraining from trading goods bearing logos and symbols that are non-compliant with Islamic values, customs, and traditions, after it recently noticed that some shops and major shopping malls have been displaying, selling and promoting products bearing logos, colors, and designs that violate common decency.

The circular comes within the framework of the Ministry’s efforts to control markets and ensure that suppliers, traders, and shopkeepers in Qatar abide by their obligations in the field of protecting consumer rights, preserving Islamic values and respecting the customs, traditions, and cultural heritage of the country, as stipulated by Law No. (8) of 2008 on Consumer Protection, in which Article (2) states: “The basic rights of a consumer shall be guaranteed under the provisions of this Law. No person may conclude any agreement or conduct any activity that prejudices such rights, in particular, the following: […] The right of respect of religious values, customs and traditions.

Article (16) of the same law also states that the supplier shall be liable for any damage resulting from the usage and consumption of the commodity.

The Ministry emphasized that practicing commercial activities and trading goods and services must take place while maintaining respect for the values of the Islamic religion, and with adherence to the customs and traditions of Qatari society.

It calls upon merchants and those in charge of shops and shopping malls to take this intoaccount when devising their commercial policies, to abide by the circulars issued by the Ministry, and to ensure that products provided to the consumer are of highquality.

As per the circular, all merchants and major shopping malls operating in Qatar must abide by the following:

1. Coordinating with import sources before supplying any products for the purpose of trading in the Qatari market and ensuring that the products neither promote nor carry logos, designs, symbols or expressions that do not comply with the teachings of the Islamic religion, or violate common decency, customs, and traditions.
2. Committing to refraining from displaying any goods in shop fronts that would violate common decency, as well as the nation’s traditions and customs; refraining from using inappropriate gifts and packaging materials or marketing and promoting products bearing slogans, symbols, or phrases with immoral connotations that violate the religious and cultural values of the community.
3. Refraining from publishing any images, audio clips, visual or other materials with immoral or indecent content.

The Ministry stresses that it is working in coordination with the concerned authorities to take the necessary measures to prevent the trade of products that violate basic consumer rights.

The Ministry also assured that it will not tolerate any negligence in terms of meeting obligations stipulated by Law No. (8) of 2008 on Consumer Protection, and its implementing regulations, and that it will intensify its inspection campaigns to crack down on violations.

Any party that violates laws and Ministerial decisions will be referred to the relevant authorities, who will take appropriate measures, which are:

A fine up to one million Qatari riyals.
Administrative closure for a period of three months.
Cancellation of the commercial license, and banning the violator from practicing any commercial activity.

The Ministry additionally calls upon all consumers to report any goods bearing logos or designs that violate customs and traditions, and to specify their locations so that the Ministry’s inspectors can take the necessary measures, through the following communication channels:

H.E. Undersecretary of Ministry of Commerce & Industry holds a series of significant bilateral meetings

 

His Excellency Sultan bin Rashid Al Khater, Undersecretary of the Ministry of Commerce &Industry, held a series of bilateral meetings with a number of officials on the sidelines of his official visit to trade and intellectual property international organizations, located in Geneva, Switzerland.

H.E. Mr. Al Khater met with H.E. Dr. Ngozi Okonjo-Iweala, Director-General of the World Trade Organization (WTO).

H.E. Mr. Al Khater stressed Qatar’s firm commitment to WTO principles and agreements and its support for member states’ efforts aimed at preserving the WTO’s vital role in consolidating the ideologies of international trade.

H.E. Mr. Al Khater thanked H.E. Mrs. Iweala for her efforts in this endeavor, praising her participation in the Qatar Economic Forum, Powered by Bloomberg, which took place last June.

During the meeting, officials discussed ways to enhance Qatar-WTO cooperation, and mechanisms to support the negotiations currently taking place within the framework of the Organization, to address the challenges facing the multilateral trading system globally.

H.E. Mr. Al Khater also met with H.E. Mr. Daren Tang, DirectorGeneral of the World Intellectual Property Organization (WIPO).

The meeting touched on the distinguished cooperation between Qatar and the WIPO, and  discussed aspects of strengthening the partnership between the two sides.

H.E. Mr. Al Khater stressed Qatar’s firm commitment to WIPO’s principles and agreements. Qatar is seeking to join a number of additional WIPO conventions and is an active participant in several aspects related to the Organization’s negotiations, H.E. Mr. Al Khater stated, further pointing out the State’s support for all efforts to reach an international agreement on protecting broadcasting organizations against piracy.

H.E. Minister of Commerce & Industry meets with BVMW delegation

 

His Excellency Sheikh Mohammed bin Hamad bin Qassim Al-Thani, Minister of Commerce & Industry, met with a delegation from the German Federal Association of Small and Medium Enterprises (BVMW) headed by Mr. Markus Jerger, BVMW Executive Director.

During the meeting, the officials discussed ways to promote trade and economic cooperation between Qatar and Germany.

 

H.E. the Minister of Commerce & Industry witnessed the signing of a memorandum of understanding (MoU) between the Investment Promotion Agency of Qatar (IPA Qatar) and BVMW, to establish a representative office in Qatar, creating the BVMW’s first-ever headquarters in the Gulf Cooperation Council (GCC) region.

The MoU was signed by H.E. Sheikh Ali Alwaleed Al-Thani, Chief Executive Officer, IPA Qatar, and Mr. Jerger.

 

H.E. the Minister praised this major step, indicating it reflects the keenness of the Qatari and German governments to consolidate their strategic partnership. This is especially in light of the two sides’ common denominators, which have been translated into initiatives to enhance Qatari-German trade and investment exchange.

 

H.E. added that the MoU would allow German Small and Medium-Sized Enterprises (SMEs) to learn and benefit from the investment opportunities and advantages available in Qatar. The MoU moreover offers them the possibility of expansion into various markets in the region, H.E. further noted.

 

Scheduled to start its operations in Doha early next year, the office aims to strengthen Qatari-German relations in the business field by connecting the 9,000 BVMW members with their Qatari counterparts.

H.E. Minister of Commerce and Industry meets GCC Secretary-General

His Excellency Sheikh Mohammed bin Hamad bin Qassim Al-Thani, Minister of Commerce and Industry, met with His Excellency Dr. Nayef bin Falah Al-Hajraf, Secretary-General of the Gulf Cooperation Council (GCC), and his accompanying delegation that is currently visiting Qatar.

 

The meeting featured a number of topics and issues of common interest to Gulf countries in the commercial and industrial fields.

 

During the meeting, officials touched on the efforts exerted by the GCC states to confront the economic and trade challenges resulting from the repercussions of the coronavirus outbreak, the stage of recovery from the pandemic, and ways to enhance the process of joint cooperation for the benefit of the GCC states and their peoples.

Signing of agreement between Ministry of Commerce and Industry and Georgetown University in Qatar

The Ministry of Commerce and Industry and Georgetown University in Qatar (GU-Q) have signed an agreement to devise a training program titled the “APMG Certified Public-Private Partnerships Program”, with the support of GU-Q.

 

The agreement was signed by Mr. Nasser Al-Muhannadi, Director of Finance and Administrative Affairs at the Ministry, and Dr. Clyde Wilcox, Dean of QF partner Georgetown University in Qatar (GU-Q).

 

The signing of the agreement comes within the framework of the Ministry’s commitment to strengthen the partnership between various government agencies and to hone specialists’ expertise in Public-Private Partnership projects.

 

As part of the agreement, the two sides agreed that Georgetown University would design and deliver a structured certification public-private partnership (PPP) program credited by APM Group Limited (APMG), a global accreditation and examination institute, and with the support of GU-Q.

 

“We are proud to leverage Georgetown University’s significant resources and expertise in support of the Qatar National Vision 2030, and to promote public-private collaboration that drives Qatar’s development through successful PPP implementation,” said Dr. Wilcox.

 

The program includes specialized virtual workshops that simulate the needs of the Ministry and the participating parties in line with Qatari law and the country’s regulatory and executive guidelines. The workshops are aimed at honing participants’ skills, enhancing their abilities, and enabling them to proficiently manage the selection, analysis, implementation, and monitoring of PPP projects.

 

Participants in the PPP capacity-building workshops include a number of MOCI officials and employees, as well as a diverse cohort from different government entities.

 

Successful completion of the program will earn participants the internationally recognized APMG PPP Professional Certification in addition to a Georgetown University certificate of completion.

 

The APMG PPP Certification Program is endorsed by the World Bank Group (WBG), the European Bank for Reconstruction and Development (EBRD), the Asian Development Bank (ADB), the Inter-American Development Bank (IDB), the Islamic Development Bank (IsDB), among others with a shared vision of enhancing PPP performance globally.

H.E. Minister of Commerce & Industry chairs Qatar’s delegation participating in the meetings of the 37th session of Standing Committee for Economic & Commercial Cooperation of the Organization of Islamic Cooperation (COMCEC)

His Excellency Sheikh Mohammed bin Hamad bin Qassim AlThani, Minister of Commerce &Industry, chaired Qatar’s delegation participating in the meetings of the 37th session of the Standing Committee for Economic &Commercial Cooperation of the Organization of Islamic Cooperation (COMCEC), presided by His Excellency Mr. Recep Tayyip Erdogan, President of the Republic of Turkey, in Istanbul, over November 24-25, 2021.

During the session, the COMCEC Strategy Implementation Report was discussed, in addition to showcasing the Organization of Islamic Cooperation (OIC) Program of Action for the period 2016-2025 (OIC-2025: Program of Action). The OIC General Secretariat submitted a report on the progress and latest developments in terms of implementing the OIC-2025: Program of Action.

The meeting also shed light on global economic developments, with special reference to the socioeconomic impacts of the COVID-19 pandemic on OIC member States. In this regard, the Statistical, Economic and Social Research and Training Center for Islamic Countries (SESRIC) presented its annual report on global economic developments, in light of which the member countries previewed their experiences pertaining to recent economic developments.

Moreover, the meeting touched on several issues related to intra-OIC trade among the OIC member States. H.E. Mr. Sultan bin Rashid Al Khater, Undersecretary of the Ministry of Commerce and Industry, met with a GCC Accreditation Center (GAC) delegation, headed by H.E.Eng. Ahmed Al Mutery, GAC Director General, who is currently visiting Doha.

Ministry of Commerce & Industry conducts inspection campaign on street vendors in Abu Nakhla

The Ministry of Commerce & Industry oversawan inspection campaign on street vendors in Azab Complex, Abu Nakhla. This was to monitor the extent to which suppliers (street vendors) adhere to their obligations stipulated in Law No. (5) of 2015 on Commercial, Industrial and Similar Public Shops, and Street Vendors, as well as their commitment to Ministerial Resolution No. 243 of 2016 on the licensing requirements and regulations to engage in street vendor activities.

This inspection campaign resulted in the issuance of seven violation reports against a number of street vendors, for practicing theiractivities without commercial licenses. The violators were referred to the relevant authorities to take legal action against them.

The inspection campaigns come as part of the Ministry’s efforts to monitor the degree of compliance with laws and regulations governing commercial activities in a bid to uncover and deal with violations and infringements.

The Ministry stressed that it would not tolerate any negligence in terms of meeting obligations stipulated in Law No. (5) of 2015 on Commercial, Industrial, and Similar Public Shops, and Street Vendors, as well as noncompliance with Ministerial Resolution No. 243 of 2016 on the licensing requirements and regulations to engage in street vendor activities.

The Ministry further stated that it would intensify its inspection campaigns to curb such practices and would refer any party that violates laws and Ministerial decisions to competent authorities, who would respond appropriatelyagainst violators to protect consumer rights.

Ministry of Commerce and Industry Organizes Workshop on Essential Consumer Protection and Combating Commercial Fraud Measures for FIFA World Cup Qatar 2022

 

The Ministry of Commerce and Industry, in cooperation with the International Federation of Association Football (FIFA), organized a training workshop on the essential measures to protect consumers and combat commercial fraud during the FIFA World Cup Qatar 2022.

 

This workshop came within the framework of the Ministry’s efforts to implement and adopt best practices in preparation for Qatar’s hosting of the FIFA World Cup Qatar 2022.

 

Moreover, the Ministry is keen to raise the efficiency of judicial control officers, develop their capabilities, and provide them with new methods and means to distinguish between original and counterfeit goods of all forms and types.

 

The workshop addressed a number of topics related to the types and forms of commercial fraud in the context of preparations to host the World Cup, including shedding light on laws and legislation related to consumer protection, Law No. (8) of 2008 on Consumer Protection, and Law No. (10) of 2021 regarding the Measures for Hosting the FIFA World Cup Qatar 2022.

 

The training workshop also featured ways to protect the rights of joint-stock companies, brand value, and the companies whose rights FIFA protects to use their trademarks. Additionally, the workshop touched on the mechanisms for identifying officially licensed products, and the unauthorized use of trademarks and designs affiliated with FIFA and the FIFA World Cup Qatar 2022. It also showcased a number of inspection campaigns in Qatar that resulted in the seizure of counterfeit products violating FIFA trademarks.

 

A committee was formed at the Ministry of Commerce and Industry called the ‘Committee to Follow-up on Instructions and Guidance regarding Measures to Host the FIFA World Cup Qatar 2022 related to the Ministry’. The committee is concerned with providing all aspects of the necessary support within the framework of the Ministry’s competencies and in accordance with Law No. (10) of 2021.

 

The committee shall additionally coordinate with other Ministries to facilitate the implementation of measures to host the FIFA World Cup Qatar 2022.

His Excellency Sultan bin Rashid Al Khater, Undersecretary of the Ministry of Commerce and Industry, chaired the Economic and Commercial Cooperation Session organized within the fourth annual Qatar-U.S. Strategic Dialogue, taking place in Washington DC.

 

On the Qatari side, representatives of a number of government agencies and relevant bodies participated in the session including the Ministry of Commerce and Industry, the Ministry of Finance, the Investment Promotion Agency, the Qatar Investment Authority, the Qatar Central Bank, the Qatar Development Bank, and the US-Qatar Business Council.

 

During his speech at the session, H.E. the Undersecretary of the Ministry of Commerce and Industry stressed that the meeting represented the longstanding ties between the two nations and reaffirmed their mutual commitment to strengthening the economic and commercial cooperation between the State of Qatar and the United States of America.

 

Qatar has taken unprecedented measures to limit the virus’s impact, both socially and economically, including economic stimulus packages, H.E. Mr. Al Khater stated.

 

Qatar’s national vision, QNV 2030, emphasizes the importance of women’s participation in strengthening and building the future of Qatar, H.E. affirmed, noting in this regard that Qatar today had the highest rate of female economic participation in the Arab world and that many Qatari women occupied leading and executive roles in both the public and private sectors.

 

Qatar is pursuing economic diversification to gradually reduce its dependence on hydrocarbon industries, and move toward a knowledge-based economy, H.E. stated.

 

Qatar will continue to expand and modernize its world-class transportation and communications infrastructures to bolster trade and logistics, H.E. Mr. Al Khater affirmed.

 

H.E. Mr. Al Khater indicated that Qatar hosted about 120 wholly-owned U.S. companies, and 640 U.S.-Qatar joint ventures.

 

H.E. said Qatar is on its way to becoming a regional hub for technological innovation. The State has created special economic zones to attract foreign capital, particularly in the fields of logistics, FinTech, and advanced manufacturing, H.E. Mr. Al Khater pointed out, further stating that these distinct commercial areas provided significant fiscal and regulatory incentives, in addition to infrastructure support.

The State of Qatar participated in the India-GCC Business Conference, which was organized by the Indian Chamber of Commerce and Industry within India’s pavilion at Expo 2020 Dubai.

The inauguration was attended by H.E. Mr. Akbar Al Baker, Qatar Airways Group Chief Executive and Chairman of Qatar Tourism, H. E Mr. Mohamed Bin Ahmed Twar Al Kuwari, First Vice-Chairman of Qatar Chamber, and a number of ambassadors and businessmen.

After the inauguration ceremony, H.E. Mr. Al-Khater toured the exhibition to look at the various pavilions, services, and products offered by the participating companies and institutions.

On inaugurating the exhibition, H.E. Ministry of Commerce & Industry participates in Challenge and Innovation Forum

The Ministry of Commerce & Industry is participating in the Challenge and Innovation Forum (CIF) Qatar 2021, organized by the Ministry of Sports and Youth represented by the Qatar Scientific Club, under the slogan With Mind, We Solve Problems’, taking place over five days from November 7-11, at the Qatar National Convention Center.

The Ministry’s participation comes in the form of a special pavilion, with aims at enhancing the protection of intellectual property rights, widely disseminate information thereon and achieve the desired benefit from them.

During its participation in the Forum, the Ministry is showcasing the most significant initiatives in the field of intellectual property rights protection, and the laws and legislations that have been issued to protect these entitlements. In addition, the Ministry is highlighting the most prominent e-services it provides in this field, as well as pointing out patent registration mechanisms for all participants in the Forum, and the procedures followed to this end.

For her part, Mrs. Amna Al-Kuwari, Director of the Intellectual Property Rights Protection Department at the Ministry of Commerce &Industry, participated in a panel discussion entitled ‘Innovation and Sustainable Development’. During the debate, she previewed the department’s role in terms of patents, as well as the part played by international organizations in patent-related issues.

Mrs. Al-Kuwari further highlighted the initiative of the Ministry of Commerce & Industry, in cooperation with the World Intellectual Property Organization (WIPO) in terms of establishing technology and innovation support centers, as they represent an important reference for innovators wishing to patent their inventions as per the highest international standards.

The Challenge and Innovation Forum is one of the activities taking place under Doha, Capital of Culture in Islamic World, and includes a number of competitions, interactive events and scientific programs aimed at motivating and encouraging inventors from all over the world.

The Ministry of Commerce & Industry cracks down on (103) violations during October 2021

The Ministry of Commerce & Industry carried out extensive inspection campaigns in October 2021, to ensure the compliance of suppliers (retail outlets) with laws and Ministerial decisions related to consumer protection. The inspection campaigns come within the framework of the Ministry’s efforts to monitor markets and commercial activities in the country, in a bid to crack down on price manipulation, uncover violations and protect consumer rights.

The inspection campaigns resulted in the seizure of (103) violations including failure to issue invoices in Arabic; not offering information related to the displayed commodity in Arabic; failure to comply with the mandatory price bulletin of vegetables and fruits, failure to guarantee that the performed service during a period of time is commensurate with the nature of that service, to refund the amount paid by the recipient of the service, or to perform it again in an appropriate manner; failure to provide a detailed monthly report on submitting prizes under a promotional offer, as of the draw date and until delivering the last prize; non-compliance with the form and format of the promotion advertisement approved by the competent department; making a promotional offer without obtaining the necessary license from the competent department; and displaying expired products.

Penalties imposed on retail outlets included administrative closures and fines ranging between QAR 5,000 and QAR 30,000, as per the laws and decisions regulating the work of the Consumer Protection Department.

The Ministry affirms that it will strictly deal with all those who neglect their obligations under the Consumer Protection Law and its implementing regulations. The Ministry of Commerce and Industry is organizing an interactive campaign to support Qatari products, by displaying models of the most prominent Qatari industries until November 7, 2021, in shopping malls.

 

This step comes as part of the campaign to support Qatari products launched by the Ministry throughout 2021, to support local products and market them directly in the local markets. Moreover, the campaign seeks to raise awareness among consumers of the importance of national products and encourage them to give priority to purchasing them, in addition to supporting entrepreneurs and investors and providing them with the opportunity to have easy access to consumers.

 

Audiences will also be able to learn about prominent local products, and the mechanisms used in the various stages of manufacturing and production, as well as the relevant vital information and statistics.

 

The campaign has witnessed cooperation and coordination with a number of malls, and markets in Qatar, with the aim of building models of a number of local products in various sectors in Qatar. These include the manufacture of building materials, electrical equipment, furniture, furnishings, wood, textiles, medicines, paper, and food products. These models also have labels identifying all relevant industrial details, in terms of the number of factories and their products. Additionally, these models have been built in an attractive and interactive manner.

 

The campaign activities include filming a number of video clips in selected places, showing the stages of installing models and the public’s interaction with the campaign, to be then shared on all the Ministry’s official social media accounts.

 

The Ministry of Commerce and Industry launched its campaign to support Qatari products during the past year. Throughout the campaign, a number of printed and visual materials were developed and published on the Ministry’s various platforms and social media accounts. Campaign materials included publications on the most prominent local industries, and the number of factories operating in their scope of specialty, and their products, in addition to producing short films on national products and the manufacturing mechanisms that they go through. Moreover, the campaign witnessed the inauguration of two Ministry pavilions in the Mall of Qatar and Doha Festival City, to introduce Qatari products and industries.

H.E. Minister of Commerce and Industry participates in Arab Trade Ministers preparatory meeting for WTO’s 12th Ministerial Conference

His Excellency Sheikh Mohammed bin Hamad bin Qassim Al-Abdullah Al-Thani, Minister of Commerce and Industry, participated in the preparatory meeting of the Trade Ministers of the Arab countries, which is hosted by the Kingdom of Saudi Arabia via video conferencing, as part of preparations for participation in the 12th World Trade Organization (WTO) Ministerial Conference, taking place from November 30 until December 3, 2021, in Geneva, Switzerland.

 

Officials discussed topics on the meeting’s agenda related to the preparation for participation in the 12th WTO Ministerial Conference. The topics included the organization’s response to the corona pandemic, multilateral negotiations, including fishery and agriculture negotiations, as well as special and preferential treatment rights for developing countries and LDCs. Trade and investment ties between Qatar and Turkey have witnessed significant growth. The volume of trade exchange between the two countries amounted to about one billion USD from January to August 2021.

Moreover, the number of Turkish companies operating in Qatar amounted to about 675 companies, including 38 companies wholly owned by the Turkish side and 636 companies established in partnership between the Qatari and Turkish sides, in addition to one Turkish company licensed under the Qatar Financial Centre.

H.E. Minister of Commerce & Industry witnesses the signing of MoU between IPA Qatar and Credit Suisse

His Excellency Sheikh Mohammed bin Hamad bin Qassim Al-Abdullah Al-Thani, Minister of Commerce & Industry and Chairman of IPA Qatar, and Antonio Horta Osorio, Chairman of the Board of Directors of Credit Suisse Group, witnessed the signing of a Memorandum of Understanding (MoU) between the Investment Promotion Agency Qatar (IPA Qatar) and Credit Suisse.

The MoU aims to further bolster the financial services sector by accelerating the business growth of Credit Suisse in Qatar, and the wider Middle East region.

The MoU was signed by Sheikh Ali Alwaleed Al-Thani, CEO of IPA Qatar and Thomas Gottstein, CEO of the Group, Credit Suisse.

According to the terms of agreement, IPA Qatar will support the Swiss bank in deepening its onshore footprint in the market. Additionally, the MoU entails the establishment of a Global Technology Innovation Centre in Doha, which will act as a repository of knowledge, and as a resource pool for multiple business areas within Credit Suisse. The centre is expected to develop local talent, and support innovation research and development through specialized programs.

The new partnership also paves the way for future collaborations between IPA Qatar and Credit Suisse across other fast-growing sectors, such as financial technology.

 

Qatar participates in GCC meetings of Ministerial Committees on Trade and Industry

 

Qatar participated in the 61st meeting of the GCC Commercial Cooperation Committee, the third meeting of the GCC Ministerial Committee for Standardization Affairs, as well as the 48th meeting of the GCC Industrial Cooperation Committee, which were held in Manama, Kingdom of Bahrain.

 

The State of Qatar’s delegation in the meetings was headed by His Excellency Sultan bin Rashid Al-Khater, Undersecretary of the Ministry of Commerce and Industry.

 

The meetings discussed a number of topics and issues listed on the agenda, in addition to taking the appropriate pertaining decisions.

 

H.E. the Undersecretary of the Ministry of Commerce and Industry also attended the consultative meeting convening Their Excellencies the Ministers of Commerce and Industry, and Their Excellencies the Chairmen in the GCC Chamber Federation, with the participation of H.E. H.E. Undersecretary of Ministry of Commerce and Industry meets US Congress delegation

His Excellency Sultan bin Rashid Al-Khater, Undersecretary of the Ministry of Commerce and Industry, met today with a delegation of Congress members from the United States which is currently visiting the country.

The meeting was attended by H.E. Ambassador of the State of Qatar to the United States of America, Sheikh Meshal bin Hamad Al-Thani.

H.E. the Undersecretary of the Ministry of Commerce and Industry highlighted the economic policies that Qatar had adopted and their contribution to abolishing restrictions on foreign investment and creating more investment opportunities for American companies wishing to invest in Qatar.

 

Qatar and the US enjoy close economic and trade relations. Qatari-US bilateral trade reached $3.2 billion during the period from January until August 2021. The US is Qatar’s fifth trading partner and primary source of imports, with the value of Qatar’s imports coming from the US amounting to about $4,108 billion.

 

The Ministry of Commerce and Industry cracks down on 127 violations during September 2021

The Ministry of Commerce and Industry conducted extensive inspection campaigns in September to ensure the compliance of suppliers (retail outlets) with laws and Ministerial decisions related to consumer protection. The campaigns come within the framework of the Ministry’s efforts to monitor markets and commercial activities in the country in a bid to crack down on price manipulation, uncover violations and protect consumer rights.

 

The inspection campaigns resulted in uncovering 127 different violations, including describing the commodity, advertising it, or displaying it in a manner that contains false or deceptive information; failing to provide a detailed monthly report on submitting prizes under a promotional offer, as of the draw date and until delivering the last prize; displaying expired products, failing to guarantee that the performed service during a period of time is commensurate with the nature of that service, to refund the amount paid by the recipient of the service, or to perform it again in an appropriate manner; making discounts and promotional offers without obtaining the necessary license from the competent department; and failing to issue complete invoices.

Penalties imposed on retail outlets included administrative closures and fines ranging between QAR 5,000 and QAR 30,000, as per the laws and decisions regulating the work of the Consumer Protection Department.

The authorities concerned with consumer protection at the Ministry received a number of complaints last September. They were dealt with and necessary measures to resolve them were taken.

The Ministry affirms that it will deal strictly with all those who neglect their obligations under the Consumer Protection Law and its regulations. It stresses that it plans to intensify inspection campaigns to crack down on such practices. It will refer all those who violate the laws and Ministerial decisions regulating the work of the Department to the competent authorities to take appropriate measures against them to protect consumer rights.

H.E. Minister of Commerce and Industry & Acting Minister of Finance participates in UNCTAD 15

 

H.E. Mr. Ali bin Ahmed Al-Kuwari, Minister of Commerce and Industry and Acting Minister of Finance, participated in the Fifteenth session of the United Nations Conference on Trade and Development (UNCTAD 15), hosted by Barbados, via video conferencing from October 3 to7..

 

This year’s edition of the quadrennial conference, held under the theme, ‘From inequality and vulnerability to prosperity for all’, explore ways to  bridge the gap between developed, developing, and the least developed countries, as well as highlighting the pivotal role of trade in achieving comprehensive development and prosperity for countries.

 

At the outset of his speech at the plenary session, H.E. the Minister of Commerce and Industry and the Acting Minister of Finance expressed his thanks and appreciation to the Government of Kenya for its efforts in presiding over the last conference. H.E. also thanked the Government of Barbados for its efforts and commitment to hosting the proceedings of UNCTAD 15, despite the many delays imposed by the COVID-19 pandemic.

H.E. Mr. Al-Kuwari further expressed his appreciation of the Ambassador of the Republic of Tanzania, Ms. Maimuna Tareshi, chair of UNCTAD, for her efforts in coordinating the mechanisms for drafting the new mandate document.

H.E. Mr. Al-Kuwari also thanked the Secretary-General of UNCTAD, the deputy Secretary-General, and the UNCTAD secretariat for preparing and setting up the conference.

 

The challenges posed by the COVID-19 pandemic necessitated the consolidation of efforts to combat the pandemic, not only nationally, but also on a cross-national level, H.E. Mr. Al-Kuwari said, further explaining that the crisis underscored the importance of joint and multilateral international action.

 

H.E. Mr. Al-Kuwari added that the pandemic had affected all countries worldwide. Its negative impact has been more pronounced among vulnerable peoples who lack access to basic healthcare and medical equipment and the necessary political, economic, and financial tools to overcome the pandemic’s repercussions, H.E. Mr. Al-Kuwari further stated.

 

In this regard, H.E. Mr. Al-Kuwari emphasized the need to strengthen international collaboration, to develop a coordinated and multilateral response to overcome the consequences of the pandemic, referring to the initiatives adopted by the State of Qatar in this regard.

 

Qatar had provided all means of support to the Global Alliance for Vaccines and Immunization (GAVI), Friends of COVAX Facility (FOF) group, and the World Health Organization (WHO), H.E. Mr. Al-Kuwari added, pointing out that Qatar had also donated thousands of tons in  medical equipment to more than 81 countries.

 

H.E. Mr. Al-Kuwari called on all countries to unite efforts and work side by side to support and develop the work of UNCTAD, by building on past achievements to move forward towards enhancing international cooperation to establish a comprehensive and fair global economic environment for all countries worldwide.

 

In this context, H.E. the Minister stressed the need to devise a road map that would allow developing countries, especially the least developed, to implement practical policies that would enable them to give their people equal access to development benefits.

 

H.E. Mr. Al-Kuwari referred to Qatar’s efforts while presiding over UNCTAD 13, so as to support UNCTAD, as well as diversify and expand its mandate, owing to Qatar’s commitment in its vital role in building a new and innovative approach to multilateral economic relations.

 

Qatar has taken important steps towards devising long-term policies to consolidate comprehensive and equitable development nationally, regionally, and internationally, H.E. Mr. Al-Kuwari further said, pointing out that the State had provided all means of support for international efforts to address various issues, in all international forums, especially the World Trade Organization (WTO).

 

In this context, H.E. Mr. Al-Kuwari reiterated Qatar’s commitment to supporting the role of UNCTAD, especially with regard to initiatives aimed at helping developing countries and least developed countries, underlining Qatar’s keenness to support all UNCTAD efforts to help the Palestinian people.

 

H.E. Mr. Al-Kuwari stressed Qatar’s unwavering determination to continue supporting and standing by the Palestinian people. In cooperation with the United Nations and several of its partners, Qatar is keen on working to direct development and humanitarian projects and financial assistance to low-income families, and to ensure the Gaza Strip receives power supply, H.E. Mr. Al-Kuwari stated.

 

In concluding his address, H.E. the Minister of Commerce and Industry & Acting Minister of Finance voiced hope that UNCTAD 15 would contribute to fostering the ideal environment to achieve the desired goals and objectives, thus paving the way for achieving the 2030 Sustainable Development Goals.

Ministry of Commerce and Industry announces Tamween card delivery service for citizens

The Ministry of Commerce and Industry has announced the launch of a Tamween card delivery service (ration card) to citizens via Qatar Post, thus making it possible to obtain a Tamween card without having to visit the Ministry’s Department of Supply and Strategic Inventory.

 

This initiative comes as part of the Ministry’s efforts to develop services for citizens and to facilitate procedures. This optional service is offered for a fee of QAR 30, the Ministry clarified.

 

Additionally, citizens can pay the Tamween card issuance fees (QAR 50) through the Tamween e-services program on the Ministry’s website, in the event of applying for a new Tamween card or requesting a replacement for a lost or damaged one.

 

When requesting delivery of the Tamween card by post, the citizen benefiting from the service can pay using a debit or credit card via the Tamween e-services program on the Ministry’s website, the Ministry indicated. If the beneficiary fails to receive the card, it shall be returned to the relevant Ministry department.

 

As well as by post the card can also be received from the concerned Ministry’s department, the Ministry confirmed.

His Excellency Sultan bin Rashid Al-Khater, Undersecretary of the Ministry of Commerce and Industry, inaugurated the State of Qatar’s pavilion at Expo 2020 Dubai, taking place from October 1, 2021, until March 31, 2022, under the slogan: “Connecting Minds, Creating the Future”.

 

The inauguration was attended by a number of dignitaries, officials, and elite businessmen and investors from different countries worldwide.

 

In a statement on this occasion, H.E Mr. Al-Khater said that the pavilion, themed: ‘Qatar. The Future is Now’, was a distinguished platform for strengthening commercial, industrial, and investment cooperation relations with the various countries participating in the exhibition. Buttressing such relations contribute to supporting the economic sectors that serve Qatar’s development trends, including the industry, trade, and tourism sectors.

 

H.E. Mr. Al-Khater added that Qatar was keen, during its participation in this year’s international Expo, to shed light on the development that has been achieved in all fields, especially in terms of national industries, the digital transformation of government services, and various creativity and innovation fields, expressing his confidence that the pavilion would be distinguished, iconic, and a source of inspiration for all visitors. 

 

After the inauguration ceremony, H.E. the Undersecretary of the Ministry of Commerce and Industry toured Qatar’s pavilion, during which he was briefed on the most prominent pioneering mega projects that have been completed within the framework of the QNV and the preparations for hosting the 2022 FIFA World Cup, as well as the developmental achievements made by the country in various fields.

 

H.E. Mr. Al-Khater visited GCC countries’ pavilions, during which he was briefed on their advantages and the most prominent services and projects previewed. 

 

For his part, Mr. Nasser bin Mohammed Al-Muhannadi, General Commissioner of the Qatar Pavilion at Expo 2020 Dubai; explained that the country’s march towards achieving its national vision QNV 2030 was highlighted, in addition to shedding light on the incentives and investment opportunities provided by the State to implement its economic diversification plans, as per the Qatar Second National Development Strategy 2018- 2022, Mr. Al-Muhannadi added.  

 

Spanning over about 960 sqm, with a built-up area of 620 sqm Qatar’s pavilion includes two main galleries and exhibition spaces showcasing Qatar’s history and culture, using the latest virtual reality technologies.

 

Qatar’s pavilion reflects a number of sub-themes of Expo 2020 Dubai’s main slogan referring to sustainability, mobility, and opportunities, aligning with Qatar’s present and future vision and outlook.

The State of Qatar is participating in Expo 2020 Dubai, taking place from October 1 until March 31, 2022, under the slogan ‘Connecting Minds, Creating the Future’.

 

Qatar’s pavilion at Expo 2020 Dubai was organized under the theme: ‘Qatar: The Future is Now’, reflecting Qatar’s pioneering position in leading change, considering its vision and successful experiences in facing and overcoming various challenges and global changes, including the COVID-19 pandemic.

In this regard, Mr. Nasser bin Mohammed Al-Muhannadi, Commissioner-General and Chairman of the Preparation Committee for the State of Qatar’s participation in Expo 2020 Dubai, shed light on the events and activities planned to take place in Qatar’s pavilion noting that they will focus on the country’s march towards achieving its national vision QNV 2030 goals.

 

The pavilion will also shine a spotlight on the pioneering mega projects that have been completed to host the FIFA World Cup 2022, in addition to previewing the incentives and investment opportunities provided by Qatar to implement its economic diversification plans, as per the determinants of the National Development Strategy 2018- 2022, Mr. Al-Muhannadi added.

H.E. Minister of Commerce and Industry and Acting Minister of Finance meets businessmen delegation from Cadran League and International Branch of Movement of the Enterprises of France (MEDEF)

H.E. Mr. Ali bin Ahmed Al-Kuwari, Minister of Commerce and Industry and Acting Minister of Finance, met today with a businessmen delegation from the Qatari-French Economic League (Cadran) and the international branch of the Movement of the Enterprises of France (MEDEF), currently visiting the country.

 

The meeting was attended by H.E. Sheikh Ali bin Jassim Al-Thani, Ambassador of the State of Qatar to the French Republic.

 

The meeting featured a discussion of trade, industrial, and investment relations between the two countries, as well as ways to progress them considering the close ties that bind the two friendly countries.

 

During the meeting, the Minister of Commerce and Industry and Acting Minister of Finance stressed that Cadran and MEDEF represent an important milestone in economic relations between Qatar and France and a new building block in bilateral ties.

 

Additionally, they comprise an additional building block in the well-established economic relations between the two countries. H.E. Mr. Al-Kuwari pointed out in this regard the close and historical Qatari-French relations, which have contributed to deepening and strengthening friendship ties between the two sides.

 

The trade exchange between the two countries has played an important role in strengthening economic and trade relations, as the volume of trade between the two nations amounted to 1.36 billion USD in 2020.

 

France is one of Qatar’s most important strategic partners, H.E. Mr. Al-Kuwari explained, adding that the number of French companies operating in Qatar had reached 418, including 68 companies wholly-owned by the French side, 339 companies established in partnership with the Qatari side, 8 companies licensed by the Qatar Financial Centre, and 3 representative offices of the Republic of France.

 

During the meeting, H.E. the Minister of Commerce and Industry and Acting Minister of Finance further stated that Qatar had sought to accelerate the implementation of initiatives and projects aimed at enhancing its economic openness and supporting its position as an ideal destination for business and investment. Qatar has made progress on this endeavor through drafting and issuing legislations that stimulate the foreign private sector, such as the law regulating the investment of non-Qatari capital in economic activity, and the investment free zones law, both of which allow foreign investors ownership of up to 100%, H.E. Mr. Al-Kuwari elaborated.

 

Additionally, Qatar has allowed non-Qatari individuals and businesses real estate ownership in several vital economic and tourist areas in the country, H.E. Mr. Al-Kuwari further pointed out, adding that the State had issued a law to regulate public-private partnership in order to increase the contribution of private sector companies in building, financing, operating, and managing State development projects. In this regard, H.E. called on French companies to benefit from these legislations and to make more investments in the Qatari market.

 

For their part, Cadran and MEDEF praised during the meeting, the distinguished relations between the French Republic and the State of Qatar, stressing the keenness of the French government and private sector to strengthen relations for the benefit of both countries.

 

Cadran is an independent, non-profit organization established in 2015 that includes in its membership major Qatari commercial institutions operating in France and major French companies operating in Qatar, as well as significant figures therein.

Cadran aims to organize various academic and social events annually to promote dialogue and exchange of views between Qatari and French companies in order to gain a better understanding and comprehension of future investment projects.

 

MEDEF is an employer federation founded in 1998. It represents French companies and is greatly important at the level of the French social debate. It seeks to represent French companies vis-à-vis State institutions and unions. It has more than 750,000 member firms.

Under the patronage of His Excellency Sheikh Khalid bin Khalifa bin Abdulaziz Al-Thani, Prime Minister and Minister of Interior, His Excellency Mr. Ali bin Ahmed Al Kuwari, Minister of Commerce and Industry and Acting Minister of Finance, inaugurated today the second edition of the Build Your House 2021 exhibition, taking place from September 20 until September 22, at the Qatar National Convention Center.

H.E. the Minister of Commerce and Industry and the Acting Minister of Finance viewed the various pavilions, services, and products offered by the participating companies and institutions.

 

H.E. Mr. Al Kuwari stressed the importance of the role of the Build Your House 2021 exhibition in shedding light on the construction sector. Qatar has been witnessing a major construction boom, in light of the trend towards completing development projects aimed at achieving the objectives of the Qatar National Vision 2030, as well as at implementing the program for hosting the 2022 FIFA World Cup, H.E. Mr. Al Kuwari added.

H.E. explained that the exhibition provided an opportunity to learn about the most prominent technological developments and the best international practices in the field of environmentally friendly engineering, construction, and interior and exterior design. Moreover, the exhibition comprises an important platform for forming successful partnerships between exhibition visitors, consultants and contracting companies, as well as architecture and interior design institutions, in a way that enhances the investment environment in Qatar, H.E. The Ministry of Commerce and Industry is participating in this year’s edition by organizing a workshop titled “House Building Advice for Consumers”, aimed at providing guidance in this field.

H.E. Mr. Al Kuwari also held separate meetings with a number of Ukrainian Ministers, including H.E. Mr. Oleh Semenovych Urusky, Deputy Prime Minister & Minister for Strategic Industries of Ukraine, and H.E. Mr. Sergii Marchenko, Ukrainian Minister of Finance.

 

The meetings were attended by H.E. Mr. Hadi Nasser Al-Hajri, Ambassador of the State of Qatar to Ukraine.

Mr. Sergii Marchenko, Minister of Finance of Ukraine, co-chaired the second session of the Qatari-Ukrainian Joint Committee for Economic, Commercial and Technical Cooperation, which took place in Kiev, Ukraine from August 31 until September 2.

 

The Joint Committee’s second session was attended by representatives from several government agencies, including the Ministry of Foreign Affairs, Ministry of Commerce and Industry, Ministry of Finance, Ministry of Municipality & Environment, Ministry of Public Health, Ministry of Education & Higher Education, Ministry of Culture & Sports, Qatar Chamber, Qatar Airways, Qatar Development Bank, Free Zones Authority, General Tax Authority, Qatar General Organization for Standardization, the Investment Promotion Agency of Qatar (IPA Qatar), Qatar Investment Authority, Hassad Food, Widam Food, Baladna and Nebras Power.

 

The meeting featured the holding of official talks and previewing aspects of cooperation at the level of various sectors of common interest between the two countries.

 

At the beginning of his opening speech, H.E. Mr. Al Kuwari stressed that Qatari-Ukrainian bilateral relations were based on solid foundations of mutual respect, friendship, and common interests.

 

On the level of economic cooperation, the volume of trade between the two countries increased in 2020 by approximately 60% compared to 2019, despite the economic repercussions of the COVID-19 pandemic on international trade, H.E. Mr. Al Kuwari said.

 

H.E. called to intensify efforts during the next stage to encourage the private sector in both countries to establish sustainable trade and investment partnerships that contribute to furthering relations between the two nations to the level of a comprehensive strategic partnership, as per clear frameworks that serve the development trends of Qatar and Ukraine. In this context, H.E. extended his appreciation of the role of the Ukrainian private sector in Qatar.  At present, 54 joint capital Qatari – Ukrainian companies are operating in Qatar’s economy.

 

H.E. Mr. Al Kuwari stated that Qatar was interested in the efforts made by the Ukrainian government to provide promising investment opportunities in several vital sectors, particularly the maritime sector.

 

Qatari QTerminals Company has been awarded a contract to develop, manage and operate Port Olvia which will support navigational and logistical operations and services in accordance with the highest international standards adopted in this field, H.E. Mr. Al Kuwari said. Port Olvia is one of the most important Ukrainian anchorages located on the Black Sea, H.E. Mr. Al Kuwari pointed out.

 

H.E. Mr. Al Kuwari noted in this regard the State’s keenness to diversify its foreign investment portfolio, in line with its development vision, and in a manner that supports the prosperity of the economies of all its trading partners worldwide, especially Ukraine.

 

Speaking of the Qatari economy, H.E. Mr. Al Kuwari affirmed that Qatar had managed in recent years to make remarkable progress in the process to attain balanced economic growth, owing to the systematic policies put in place by its wise leadership, further stating that the World Bank had confirmed in its latest report the promising growth prospects for the Qatari economy by about 3% and 4.1% in 2021 and 2022, respectively, despite the repercussions of the COVID-19 pandemic.

 

On the business climate and investment environment in Qatar, the State has moved towards instilling its economic openness and enhancing its position as an ideal commercial and expenditure destination, by devising and issuing legislations that stimulate the foreign private sector, H.E. Mr. Al Kuwari stated.

 

Moreover, Qatar has also instilled a policy of establishing effective links with global markets, depending in this regard on its advanced infrastructure, such as Hamad International Airport and Hamad Port, as well as free, logistic, and industrial zones, H.E. Mr. Al Kuwari said,

 

H.E. added that these features represented a prominent impetus for Ukrainian companies to invest in sectors that benefit both countries, as well as expanding towards new markets in the region.

 

At the end of his speech, H.E. Mr. Al Kuwari praised the success of the roundtable on Qatari-Ukrainian investment, held on the sidelines of the Joint Committee’s meeting.

 

This meeting is significant as it is an important opportunity for interaction between the public and private sectors in both countries, in addition to comprising a platform to discuss ways to enhance economic and investment integration between the two nations, H.E. Mr. Al Kuwari noted.

 

During the Committee’s proceedings, the two sides discussed the progress made at the level of the recommendations of the Committee’s first session, in addition to touching on current projects and plans for expanding them, as well as several issues related to enhancing economic, trade and investment cooperation between Qatar and Ukraine in various fields, including industry, agriculture, transportation, health, education, science, technology and culture.

 

The two sides agreed to take the necessary steps to move forward in consolidating trade and investment cooperation between the two countries, with the aim of increasing the volume of transactions between them and facilitating the flow of goods, services, and investments.

At the closing of the second session of the Qatari-Ukrainian Joint Committee for Economic, Commercial and Technical Cooperation, H.E. Mr. Al Kuwari, and H.E. Mr. Marchenko signed the official minutes of the meeting.

 

On the sidelines of the Committee’s work, H.E. Mr. Al Kuwari signed a protocol amending the agreement between the Government of the State of Qatar and the Government of Ukraine on the Avoidance of Double Taxation and the Prevention of Fiscal Evasion with Respect to Taxes on Income.

 

H.E. also witnessed the signing of two MoUs between Widam Food and Baladna on the one side and the Ministry of Agrarian Policy and Food of Ukraine on the other. From the Qatari side, the MoUs were signed by Mr. Mohamed Badr Al Sada, Chairman of Widam Food and Vice Chairman of Baladna.

On this occasion, H.E. expressed his appreciation of the Qatari and Ukrainian sides’ efforts to consolidate the partnership between the two countries.

Within the framework of the 90th edition of Izmir International Fair H.E. Undersecretary of the Ministry of Commerce and Industry participates in Izmir Business Days via video conferencing

H.E. Mr. Sultan Bin Rashid Al-Khater, Undersecretary of the Ministry of Commerce and Industry, participated in the opening session of the Izmir Business Days forum, taking place virtually on September 2 and 3, 2021, within the framework of the 90th edition of the Izmir International Fair

During his speech at the session, H.E. Mr. Al-Khater praised the distinguished bond of fraternity between Qatar and Turkey. This relationship has been established under the wise leadership of His Highness the Amir, Sheikh Tamim bin Hamad Al Thani, and his brother, H.E. Mr. Recep Tayyip Erdogan, President of the Republic of Turkey, H.E. Mr. Al-Khater added.

The Qatari-Turkish relations stem from joint views and positions, and shared visions in various fields, H.E. Mr. Al-Khater stated, further adding that this had reflected positively on the volume of Qatari-Turkish trade, amounting to about 1.9 billion USD in 2020, despite the economic repercussions of the COVID-19 pandemic on international trade.

At the investment level, H.E. Mr. Al-Khater pointed out that over 636 Qatari-Turkish joint companies were operating in Qatar, in the trade, contracting, and information technology sectors. Qatar is also home to 38 wholly-owned Turkish companies, operating in the construction and industrial sectors, H.E. Mr. Al-Khater further stated.

Regarding the Qatari economy, H.E. Al-Khater stressed that Qatar had succeeded in continuing on its path of steady economic growth, thanks to the effective policies established by its wise leadership. These policies supported and motivated the private sector to contribute to the process of achieving economic diversification, in line with the Qatar National Vision 2030, and the Second National Development Strategy 2018-2022, H.E. Mr. Al-Khater added.

Over the past nine decades, the Izmir International Fair has succeeded in becoming an important and diverse platform for exchanging views on global and domestic trends in trade and policymaking, as well as for forging new partnerships.

H.E. Undersecretary of Ministry of Commerce & Industry and H.E. Minister of Foreign Affairs of Republic of Bangladesh chair the 5th session of high-level meeting on Asia-Pacific Regional Review on Implementation of Istanbul Program of Action in Preparation for Fifth United Nations Conference on Least Developed Countries

H.E. Mr. Sultan bin Rashid Al_Khater, Undersecretary of the Ministry of Commerce and Industry, and H.E. Dr. Abul Kalam Abdul Momen, Minister of Foreign Affairs of the People’s Republic of Bangladesh, chaired the proceedings of the fifth session titled: Structural transformation and resilient infrastructure for sustained economic growth, poverty alleviation, and decent work for all, convened within the framework of the high-level meeting on Asia-Pacific Regional Review on the Implementation of the Istanbul Program of Action in Preparation for the Fifth United Nations Conference on the Least Developed Countries for 2011-2020, held from August 30 to September 2, 2021.

 

The fifth session’s proceedings were co-chaired in person by H.E. the Minister of Foreign Affairs of the Republic of Bangladesh, from the headquarters of the United Nations Office in Geneva. For his part, H.E. the Undersecretary of the Ministry of Commerce and Industry co-chaired the session virtually via video conferencing.

During his intervention at the beginning of the session, H.E. the Undersecretary of the Ministry of Commerce and Industry stressed the importance of focusing on sustainable structural transformation to support the growth of the green economy, especially given the increasing repercussions of climate change in various parts of the world, and its impact on the least developed countries (LDCs). H.E. Mr. Al Khater called for a discussion on the various prospects for enhancing sustainable development and structural transformation in LDCs, in light of technological development and green growth initiatives aimed at Rebuilding Better post-Covid-19 pandemic. Moreover, H.E. Mr. Al Khater stressed the need to ensure that strategies aimed at increasing trade exchange and developing productive capacities were oriented towards addressing the context-specific realities of LDCs.

For his part, the Bangladeshi Minister of Foreign Affairs called on the session’s speakers to highlight the issue of structural transformation as a key priority in the zero draft outcome document, which is currently under negotiation, and entails a range of important sub-topics, such as production capacities, private sector development, maintenance and development of infrastructure, and integration into global and regional value chains.

The session featured a number of interventions and presentations by H.E. Mr. Lyonpo Loknath Sharma, Minister for Economic Affairs of Bhutan; Ms. Isabelle Durant, Acting Secretary-General of UNCTAD; Mr. Jamie Leather, Chief of Transport Sector Group, Sustainable Development and Climate Change Department, Asian Development Bank; Ms. Andrea Della Mattea, President of Microsoft Asia Pacific; and Mr. Dominique Burgeon, Director of FAO Liaison Office with the United Nations in Geneva.

The interventions in the discussion session touched on three themes, including mechanisms to enable LDCs in the Asia Pacific region to fully capitalize on technological progress and regulatory best practices for improving infrastructure (physical transport and broadband) to meet the development challenges facing these countries.

Under the second theme, the role of Microsoft as a private company was highlighted in terms of promoting entrepreneurship, innovation, value addition, and bridging the digital divide in LDCs in the Asia-Pacific. The third theme addressed the national and international policies that should be adopted by LDCs to develop the agricultural sector, and to ensure that the said sector was a driver of growth and structural economic transformation.

It is worth noting that the Asia-Pacific Regional Review Meeting on the Implementation of the Istanbul Program in LDCs comes in preparation for the fifth United Nations Conference on the Least Developed Countries, which will be hosted by Qatar in January 2022.  This meeting aims to make a comprehensive assessment of the implementation of the Istanbul Program in the Asia-Pacific LDCs, as well as to share best practices and lessons learned. This meeting also seeks to identify effective international and local policies in light of the outcome of the appraisal, in addition to discussing new and emerging challenges and opportunities and the means to address them.

Under the patronage of the Ministry of Commerce and Industry, Hamad Medical Corporation and Qatar Pharma for Pharmaceutical Industries signed a three-year framework contract agreement for the supply of medicines and medical supplies.

This agreement comes within the framework of the joint efforts of the Ministry of Commerce and Industry and Hamad Medical Corporation to support national industries and to underscore the ability of local products to ensure Qatar’s self-sufficiency.

Commenting on signing the agreement, H.E. Mr. Mohamed Hassan Al-Malki, Assistant Undersecretary for Industry Affairs, stressed that this cooperation came within the framework of the Ministry’s efforts aimed at supporting the role of national companies in achieving the State’s self-sufficiency in its various sectors, especially in the field of pharmaceutical industries, which represents one of the vital sectors at the national and international levels, H.E. Mr. Al-Malki stated.

The initiative instills a true partnership with the private sector, and supports the economic growth of non-oil sectors, in line with the economic diversification plans pursued by Qatar to achieve the objectives of its National Vision 2030 and Qatar National Manufacturing Strategy 2018-2022, H.E. Mr. Al-Malki added.

The agreement was signed by Mr. Mahmoud Saleh Al-Raisi, Chief of Continuing Care Group and Chairman of the Tender Committee at Hamad Medical Corporation, and Dr. Ahmed Mohamed Al Sulaiti, Chairman of Qatar Pharma for Pharmaceutical Industries.

Mr. Abdulbasit Talib Al-Ajji, Director of the National Product Competitiveness Support Department at the Ministry, expressed his happiness at signing the agreement.

The agreement comes as a continuation of the Ministry’s efforts to support national industries through coordination and linking manufacturers and suppliers with government agencies in Qatar to ease the process of purchasing local products and enhances their competitiveness against imported products, thus protecting national products, and increasing consumer access to them, Mr. Al-Ajji said.

Mr. Al-Ajji added that signing the agreement comprised the outset of works that would be completed by signing agreements and contracts with other manufacturers within the medical and other sectors during the coming period.

Mr. Al-Raisi welcomed the signing of this agreement, which will contribute to providing medicines and medical supplies to Hamad Medical Corporation during the next three years.

He additionally stressed that the Corporation had been seeking, since its establishment, to support initiatives, programs, and projects that contribute to promoting national products used in the medical field, in addition to its keenness to build effective partnerships with various governmental and private bodies and institutions in various fields in Qatar.

Dr. Al Sulaiti assured that signing the agreement with Hamad Medical Corporation reflected the State’s efforts to support the industrial sectors, especially the pharmaceutical industry, comprising a significant revenue source in the national economy.

This agreement will open up broader horizons and fields for the development of the pharmaceutical industry and will expand the establishment of more factories to meet the State’s increasing needs, Dr. Al Sulaiti said.

This step contributes to achieving self-sufficiency in this vital sector in line with the State’s strategy and vision in this regard, he added.

Furthermore, this endeavor will support the competitive position of national products against global products of the like, in addition to enhancing the company’s competitive capabilities, increasing its export capabilities, and opening new markets for it, Dr. Al Sulaiti explained.

H.E. Minister of Commerce & Industry and Acting Minister of Finance meets with Minister of Regional Cooperation of Republic of Sri Lanka

His Excellency Mr. Ali bin Ahmed Al Kuwari, Minister of Commerce & Industry and Acting Minister of Finance, met with H.E. Mr. Tharaka Balasuriya, the State Minister of Regional Cooperation of the Republic of Sri Lanka. The meeting was held via video conferencing.

 

During the meeting, officials touched on the bilateral relations between the two countries and discussed aspects of cooperation, especially in the commercial, investment and industrial fields, as well as ways to enhance and develop them.

Ministry of Commerce and Industry cracks down on 81 violations in July 2021

The Ministry of Commerce and Industry carried out extensive inspection campaigns in July 2021 to monitor the compliance of suppliers (retail outlets) with their obligations under laws and ministerial resolutions on consumer protection. The inspection campaigns fell within the framework of the Ministry’s efforts to monitor markets and commercial activities in Qatar in a bid to control prices and uncover violations to protect consumer rights.

The inspection campaigns resulted in uncovering 81 different violations including displaying expired products, failing to display the prices of commodities, failing to offer a service warranty for an appropriate period, refunding customers or reoffering the service in an appropriate manner, failing to comply with the mandatory price bulletin of vegetables and fruits, Failing to issue invoices in Arabic and offering discounts without obtaining the necessary license from the competent department.

 

Penalties imposed on retail outlets included administrative closures and fines ranging from between QAR5,000 and QAR30,000, as per the laws and decisions regulating the work of the Consumer Protection Department.

The authorities concerned with consumer protection at the Ministry received a number of complaints last July. They were dealt with, and necessary measures to resolve them were taken.

The Ministry stressed that it will not tolerate any violations of the Consumer Protection Law and its regulations and will intensify its inspection campaigns to crack down on illegal practices.

The Ministry said it will refer those who violate laws and Ministerial decisions governing the work of the department to the competent authorities that will, in turn, take appropriate action against the perpetrators in order to protect consumer rights.

Ministry of Commerce and Industry announces launch of new service to separate supply cards from fodder disbursement cards

The Ministry of Commerce and Industry has announced the launch of a new service to separate supply cards from fodder disbursement cards through the supply services platform available on its website.

 

This initiative comes as part of the Ministry’s efforts to develop its electronic services and procedures, as well as facilitate the services provided to citizens. The Ministry has hence separated the ration supply service for citizens, and that of disbursing fodder to carriers of a certificate of livestock possession, issued by the Ministry of Municipality and Environment, given their different purposes and disbursement sites.

 

The new service allows citizens to issue a fodder card, without affecting the rations available in the supply card, the Ministry indicated.

 

The Ministry clarified the mechanism to benefit from the new service; citizens can apply by submitting the request form via the Ministry’s website, or by visiting the offices of the Department of Supply and Strategic Inventory, located in Lusail, Al Khor, Al Shamal, Al Shahaniya, Umm Salal, and the Industrial Area.

 

As per the Ministry, it is also possible to apply to obtain a Fodder Disbursement Card by attaching a certificate of livestock possession, issued by the Livestock Department at the Ministry of Municipality and

Environment.

It should be noted that the Ministry of Commerce and Industry has recently announced that new services have been added to the electronic supply services program. The new package of e-services includes the distributor supply program, Smart Card Reader System application, distributor license renewal and distributor information update.

This step comes as a continuation of the services previously launched, bringing the total number of electronic supply services provided by the Ministry to about 24.

The Ministry of Commerce and Industry has announced the launch of the Manufacturers and Producers Directory Service via the Ministry’s website.

 

This step comes as part of the Ministry’s efforts to support and market  national products in local markets.

 

The initiative also aims to enhance consumers’ awareness of the importance of national products and motivates them to give priority to purchasing these products. Additionally, it seeks to support entrepreneurs and investors and provide them with the opportunity to easily reach consumers, as well as open the markets to traders and investors to introduce new products and expand their production areas.

 

In this context, the Ministry called on all producers and manufacturers in Qatar to benefit from this free service by registering key information about their factories, including company name and description, the sector to which it belongs, and its contact information. H.E. Minister of Commerce and Industry and Acting Minister of Finance meets high-level delegation from American state of Indiana

His Excellency Mr. Ali bin Ahmed Al Kuwari, Minister of Commerce & Industry and Acting Minister of Finance, met today with a high-level delegation from the American state of Indiana currently visiting the country, headed by Mr. Eric Holcomb, Governor of Indiana.

During the meeting, the convening parties discussed ways to enhance cooperation in the commercial, investment and industrial fields. They additionally touched on the opportunities available to increase trade exchange and develop investment and industrial relations between the two countries.

It is worth noting that the State of Qatar and the USA have close economic and trade relations that have been positively reflected on the volume of trade exchange between the two countries. The volume of trade exchange between Qatar and the USA amounted to around US $5.3 billion in 2020, and the United States ranks as Qatar’s fifth trading partner.

Launching of Educational Workshop on Code of Conduct and Integrity of Public Officials

Proceedings of the educational workshop on the Code of Conduct and Integrity of Public Officials, organized by the Ministry of Commerce & Industry in cooperation with the Administrative Control & Transparency Authority, was launched today. It is planned to take place on both today and tomorrow and will feature the participation of several Ministry officials.

 

This workshop comes within the framework of the efforts of the Ministry of Commerce & Industry to develop and support the skills of the Ministry’s employees and to instill concepts and standards of integrity and transparency. The event also aims to introduce the Code of Conduct and Integrity of Public Officials and initiate compliance to the provisions stipulated in this regard.

 

During his opening speech to the workshop, His Excellency Sultan bin Rashid Al-Khater, Undersecretary of Ministry of Commerce & Industry, stressed the importance of issuing the Code of Conduct and Integrity of Public Officials, noting that this step comes as a continuation of the tireless efforts exerted by the State of Qatar under the directives of His Highness Sheikh Tamim Bin Hamad Al Thani, Amir of the state of Qatar. This endeavor seeks to combat corrupt behavior and enhance transparency to protect public money and preserve State capabilities and assets, which would contribute to fortifying the work environment and the societal system against all forms of corruption and laxity.

 

H.E. Mr. Al-Khater added that the importance of the code and its content lies in enacting integrity and transparency values and principles in the public office scope and practices, to reduce job abuses and to strengthen controls of compliance with regulations, laws and administrative procedures in all State facilities and institutions, thus consolidating citizens’ confidence in State agencies and its affiliates, by means aligning with the requirements of the rule of law and public interest.

 

Organizing the workshop is a continuation of the State’s efforts to develop its cadres and enhance the principles of integrity and transparency they hold, H.E. Mr. Al-Khater pointed out, adding that the State would first seek to deepen Ministry employees’ understanding of the principles and rules of the Code of Conduct and Integrity Public Officials and its rules, then formulate the appropriate mechanisms to work with the decisions stipulated therein, and ensure continuity of its obligations.

 

In the conclusion of his intervention, H.E. the Undersecretary of the Ministry of Commerce & Industry expressed his aspiration that the event in question would contribute to consolidating the mechanisms for the optimal application of the Code of Conduct and Integrity Public Officials.

 

In its two days, the workshop will be run by Mrs. Amal Ahmed Al-Kuwari, Administrative Control and Development Director at the Administrative Control & Transparency Authority. The event features presenting the Code of Conduct and Integrity Public Officials issued as per Cabinet Resolution No. 18 of 2020, which made up of 19 articles applicable to government agencies.

 

The workshop agenda also includes introducing the basic rules of public job etiquette, and mechanisms for building professional values and culture based on the principles of honesty and defining the relationships between the employee and his/ her superiors, subordinates and colleagues.

 

The workshop also deals with functional competencies, and the articles of the Code of Conduct and Integrity Public Officials, and its relationship to the work environment and the rules and behavior of public employees.

 

Moreover, the workshop will shine a spotlight at the procedures to implement the rules and principles of integrity and transparency in public service, by presenting practical examples in the field of procurement, bidding, service provision, and dealing with superiors, subordinates and colleagues.

Doha – June 22, 2021:

His Excellency Mr. Ali bin Ahmed Al Kuwari, Minister of Commerce & Industry and Acting Minister of Finance, participated in a virtual session entitled ‘At the Heart of Global Trade’, within the framework the third session of the Qatar Economic Forum Powered by Bloomberg, themed ‘Power and Trade Flows’.

 

During his intervention in the session, H.E. said that the 2021 State Budget was based on a conservative average oil price assumption of US $40 per barrel, and the estimated total revenue for the fiscal year 2021 was QR 160.1 billion. This reflects a continued policy of conservative revenue estimation to maintain a fiscal balance and minimize the impact of the fluctuation in energy prices on the State Budget, H.E. clarified.

 

An amount of QR 72.1 billion has been allocated for major projects in the 2021 Budget, H.E. stated, further explaining that this sum includes an allocation for new projects along with ongoing development projects in various sectors, including those related to hosting the FIFA World Cup Qatar 2022™. It also includes allocations for citizens’ land development projects and related infrastructure.

 

H.E. said the State continued to give priority to the education and healthcare sectors. Allocations for the education sector amounted to QR 17.4 billion, including spending to expand schools and other educational facilities. Allocations for the health care sector amounted to QR 16.5 billion, covering additional high-priority projects to further promote and expand medical and healthcare facilities scheduled to be implemented during 2021, H.E. revealed.

 

H.E. stressed Qatar’s keenness to continue working towards achieving the plans, programs and projects of the National Development Strategy related to the four interrelated pillars of Qatar National Vision 2030: Human Development, Social Development, Economic Development and Environmental Development.

 

The State has sought to encourage government agencies to continue implementing programs that enhance the efficiency of public spending and the achievement of financial sustainability, H.E. stated.

 

H.E. Mr. Al Kuwari pointed out that the State had worked to diversify non-oil revenue sources to support the financial resources of the Public Budget, back small and medium-sized enterprises (SMEs) and grant the private sector a major role in the development process and increase its participation in the implementation of major projects.

 

Qatar has sought to provide a conducive environment that is attractive to local and foreign investment in various economic sectors, thus helping to build a diversified and strong economy, H.E. Mr. Al Kuwari indicated.

 

H.E. addressed the issue of trade and investment priorities, noting that the some of the key highlights of Qatar’s outlook include implementing long-term economic diversification and infrastructure development plans, maintaining a strong trade balance position with the State’s trade partners, enhancing the resilience and competitiveness of exports and preserving  the stability of the banking sector.

 

H.E. pointed out that the country’s efforts to diversify its import markets while streamlining procurement rules and import procedures had allowed Qatar to move on without interruption or delays with major infrastructure projects, despite the challenges the region has witnessed. As an example, H.E. mentioned the Doha Metro, which was delivered ahead of schedule, as well as the various sporting arenas that will be used for the FIFA World Cup next year.

 

H.E. Mr. Al Kuwari stated that Qatar had realized the role of international trade in achieving its future development goals. Thus, the State proceeded to further liberalize its domestic markets to foreign investors across the economy, particularly in knowledge-intensive areas and real estate, H.E. further clarified.

 

H.E. Mr. Al Kuwari added that the State had taken many steps to achieve these goals, including establishing the Investment Promotion Agency of Qatar (IPA Qatar), overhauling the public procurement framework, enacting a new foreign investment incentives law and amending the free zone system. The IPA Qatar aims to streamline the government’s efforts aimed at encouraging foreign investment at home, H.E. Mr. Al Kuwari explained.

 

Sector-wise, the IPA’s strategy is focused on tourism, advanced manufacturing and infrastructure, as well as agriculture and technology development, H.E. pointed out, stating that the IPA had signed several Memorandums of Understanding with other promotion agencies.

 

Furthermore, H.E. assured that Qatar was working on several additional measures to further facilitate trade flow and boost investment that include an import to re-export system; the acceptance of electronic certificates of origin and electronic certification of invoices associated with imports; accepting commercial invoices issued from a non-export or production country; the use of private customs warehouses; updating the customs refund process; the use of the ATA Carnet; the implementation of a new risk management system; industrial exemptions; the implementation of pre-clearance of shipments; and the use of authorized economic operators.

 

H.E. added that these efforts had contributed to reducing the transaction costs in all economic sectors, one of the core economic development objectives, and an important part of the initiatives aimed at facilitating trade and investment.

 

Moreover, H.E. the Minister of Commerce & Industry and the Acting Minister of Finance also touched on the long-term economic and commercial legacy of the FIFA World Cup Qatar 2022™, explaining that this global event had contributed to providing many opportunities to diversify the Qatari economy, stimulate its growth and competitiveness and attract investments.

 

Qatar is focused on building the industries that will help deliver efficiently in 2022 and contribute to the nation’s sustainable economic development in the years to come, H.E. Mr. Al Kuwari affirmed.

 

H.E. also added that the State’s efforts to send trade missions to countries that have extensive experience in hosting major sporting events, and welcoming business and governmental delegations in the State of Qatar had contributed to enhancing the role of foreign investment in the Qatari economy, and establishing the nation as a stable investment destination, both politically and economically.

 

Speaking about climate change, H.E. assured that the State of Qatar took the issue of climate change very seriously. Qatar has demonstrated that through hosting several major events related to combating climate change such as COP18 in 2012 and other similar events, H.E. added.

 

Additionally, Qatar is one of the most prominent signatories to major international climate change agreements and treaties such as the Paris Agreement and Kyoto Protocol, H.E. Mr. Al Kuwari further stated. Furthermore, Qatar has made international pledges in that regard. For example, it pledged US $100 million for support of small and developing island-nations and least developed states to deal with climate change. H.E. also mentioned that Qatar had appointed a Special Envoy for Climate Change and Sustainability, H.E. Ambassador Omar Ismail Al-Dafa.

 

Agricultural production in Qatar has been restricted to protect its water sources, H.E. said, further stating that Qatar’s tourism development strategy now includes the promotion of eco-friendly activities.

 

During the dialogue session, a spotlight was directed at the changes taking place in the global economy. H.E. Mr. Al Kuwari stated that governments had played a key role in facing the current crisis, pointing to the failure of ordinary mechanisms to reduce the risk of economic stagnation. H.E. added that governments worldwide had adopted innovative policies to soften the social and economic consequences of the COVID-19 pandemic.

 

H.E. Mr. Al Kuwari touched on the strategy established by the State to preserve the health of society members, market stability and the balance of the national economy in a comprehensive and sustainable manner. H.E. called on nations to work side by side to build a more equitable and stable future in cooperation with the relevant international organizations, to achieve recovery and allow fair and comprehensive access to vaccines.

 

This crisis has provided the State with an important opportunity to accelerate the implementation of a set of measures to build a stronger and more sustainable economy, including an endeavor to diversify revenue and improve efficiency in spending.

 

The current adversity presents nations, collectively, with the chance and the responsibility to build a stronger global economic foundation that will benefit all peoples and future generations, H.E. Mr. Al Kuwari stated.

 

At the conclusion of his intervention on economic changes at the local and regional levels during the next five years, H.E. stressed that Qatar’s response to the economic shocks of 2020 through implementing preventive measures translated its continuous efforts and commitment to its long-term goals of achieving financial stability and economic growth, noting that the State had succeeded in enhancing its resilience and overcoming the double-barreled economic shock that the world witnessed due to the drop in oil prices and the preventive measures put in place to curb the pandemic.

 

H.E. Mr. Al Kuwari pointed at the need to work with both local and international partners to achieve economic recovery in the region and the world, highlighting Qatar’s determination to continue implementing economic and financial development plans to achieve the goals of the Qatar National Vision 2030.

 

The session, ‘At the Heart of Global Trade’, moderated by Ms. Simone Foxman, Middle East Correspondent for Bloomberg Television, is aimed at highlighting the strategic location Qatar has at the crossroads of Asia, Africa, and Europe, and its pivotal role in facilitating global trade flows.

Qatar’s participation in the virtual version of the SelectUSA Investment Summit 2021 stems from its keenness to strengthen bilateral relations with the United States of America, and to shed light on the investment opportunities available in the State of Qatar and the USA.

This year’s edition is taking place via video conferencing for the first time. It mainly highlights the repercussions of the COVID-19 pandemic on the global economy and shines a spotlight on recovery efforts.

The summit features organizing more than 100 virtual sessions that touch on the shipping and logistics sector, investment opportunities in the USA, supply networks, investment trends in the field of modern technology, energy storage technologies for import and export, smart cities and trends in scientific research and development.

Giving special attention to senior government officials, chief business executives, the private sector and other entrepreneurs, the SelectUSA Investment Summit is the most prominent event aimed at encouraging foreign direct investment (FDI) in the United States.

During its previous session, the summit attracted more than 3,000 participants from around 80 international markets.

Qatar and the United States have close economic and commercial ties that have been positively reflected on the volume of trade exchanged between the two countries. This amounted to approximately US $5.3 billion in 2020, with the United States ranking as Qatar’s fifth largest trading partner.

H.E. Minister of Commerce and Industry and Acting Minister of Finance participates in panel discussion organized within SPIEF 2021 in partnership with VTB Bank

H.E. Mr. Ali bin Ahmed Al Kuwari, Minister of Commerce and Industry and Acting Minister of Finance, participated in a panel discussion, organized in partnership with Russian bank VTB. Under the title “Reset or Overload? Rethinking Multilateralism Among the Ruins of Globalization: A Business Perspective”, the panel formed part of Qatar’s participation as Guest Country at the St. Petersburg International Economic Forum (SPIEF) 2021, which is currently taking place in St. Petersburg.

 

During the discussion, H.E. the Minister spoke about Qatar’s future economic strategy, in light of the fight against the COVID-19 pandemic. H.E. also touched upon the National Development Strategy initiated by the State of Qatar in 2008, as well as programs and reform plans in line with the Qatar National Vision (QNV) 2030.

 

H.E. Mr. Al Kuwari pointed out that flexibility is key to Qatar’s approach to managing this situation, which is similar to what the country had been keen to implement during previous economic conditions. In light of those conditions, proactive thinking and quick adaptation to variables constituted a key pillar in driving progress in Qatar’s national plans and programs, especially in the field of diversification. Furthermore, H.E. Mr. Al Kuwari added that the economic contribution of the non-oil sectors to the national economy had amounted to 66% in the first quarter of 2021.

 

In parallel, H.E. Mr. Al Kuwari added that the country’s energy sector has been able to overcome the repercussions of the pandemic with minimal damage. Production and export operations have not been affected, and Qatar Petroleum has continued to fulfill its obligations towards all contract parties.

 

Qatari-Russian relations are an exemplary model of a strategic partnership, H.E. Mr. Al Kuwari stated. The two countries have a strong historical relationship, founded on mutual respect and common interests, which has witnessed continuous development and prosperity at all levels, especially economical. The volume of trade exchange between Qatar and Russia saw a growth of 47% between 2019 and 2020, and 82 Russian companies are currently investing in Qatar in various fields.

 

To conclude, H.E. the Minister of Commerce and Industry and Acting Minister of Finance called on governments and businessmen to unite to build solutions that will contribute to a better future for all peoples.

His Excellency Ali bin Ahmed Al Kuwari, Minister of Commerce & Industry and Acting Minister of Finance, participated in the opening ceremony of the 24th edition of the St. Petersburg International Economic Forum (SPIEF) 2021, in the presence and with the participation of a group of international dignitaries, including H.E. Mr. Andrey Belousov, First Deputy Prime Minister of the Russian Federation, H.E. Mr. Edouard Ngirente, Prime Minister of the Republic of Rwanda, and Mr. Tran Tuan Anh, Chairman of the Vietnamese Party Central Committee’s Economic Commission and H.E. Mr. David Malpass, President of the World Bank Group.

During his intervention in the session, H.E. Mr. Al Kuwari touched on Qatar’s achievements during the global economic recovery, pointing to the success of the proactive and rapid measures taken by the State to reduce the repercussions of the COVID-19 pandemic.
H.E. highlighted the progress of the vaccination campaigns, as Qatar has surpassed the 2.6 million dose mark, and it is expected to have vaccinated 75% of its population by the end of next month.

H.E. Mr. Al Kuwari spoke of the quality of Qatar’s healthcare system, which has contributed to making the death rate caused by COVID-19 in the State of Qatar among the lowest in the world.

Qatar has sought to back the private sector by providing financial incentives amounting to QAR 75 billion, H.E. Mr. Al Kuwari stated, referring to the new support plans approved by the Council of Ministers in April 2021, which constituted an important addition to the private sector funding package.

In this context, H.E. referred to the initiative to extend the Qatar Development Bank’s National Guarantee Program until the end of September 2021.

On the prospects for the global economy in the future, H.E. Mr. Al Kuwari explained that the pandemic had shown the fragility of development systems prevalent around the world. H.E. Mr. Al Kuwari called in this regard for devising a comprehensive approach based in essence on international cooperation and solidarity.

The next stage will not be easy economically and financially for any of the countries involved in the global economy, especially since the desired financial recovery can only be achieved by opening broader horizons for cooperation between nations and peoples at all levels, H.E. Yury Borisov, Deputy Prime Minister of the Russian Federation, inaugurated the Qatar-Russia Business Dialogue, organized for the occasion of the launch of activities in the Qatar Pavilion of the Ministry of Commerce & Industry, and the entities participating under its umbrella – i.e. the Investment Promotion Agency, Qatar Financial Centre, Qatar Development Bank, Qatar Chamber and Qatari Businessmen Association – in the 24th edition of the St. Petersburg International Economic Forum (SPIEF) 2021, themed ‘A Collective Reckoning of the New Global Economic Reality’, a major international event that is taking place in St. Petersburg, Russia, from June 2-5.

The Business Dialogue between the two nations was organized on the special occasion of Qatar being honored with the title of ‘Guest Country’ for the prestigious gathering of SPIEF.

At the outset of his opening speech, H.E. Mr. Al Kuwari affirmed that Qatar’s participation in SPIEF candidly demonstrated the strength and durability of the relations between the State of Qatar and its friend, the Russian Federation. These ties have been reinforced thanks to the care and support of the two nations’ wise leaderships and have culminated in the bureaucratic exchanges between officials from both countries, H.E. added.

Sheikh Ali bin Alwaleed Al Thani, CEO of the IPA; an MoU between Qatar Development Bank (QDB) and RSMB, signed by Mr. Abdulaziz bin Nasser Al Khalifa, CEO of QDB; an MoU between the Qatari Businessmen Association and the Russian Union of Industrialists and Entrepreneurs, signed by Sheikh Faisal bin Fahad Al Thani, a Qatari Businessmen Association member; and an MoU between Hassad Food Company and Dimitra Holdings, signed by Eng. Mohammed bin Badr Al-Sada, CEO of Hassad Food Company.

The agreements also included an MoU between the Free Zones Authority and the St. Petersburg Chamber of Commerce, signed by Mr. Abdulla Hamad Al-Misnad, Deputy CEO of the Free Zones Authority; and an MoU between the Qatar National Bank (QNB) and VTB, signed by Mr. Yousef Al Neama, Executive General Manager and Group Chief Business Officer at QNB.
These memoranda of understanding aim to strengthen cooperation between Qatar and Russia, as well as look into ways to enhance dual investments.

His Excellency Mr. Ali bin Ahmed Al Kuwari, Minister of Commerce and Industry and Acting Minister of Finance, met today with H.E. Dr. Ngozi Okonjo-Iweala, Director-General of the World Trade Organization (WTO), through video conferencing.

 

The discussions focused on methods to increase Qatari-WTO cooperation as well as strategies to support and promote it.

 

During the meeting, H.E. the Minister praised the WTO Secretariat’s efforts in carrying out Qatar’s third trade policy review, and expressed gratitude for the Secretariat’s efforts in obtaining positive results through this process and allowing the State of Qatar to continue to meet its commitments.

 

H.E. noted that Qatar regards the WTO as one of the key pillars of connection and communication with diverse Member States, emphasizing the importance of working and cooperating together to keep the Organization as one of the world’s key institutions.

 

H.E. also highlighted at the meeting that Qatar’s continuing and dedicated participation in the WTO will contribute to the country’s economic and social stability. Simultaneously, he stated that Qatar will continue to view its trade policy as one of the most important components in accomplishing its economic development goals.

 

During the meeting, the WTO Director-General examined the WTO reform plan. The Director-General also praised Qatar’s position and active involvement in the global multilateral trading system, as well as the precautionary measures adopted by the country in the face of a Coronavirus pandemic (COVID-19). The Director-General also praised Qatar’s efforts in the WTO ‘s initiatives and contributions, as well as the country’s efforts to assist populations in economic and humanitarian problems during the present global crisis.

 

During the WTO’s third review session of Qatar’s trade policy, held last April in Geneva, the WTO commended the country’s efforts and accomplishments.

His Excellency Minister of Commerce and Industry and Acting Minister of Finance Delivers the First Qatari Tracking Number to QLife Pharma (Barcode 630)

His Excellency Mr. Ali bin Ahmed Al Kuwari, Minister of Commerce and Industry and Acting Minister of Finance, has delivered the first tracking number to QLife Pharma.

 

The handing over of the tracking number occurred in the presence of Qatar Development Bank (QDB) CEO, Mr. Abdulaziz bin Nasser Al Khalifa, and H.E. Mr. Mohamed Hassan Al-Malki, Assistant Undersecretary for Industry Affairs at the Ministry of Commerce and Industry.

 

This comes on the occasion of QDB’s inauguration of the Qatari Product Coding and Tracking Office, in a step that is the first of its kind in Qatar, and in appreciation of the efforts made by the pharmaceutical industries sector in the country during the Covid-19 pandemic.

 

H.E. Mr. Ali bin Ahmed Al Kuwari said on this occasion: “The launch of the Qatari Product Coding and Tracking Office comes within the framework of the country’s strategy and efforts to improve the quality of national products and enhance their competitiveness in all local, regional and global markets. Furthermore, it is an affirmation of the remarkable development Qatar has achieved in the industrial sector.”

 

His Excellency added that this step “constitutes an incentive for the private sector to continue its efforts toward the development of local industries and the enhancement of their production and export capabilities in a manner that supports their expansion and access to global markets.”

 

On his part, Mr. Abdulaziz bin Nasser Al Khalifa marked the importance of this step for Qatari companies, adding: “After obtaining the approval of the General Assembly of the GS1, we worked diligently to establish an office in Doha. Today we celebrate the launch of the first Qatari product with a national tracking number, and we aspire for this step to be the start of new horizons for our national products, whether at the level of local or international circulation, in order to achieve our strategy and Qatar’s national vision.”

 

QLife Pharma obtained the first Qatari tracking number, starting with 630, to be the first company in Qatar to obtain the national tracking code. It will be followed by many national companies in the coming period.

 

It should be noted that this initiative comes in the midst of the efforts made by the Ministry in coordination with QDB to create a tracking code for Qatar and locally manufactured products, which will contribute to facilitating many local commercial operations, whether in terms of product movement or circulation, or in terms of traditional or electronic international commercial operations.

 

The presence of a tracking number on products facilitates the process of identifying all product details, from its source to the details of its validity, components, and in some cases its price. Previously, Qatari producers used tracking numbers belonging to foreign countries to distinguish their products.

 

For its part, the Qatari Product Coding and Tracking Office invites all Qatari companies, whether those investing in the local market or companies working to export their products abroad, to submit their requests to obtain a national tracking number for their products starting from 23 May 2021, or to visit the registration website via the following link: www.GS1.qa

 

Qatar secured last year the unanimous approval of the GS1 General Assembly to establish a barcode office for Qatari products. Qatar has been assigned the code 630 for locally manufactured products, which can be exported or traded within the country.

H.E. Mr. Ali bin Ahmed Al Kuwari, Minister of Commerce and Industry, met with H.E. Mr. Piyush Goyal, Minister of Commerce and Industry, Minister of Railways, and Minister of Consumer Affairs of the Republic of India. The meeting was held via video conferencing.

 

During the meeting, officials touched on the bilateral relations between Qatar and India and discussed aspects of joint cooperation, especially in the commercial, investment, and industrial fields, as well as ways to enhance and develop them.

 

During the meeting, H.E. Ali bin Ahmed Al-Kuwari expressed his condolences to the government and people of India for the victims of the coronavirus pandemic, stressing that Qatar stands by India in facing the pandemic and its solidarity with it in light of the current health conditions it is witnessing.

 

The meeting also featured a discussion on bilateral trade policies and the efforts exerted by both sides to confront the COVID-19 pandemic.

During the meeting, officials underscored the need for the two sides to strengthen cooperation, ensure continuous coordination, and adopt the right strategies to guarantee the flow of goods and services between the two nations, which would support stability within the Qatari and Indian markets.

The volume of trade exchange between Qatar and India amounted to nearly USD 8.7 billion in 2020, and India ranks as Qatar’s third trade partner.

Initiative regulating blacksmithing and carpentry workshops and warehouses in cities and on commercial streets

As part of the efforts of the Ministry of Commerce and Industry, in cooperation with the Ministry of Municipality and Environment and the Ministry of Interior, aimed at regulating and monitoring commercial activities across Qatar, and in accordance with the laws, conditions, and requirements in force in the country, blacksmithing and carpentry workshops and warehouses functioning in cities and on commercial streets may not:

  • Conduct their activities outside the site defined in the granted license; they are also neither allowed to work in houses and unlicensed sites, nor can they use public parking spaces, sidewalks, squares, neighboring spaces, and residential areas;

The Ministry of Commerce and Industry calls on those in charge of the aforementioned businesses to abide by the measures stipulated in this decision. Any violation of the decision in question exposes perpetrators to legal procedures, and they shall be held accountable, as per Law No. (5) of 2015 on Commercial, Industrial and Similar Public Shops, and Street Vendors, and the Ministry of Municipality and Environment’s Law No. (18) of 2017 on Public Hygiene, and Decree-Law No. (19) of 2007 regarding the Traffic Law.

Ministry of Commerce and Industry announces initiative to regulate car maintenance and repair shops in cities and on commercial streets

The Ministry of Commerce and Industry has announced an initiative to regulate car maintenance and repair businesses in cities and on commercial streets.

This initiative comes as part of the Ministry’s efforts in cooperation with the Ministry of Municipality and Environment and the Ministry of Interior, in aims at regulating and monitoring commercial activities across Qatar.

In accordance with the laws, conditions and requirements in force in the country, businesses that engage in car maintenance and repair activities in cities and on commercial streets may not:

  • Conduct their activities outside the site defined in the granted license, including conducting business in public parking lots, on sidewalks, in adjacent squares and in residential areas.
  • They are also prohibited from parking customers’ cars in public parking lots, on sidewalks or in residential areas. Cars are to be delivered to customers upon completion of their repair.

The Ministry clarified that if the commercial shop cannot accommodate at least one car, the license site must be moved to the designated sites, where repairs can be conducted.

The Ministry explained that the aforementioned decision includes the following activities:

  • Car oil change
  • Tire repair, change and sale
  • Auto machinery repair
  • Auto radiator repair
  • Car exhaust repair
  • Repair of automobile brakes and gear shifts
  • Auto glass repair and installation
  • Auto electronics repair

  • Car accessory installation
  • Car seat upholstery
  • Selling car accessories

Ministry of Commerce and Industry announces ban on car washing activities in outdoor parking lots of malls and on commercial streets

The Ministry of Commerce and Industry has announced a ban on car washing activities in public and private lots, including outdoor parking lots in malls and on commercial streets.

This step comes as part of the Ministry’s efforts to regulate and monitor commercial activities across Qatar, as well as take the necessary measures to curb illegal practices.

The Ministry stated car washing shall be limited to licensed companies, and be performed solely in underground parking lots (the basement) of commercial and consumer malls, with the approval of the entity to which the site belongs, and provided that a suitable space is allocated for the activity in terms of the number of parking spaces. Additionally, the general and special requirements as per the laws and regulations must be adhered to, and they include:

  • Allocating suitable places for car washing activities that contain drainage points.
  • Ensuring that employees wear clean and decent uniforms, on which the name of the company and the worker is indicated.
  • Maintaining general cleanliness.
  • Abstaining from following and bothering customers.
  • Ensuring the provision of and the use of clean tools when washing cars.
  • Adhering to all precautionary measures put in place to curb the spread of the coronavirus (COVID-19).

The Ministry stressed that all concerned companies must adhere to the decision above. Any violation of this decision exposes perpetrators to legal accountability and procedures.

H.E. Minister of Commerce and Industry praises strength and durability of Qatari-Algerian relations

His Excellency Mr. Ali bin Ahmed Al Kuwari, Minister of Commerce and Industry, and His Excellency Mr. Kamel Rezig, Minister of Commerce in the People’s Democratic Republic of Algeria, participated today in the proceedings of the Qatari-Algerian Business Council’s first meeting convened virtually.

 

The Qatari-Algerian Business Council is co-chaired by H.E. Sheikh Faisal Bin Qassim Al Thani, Chairman of the Qatari Businessmen Association, from the Qatari side and H.E. Mr. Kamel Mola from the Algerian side.

 

In his opening speech, H.E. the Minister of Commerce and Industry accentuated the strength and durability of relations between the two countries, referring to the historic visit of His Highness the Amir Sheikh Tamim bin Hamad Al-Thani to Algeria in February 2020, a visit which has contributed to consolidating Qatari-Algerian cooperation at all levels, especially economically and in terms of investment.

 

The volume of trade exchange between the two countries in 2020 amounted to about $36.13 million, H.E. pointed out.

 

H.E. further added that the investment cooperation had seen great progress following the establishment of the Algerian Qatari Steel company in Algeria. Of an investment cost exceeding $2 billion, Algerian Qatari Steel is one of the most significant joint projects in the region, H.E. Mr. Al Kuwari noted.

The State of Qatar, H.E. further stated, is one of the largest investors in the Republic of Algeria, with Qatari investments comprising 74.31% of foreign investments there.

 

H.E. the Minister of Commerce and Industry touched on the characteristics of the Qatari economy.

 

Qatar has devised a solid strategy to support the strength of the national economy by providing financial and economic incentives to the private sector, as well as by providing various exemptions to protect entrepreneurship and SMEs, H.E. Mr. Al Kuwari clarified.

 

H.E. further added that the State had sought to strengthen the partnership between government agencies and the private sector, due to its belief in the private sector’s pivotal role in implementing programs aimed at achieving economic recovery and supporting Qatar’s march to meet the goals under its National Vision 2030.

 

H.E. indicated that the State had moved forward in terms of maintaining investment stimulation. To this end, Qatar has developed the business environment and has put in place legislative and regulatory frameworks that allow foreign investors full ownership in various sectors, as well as in different economic and commercial activities. Additionally, the State has provided significant investment benefits and incentives that have instilled Qatar’s leading position on the global investments map.

 

In the conclusion of his speech, H.E. Mr. Ali bin Ahmed Al-Kuwari highlighted the fact that the first meeting of the Qatari-Algerian Business Council is an important event that will positively affect the volume of trade and investment exchange between the two countries. In this regard, H.E. Mr. Al Kuwari called on businessmen from both sides to benefit from the investment opportunities available in the two countries, and form new partnerships.

 

The virtual meeting featured significant participation from the two countries. From the Qatari side, participants included H.E. Hassan bin Ibrahim Al-Malki, Qatar’s ambassador to Algeria, as well as a number of Qatari officials and businessmen.

Ministry of Commerce and Industry obtains ISO certificate in information security

The Ministry of Commerce and Industry, represented by the Information Technology Department, obtained the ISO certificate ISO 27001, presented by the International Organization for Standardization (ISO), upon adopting the latest international standards for information security management and risk assessment.

The certificate was received by Mr. Ali Khalid Al-Khulaifi, Director of the Information Technology Department at the Ministry.

The ISO-certified ISO 27001 is one of the most trusted and internationally accredited certificates for information security. It is widely recognized for providing institutions with a model for operating, implementing, monitoring, and improving their information security management systems.

The Ministry indicated that obtaining the ISO certificate ISO 27001 assured its ability to adopt and implement internationally recognized standards, as well as its full commitment to providing its customers with a service of the highest level. Furthermore, obtaining the ISO 27001 confirms the Ministry’s commitment to ensuring complete confidentiality for all parties that deal with it, by providing an environment that is both effective and safe.

The requirements for obtaining the ISO certification ISO 27001 include the Ministry’s commitment to implementing a fully-fledged program to ensure that all information security controls are applied and individuals’ information is fully protected. The Ministry is additionally required to continuously assess all information security risks at the level of its services, in addition to designing and implementing a comprehensive and effective set of information security controls that apply to the services and technology used at the Ministry.

 

H.E. Minister of Commerce and Industry participates in the official opening ceremony of digital edition of Hannover Messe 2021

His Excellency Mr. Ali bin Ahmed Al-Kuwari, Minister of Commerce and Industry, participated today in the official opening ceremony of the digital edition of the Hannover Messe 2021, which was inaugurated by German Chancellor Angela Merkel through video conferencing.

 

The opening ceremony featured the virtual attendance of a number of Qatari Excellencies, senior officials, and participating businessmen, as well as many leaders and prominent political figures, and a large number of CEOs of major leading industrial companies around the world.

 

Qatar is participating in the Hannover Messe 2021, the largest industrial forum on the global scene. The Ministry also introduces the services provided to investors in terms of ease and efficiency of submitting investment applications, establishing companies, and completing transactions electronically.

 

Specialized presentations

Moreover, the entities participating in the Qatar Pavilion are organizing a number of specialized presentations to be broadcast via the online platform of the Hannover Messe on the Qatar Pavilion webpage.

 

The presentations serve to shine a spotlight on incentives, facilitation, and investment opportunities provided by the State to attract more FDIs, especially in the industrial sector. They also address the Qatar Manufacturing Strategy 2018-2022, and the law regulating public-private partnership, and also feature exchanging information, expertise, and experiences, in addition to discussing the most prominent issues related to the industrial sector.

 

Under the theme Industrial Transformation, this year’s edition of the Hannover International Industrial Fair is being held virtually due to the repercussions of the COVID-19 crisis, with the participation of about 1,800 exhibitors from all over the world. Over the course of its five days, the event’s program includes organizing a number of discussion sessions to be broadcast live, with the participation of more than 1,500 speakers. H.E. Mr. Ali bin Ahmed Al Kuwari, Minister of Commerce and Industry, received in his office today H.E. Mr. Abdulaziz Kamilov, Minister of Foreign Affairs of Uzbekistan, currently visiting the country.

H.E. Mr. Ali bin Ahmed Al Kuwari, Minister of Commerce and Industry chaired today the State delegation participating in the opening session of Qatar’s third Trade Policy Review meetings at the World Trade Organization (WTO), convened in Geneva on April 6-8, 2021, during which Qatar’s trade policies were reviewed before 164 WTO member States.

At the start of his opening speech, H.E. the Minister of Commerce and Industry extended thanks and appreciation to Dr. Ngozi Okonjo-Iweala, WTO Director-General, and the WTO Secretariat for their work pursuant to Qatar’s Trade Policy Review. H.E. further expressed appreciation to the Secretariat’s effort and leadership in bringing the exercise in question to a fruitful conclusion and thus allowing Qatar to continue to honor its commitments. H.E. also commended the fruitful cooperation with Mr. Willy Alfaro, the Trade Policy Review Director.

Furthermore, H.E. praised the efforts of H.E. Ambassador Tan Hung Seng, the Permanent Representative of Singapore to the World Trade Organization and H.E. Ambassador Athaliah Molokomme, Chairwoman of the Trade Policy Review Body and the Permanent Representative of Botswana. H.E. Mr. Al Kuwari also applauded their Excellencies’ directions for the success of the proceedings of this review.

During the session, H.E. stressed that Qatar ascribed high value to the Trade Policy Review mechanism, as it supports a direct and transparent approach to clarifying members´ policies, options, and positions, and simultaneously provides valuable information to the private sector.

 

H.E. assured that Qatar remains committed to the rule-based system of trade, not only due to its adoption of transparency and enhancing predictability in international trade but also because of its keenness to make extensive use of this system as it moves forward to meet its development goals in the Qatar National Vision 2030.

 

H.E. pointed out that since its last Trade Policy Review in 2014, Qatar had relied extensively on the multilateral trading system. The multilateral trading system plays an important role in tackling many challenges, especially with regard to the mechanisms available to settle trade-related disputes, providing appropriate policies for the private sector, and continuing to promote economic development through trade facilitation and investment promotion.

 

H.E. said that Qatar had realized the importance of enhancing the role of international trade in working for its future development. Thus, Qatar has been keen to further liberalize its domestic markets to foreign investors across the economy, particularly in knowledge-intensive areas and real estate.

 

Furthermore, H.E. clarified that Qatar had sought to achieve these objectives by creating an investment promotion agency, overhauling the public procurement framework, enacting a new foreign investment law, and amending its free zone regime. H.E. stressed that these efforts had contributed to reducing transaction costs across the economy, a factor that complements the trade and investment facilitation measures.

 

In the context of talking about the measures Qatar has taken to limit the repercussions of the coronavirus (COVID-19) pandemic, H.E. Mr. Al Kuwari said that the State had responded proactively to protect public health and the economy with a package of preventive measures, monetary aid, and tax facilitation measures, that included a QR75 billion aid package, a six-month payment deferral on all loans with the Qatar Development Bank, a six-month exemption from electricity and water fees for certain sectors, as well as a temporary custom duty-exemption on food and medical supplies, and increased oversight to curb monopolistic pricing practices.

 

Additionally, H.E. Mr. Al Kuwari affirmed that the difficulties the State faced had only served to strengthen the Government’s resolve to move forward with its national development goals. To this end, the National Development Strategy document for the period 2018-2022 has been updated to refine the focus of Qatar’s development plans at the sector level, in light of the Planning and Statistics Authority’s studies and reports. Moreover, the review has also served to further align Qatar’s development goals with the UN 2030 Agenda for Sustainable Development, H.E. mentioned.

 

H.E. explained that in the framework of paving the way for achieving economic development, a new Food Security Department was established under the Ministry of Municipality and Environment to oversee the implementation of Qatar’s food strategy.

 

The State also launched the General Tax Authority, and the Central Tender Committee was eliminated, as part of the general overhaul of Qatar’s public procurement framework, in addition to creating the Investment Promotion Agency, H.E. added.

 

H.E. Mr. Al Kuwari pointed to the State’s efforts in terms of protecting intellectual property rights. Qatar has updated its legislation on trademark protection, enforced existing laws on the protection of trade indications, trade names, geographical and industrial designs and templates, as well as implemented electronic patent registration to streamline processes.

H.E. Mr. Al Kuwari stated that the private sector and foreign investors wishing to establish themselves in Qatar could make use of Information Technology tools, biotechnology, and artificial intelligence, stressing the State’s keenness to create a business and investment-friendly environment.

 

H.E. Mr. Al Kuwari further mentioned that Qatar had continued to implement measures to facilitate trade, by signing several Service Level Agreements with domestic agencies to streamline the issuing of technical, health, and environmental approvals on imported goods as well as establishing platforms and processes to handle the online submission of documentation.

 

Qatar is also working on several additional measures to further facilitate trade flow, boost investment, and provide logistical support in terms of exports and imports, H.E. added.

 

On the legislative environment in Qatar, H.E. referred to the new law regulating the investment of non-Qatari capital in the economic activity enacted in 2019, which allows foreign ownership of up to 100% of shared capital. The State has also issued a law that enables foreign investment in real estate and allows Real Estate Investment Trusts to operate in Qatar through the Qatar Financial Centre.

 

H.E. Mr. Al Kuwari further touched on the law regulating public-private partnerships. This law enacted recently aims at promoting competition, increasing private sector participation in infrastructure development and management, and encouraging the public sector to decrease public expenditure and increase efficiency in project delivery and management.

 

In the conclusion of the session, H.E. the Minister of Commerce and Industry affirmed the continuation of efforts to diversify the economic activity to achieve Qatar’s economic development goals. H.E. pointed out that the non-mining and quarrying sector had captured 66% of GDP in 2021 Q1.

The session featured the participation of Qatar’s delegation, which included representatives from the General Secretariat for the Council of Ministers, the Ministry of Commerce and Industry, the Ministry of Foreign Affairs, the Ministry of Finance, the Ministry of Municipality and Environment, the Ministry of Transport and Communications, the Planning and Statistics Authority, Qatar Central Bank, Qatar Petroleum, General Authority of Customs, and Qatar Chamber.

It should be noted that the Trade Policy Review of the Member States is one of the WTO mechanisms. The WTO undertakes periodically reviewing the trade policies of its Member States in a process through which it assesses the extent of the Member States’ commitment to implementing the requirements of the agreements emanating from the organization. Qatar’s Trade Policy Review was defined to take place on a six-year basis. The review includes devising two reports on trade policies: one by the Secretariat, and the other by the government.

 

Qatar’s first Trade Policy Review was conducted in 2005, while the second took place in 2014. Qatar’s participation in Trade Policy Review meetings was met by a wide range of positive feedback by Member States, who valued Qatar’s national efforts aimed at achieving economic development and developing the business environment at home.

Doha – Tuesday, March 30, 2021:

Under the patronage of His Excellency, Sheikh Khalid bin Khalifa bin Abdulaziz Al Thani, Prime Minister and Minister of Interior, H.E. Mr. Ali bin Ahmed Al Kuwari, Minister of Commerce and Industry, inaugurated the proceedings of the seventh Doha Islamic Finance Conference, themed ‘Digital Economy and Sustainable Development’, organized by Bait Al Mashura Finance Consultations Company from March 30 until April 1, 2021, through video conferencing.

In his opening speech, H.E. the Minister of Commerce and Industry expressed thanks and appreciation to H.E. Sheikh Khalid bin Khalifa bin Abdulaziz Al Thani, Prime Minister and Minister of Interior for his generous sponsorship of the conference.

H.E. Mr. Al Kuwari stressed the importance of the conference, as its current edition sheds light on the prospects for sustainable economic growth in light of the major transformations that the world is witnessing, following the outbreak of the COVID-19 virus. The current circumstances require every country to work as a single international community to address common challenges in all areas, especially the economic one, H.E. indicated.

H.E. Mr. Al Kuwari further stated that meeting represented an opportunity to point to the Islamic economic sector, which is one of the most important solutions to the current challenges, considering that it is a safe haven for sustainable development, and a robust bulwark against financial crises. An Islamic financial system, based on the principles of Sharia law and the prudent concepts therein, can achieve the interests of individuals and the society through its pivotal role in building an equitable, comprehensive economic system, devising effective solutions to urgent economic issues, and achieving the desired development, H.E. explained.

 

Additionally, H.E. said that Qatari Islamic banks currently ranked among the largest Islamic banks in the world. Qatar is one of the largest markets for Islamic finance in the world, H.E. noted, as the volume of assets of local Islamic banks amounted to 415.8 billion Qatari Riyals at the end of 2019, compared to about 350 billion Qatari Riyals in 2018.

 

H.E. further added that Qatari Islamic banks showed a strong performance and high growth rates in their profits in 2019, indicating that their revenues reached 18.6 billion Qatari Riyals, an increase of 15.4% compared to 2018. The revenues of financing and investment activities accounted for 90% of the Islamic banks’ total revenues.

 

H.E. Mr. Al Kuwari attributed this remarkable growth to the pioneering legislative and regulatory environment of Qatar’s Islamic finance sector, especially in light of its keenness to developing this important division, so as to help finance areas that support the national economy. Funding from Islamic banks to the real estate sector amounted to 36.4% of the total funding it received from the banking sector, and 35.6% in the industrial division.

 

H.E. pointed out that in view of the entities financed by Islamic banks, the private sector has greatly benefited from these banks’ credit, especially in the field of real estate, trade, financial activities, and insurance, as well as the small and medium-sized companies division. In this regard, Islamic banks today represent one of the pillars of the stability of Qatar’s financial sector, H.E. affirmed.

 

About the digital economy, H.E. Mr. Al Kuwari said that the COVID-19 pandemic had delayed implementing development plans in all countries worldwide, without exception. However, it opened large and wide horizons to benefit from digital technology and adopt new perspectives that support countries’ economies in an innovative, comprehensive and sustainable way. Qatar has been working for several years to adopt technical, technological and digital solutions in building its economic and financial system, and developing its programs and projects aimed at achieving its National Vision 2030.

 

Furthermore, H.E. Mr. Al Kuwari added that the State was keen, as part of its strategy, to establish an advanced and integrated infrastructure for digital technology across all its sectors, including the financial one. H.E. pointed in this regard to the Qatar FinTech Hub (QFTH) launched by the Qatar Central Bank, in cooperation with the Qatar Financial Center and the Qatar Development Bank. The QFTH has offered programs aimed at supporting entrepreneurs, and promoting innovation and development in the field of financial technology.

 

On initiatives aimed at consolidating Qatar’s position as an ideal investment destination at the regional and global levels, H.E. spoke of the Single Window Platform launched by the Ministry of Commerce and Industry. This aims at assisting investors in the various stages of establishing companies, starting from the planning to registration procedures, and all the way to obtaining the necessary licenses through an electronic interface that connects investors, at any time and where ever they are, with about 18 government agencies via a single platform.

H.E. Mr. Al Kuwari also referred to the draft decision to establish the Artificial Intelligence Committee in Qatar. This decision was recently proposed by the Cabinet, such that the committee’s membership represents the Ministry of Commerce and Industry, government agencies, research institutions and universities. The Artificial Intelligence Committee shall handle developing mechanisms to follow up and implement Qatar’s artificial intelligence strategy, oversee programs and initiatives related to this field, as well as support emerging companies specializing in artificial intelligence and scientific research.

 

In the conclusion of his speech, H.E. the Minister of Commerce and Industry affirmed that the expanding endeavor of Islamic finance in Qatar, and the continuous efforts to develop it required vigorous and innovative steps to preserve attained achievements in light of global changes, as well as to keep abreast of the tremendous developments the world is witnessing at the level of digital technology.

 

The seventh Doha Islamic Finance Conference tackled three main subjects, featuring interventions by a group of scholars and experts in the field of Islamic economics and finance. The first subject dealt with the features of economic recovery in the post-COVID-19 stage, and ways to benefit from the capabilities of Islamic finance during it, through Islamic finance institutions and products. The second topic touched on the economies of the virtual world and the most important legal and Sharia controls governing dealings therein, in addition to exploring the future prospects of this important sector. The third area addressed social finance and its role in achieving sustainable development.

 

The works of the seventh edition of the conference also witnessed international participation from governmental bodies, global organizations, as well as financial and academic institutions specializing in the field of economics, digital technology and Islamic finance.

H.E. Minister of Commerce and Industry: ‘Qatar has succeeded, under the guidance of its wise leadership, in supporting the national economy’

His Excellency Mr. Ali bin Ahmed Al Kuwari, Minister of Commerce and Industry, delivered a lecture today titled: “The National Economy and its Role in Supporting Defense Efforts”, at the Joaan bin Jassim Joint Command and Staff College.

The lecture was attended by His Excellency Lt General (Pilot) Ghanem bin Shaheen al-Ghanim, the Chief of Staff of the Qatari Armed Forces, and a number of Qatar Armed Forces officers and senior employees from various Ministries and institutions taking part in the National Defense Course.

 

At the beginning of his lecture, H.E. affirmed that the directives of the wise leadership contributed to laying down the main pillars that define the priorities and future prospects supporting the national economy, indicating that Qatar has succeeded in continuing to implement its economic policies despite the geopolitical changes.

During the lecture, H.E. touched on several topics, including the challenges that the country has witnessed during the past years, for example the repercussions of the Coronavirus (COVID-19) pandemic, and the efforts made to achieve a comprehensive revival. H.E. referred in this regard to steps taken by the State, such as adopting an economic diversification policy, stimulating the participation and role of the private sector, developing national industries and exports, and attracting investment in non-oil sectors, which represented more than 62% of gross product at constant prices for the second quarter of 2020.

Regarding the measures that have been taken to confront the repercussions of the pandemic, H.E. stated that Qatar had succeeded, in light of the current exceptional circumstances, in dealing with the consequences of the crisis and taking effective and efficient measures that have contributed to reducing its negative impact on the social and economic levels. Qatar has worked to enhance the flow of commodities and support maintaining regular supply operations, by strengthening its cooperation with countries and trade partners, providing raw materials for various industrial sectors, as well as adopting a series of economic measures and incentives, which have contributed to protecting the private sector and enhancing companies’ ability to adapt to the current economic situation and to pay their employees.

H.E. shed light on the legislation put in place by Qatar to attract and encourage investment, including the law regulating the Public-Private Partnership, which contributed to enhancing investment prospects in the country and providing the appropriate legislative framework to improve governance, risk management, and enhance competition and innovation, H.E. said.

 

H.E. further stated that this law provided investors with the opportunity to finance, develop, and operate projects in a variety of priority sectors, including food security, sports, tourism, health, education, and logistics. In this regard, H.E. spoke of signing the government schools package contract (establishing eight schools), and launching the tourist resorts project, spanning an area exceeding 450,000 square meters.

H.E. touched on the most prominent features of the law regulating the investment of non-Qatari capital in economic activity, and the initiative to establish the Investment Promotion Agency.

In the field of developing the business environment, the Ministry of Commerce and Industry has been keen to complete the digital transformation process and improve government services provided to speed up procedures, H.E. said.

In this regard, electronic services provided by the Ministry have been developed through its website, mobile application, and the Single Window platform, which in turn provides a number of vital services, such as establishing businesses and factories, issuing tax cards, as well as the electronic signature system.

Electronic procedures made through the Single Window platform witnessed a 56% growth in 2020, compared to 2019, and the percentage of digital transformation amounted to 62%, an increase of 22% compared to 2019.

On the initiatives aimed at establishing integrated mechanisms to enhance and increase Qatar’s strategic stock, H.E. referred to Law No. (24) of 2019 on Regulating and Managing the Strategic Stock of Food and Consumer Goods, aimed at regulating dealing in basic commodities, and establishing a system for managing and monitoring production, import, supply, circulation, and storage.

 

At the level of industrial development, H.E. pointed out that the industrial sector had witnessed remarkable growth in conjunction with the progress made in the projects of developing the SMEs industrial zone. The total number of factories in 2020 amounted to 927, recording a 6% increase compared to 2019. Additionally, the total volume of investments in the industrial sector in 2020 amounted to approximately QR263 billion, a growth rate of 0.4% compared to 2019.

 

At the end of the lecture, H.E. Major General Fahd bin Mubarak Al Khayarin, Commander of Joaan bin Jassim Joint Command and Staff College, presented H.E. Mr. Ali bin Ahmed Al Kuwari, Minister of Commerce and Industry with the College’s memorial shield.

Ministry of Commerce and Industry, in cooperation with Ministry of Education and Higher Education and Public Works Authority (Ashghal), announces request for EOI in PPP Qatari schools development (package 3).

Doha – Monday, February 22, 2021:

The Ministry of Commerce and Industry, in cooperation with the Ministry of Education and Higher Education and the Public Works Authority (Ashghal), has announced a request for submitting Expressions of Interest (EOI) in public-private partnership (PPP) development of Qatari schools (package 3), which consists of four secondary schools, five preparatory schools, four primary schools, and a school for students with special needs. This step is aimed at meeting the increasing demand in the education sector, coinciding with the population growth and the increasing number of students enrolled in schools, while achieving continuous improvement in the quality of education.

The project’s scope of work includes the design and construction of 14 schools, demolition works in evacuated schools, project financing, operation, and maintenance for a 25-year concession period, and asset transfer to Ashghal by that period’s end.

This comes within the framework of Qatar’s commitment to meet the increasing demand for public services, and its endeavor to find innovative ways to provide the required infrastructure, achieve the Qatar National Vision 2030, and enable the private sector to play a major role in achieving long-term goals and results, especially applying public-private partnership for developing infrastructure and providing services.

In this regard, the Ministry of Commerce and Industry, the Ministry of Education and Higher Education, and Ashghal invite interested parties to submit EOI in PPP development of Qatari schools (package 3), under a system of design, construction, financing, operation, maintenance, and then ownership transfer of 14 new schools.

 

As per the three entities, the purpose of the request for EOI is to invite competent Qatari and international companies and consortia, capable of delivering the project, to indicate their interest in it. The qualification request documents shall be issued after receiving EOI requests from the interested companies. Additionally, a meeting shall be held with the companies interested in the project during the qualification request period, to provide them with more information and respond to their questions.

The Ministry noted that interested parties can submit required documents and an EOI, through the Public Works Authority’s website: www.ashghal.gov.qa. Therein, the link (Tenders and Auctions – Pre-Qualification) is chosen from the home page to download the EOI form, which includes: 1) Anti-Corruption Declaration; 2) Confidentiality Declaration; 3) Expression of Interest Acknowledgment Form; 4) Information required from the interested parties.

All documents, in addition to a valid commercial register, must be sent electronically, no later than 09/03/2021, before 1 pm, Doha local time (+3: 00 GMT), to EOI@ashghal.gov.qa
